2 Concept Note: GNLU Center for Public International Law has a legacy in organizing various noble events in the field of Maritime Law to disseminate knowledge among various stakeholders. To further such gallant endeavour, GNLU is pleased to inform you that GNLU Center for Public International Law, is Organizing GNLU International Maritime Academy 2016 under the theme of maritime developments, blue economy and the ocean governance. The Academy shall provide reinforcement of knowledge, understanding and proficiency of Maritime Law required to perform the responsibilities assigned to the senior officials, policy makers and shipping executives. The fluidity and complexity of the nature of maritime issues and interdisciplinary response to maritime security officers require a deep understanding of the law of the sea, maritime law, policies and regulations. Modern ship-owners and operators, and vessel officers are subjected to increasingly detailed and rigorously enforced environmental, security, safety, and political (embargo/sanctions) regulations and requirements. The consequences of non-compliances can be catastrophic. The Academy offers participants the opportunity to meet like-minded professionals in a sympathetic but nonetheless demanding academic atmosphere in which valuable professional knowledge will be gained and shared. Blue Economy and the Oceans Governance hold key to achievement of millennium development goals as well as sustainable development goals. While the oceans governance is largely regulated by the law of the sea regime, specifically, the United Nations Convention on the Law of the Sea, blue economy covers areas beyond and within the oceans governance. The missions and works of several governments and international organizations - United Nations and its Specialised Agencies, International Seabed Authority, International Tribunal for the Law of the Sea, Indian Ocean Rim Association, AALCO bear direct significance to the issues and challenges posed by the twin concept of blue economy and the oceans governance. While several maritime OECD states have taken a lead and have blue print before them, developing coastal states of Africa, Asia and the Pacific are in need and finding extremely important to fully realise the benefits of the ocean space for their population. Laws, policy, practices, issues and challenges differ from state to state, like any other international legal regime.

4 Eligibility : Serving officers dealing with law of the sea and maritime matters, Security, government and private intelligence agencies/companies, Lawyers and law firms, specializing in law of the sea and maritime laws, Governmental officers and staff, Researchers and students. Aim: To equip participants with theoretical and practical legal, operational strategic issues enabling them to render efficient and effective research, advisory, policy and operational assistance to authorities of navy and maritime forces, agencies, institutions, industry, law firms and students. Methodology: Lectures (including video lectures), workshop, seminar and documentary. Each candidate will be required to undertake 500 pages additional selfstudy in advance prior to commencement of the course. Reference material Each candidate will be provided with reading material consisting of research papers, articles, reports and case-law abstracts. Participants will be provided with complimentary use of GNLU Library. GNLU Library has the vast collection of more than 40,000 volumes of books, law reports and subscription of 150 current journals, newspapers, reference books, E books etc. GNLU Library has some of the finest collections on public international law Faculty: Faculty will consist of experts, professors, senior navy and maritime officers, international law jurists, scholars, judges and Arbitrators, law of the sea experts, policy-makers drawn from USA, EU, China, Republic of Korea, Japan, Kenya, Brazil, South Africa, Liberia, India among others. Facilities: State-of-art modern world class fully IT equipped (wi-fi) 50 acres university campus with residential facilities, sports complex, excellent library and online research services, conference halls, 15 minutes away from Ahmedabad international airport (1 hour air flight from Delhi or Mumbai); recreational facilities in the surrounding region. 6 GNLU Centre for Public International Law GNLU Centre for Public International Law (CPIL) since 2010 strives to undertake research studies in various areas of public international law, law of the sea and maritime law. Centre envisaged the vision to become a leading nodal centre for excellence in areas of research, teaching and training on the subjects of public international law, law of the sea, and maritime law, at national and international levels. CPIL has conducted a large number training programs on international law. Mission Research: Policy oriented research and filling up the gap of quality research on the contemporary issues of public international law, law of the sea and maritime law. Teaching &Training: To provide forum for the discussion on research based teaching in the areas of public international law, law of the sea and maritime Law; to conduct and organise national and international training programs, seminars conferences, workshops of national and international importance on the subjects of international law, law of the sea and maritime law. GNLU and Maritime Law: In the field of Maritime laws, GNLU has successfully conducted Global Maritime Security and Anti-Piracy Conference in 2011 and witnessed the presence of the delegates from 35 countries. GNLU has conducted number of training courses for the officers of Indian Navy, Indian Coast Guard, Police officers of different states, Reserve police forces and Maritimes Boards of different states. GNLU has also conducted the prestigious 2013 external program of Hague Academy of International law in November, 2013 on the theme of Stability and Change in the Law of the Sea: Challenges in the 21st Century. In 2014 &2015 Maritime Academy dealt with global maritime issues and emerging challenges.
