5 Page 3 GRULAC Dear Sir, In my capacity as Chairman of the delegates representing the Latin American and Caribbean Group (GRULAC), I have pleasure in informing you that, on October 22, the Group held a meeting to discuss Venezuela s proposal to submit the candidature of Captain Luis Díaz-Monclus for the position of Chairman of the IMO Council for the period At the meeting, the representatives of Brazil, Bahamas, Colombia, Cuba, Ecuador, Mexico, Panama, Peru, Chile, Honduras, Venezuela and Argentina agreed that the outstanding personal and professional qualities of Captain Díaz-Monclus, together with his long involvement in the Organization s work, made him a suitable person to occupy the position of Chairman. The Group also felt that the election of Captain Díaz-Monclus to such an important governing body within the Organization would help in large measure to achieve an appropriate balance among the regions of the world in matters concerning the management of the Organization s various organs. While the opinion of those present at the above-mentioned meeting could not, by any means, influence the official and binding opinions of their respective governments, they have undertaken to support this candidature to the best of their abilities.
