2 1 List of major ecisions and ecommendations taken by the IP within the Interim Period (June 1994 to October 1998) Introduction 1. This list is intended to give an overview focused on major decisions and recommendations which may remain relevant for the early stage implementation of the anube iver Protection onvention (P) after its entry into force. 2. This overview is focused on the actual development of the specific issues concerned, leaving out preceding preparatory steps. The need of amending or updating decisions and recommendations listed is indicated as appropriate. 3. The main purpose for giving this overview is to summarize the interim implementation phase as a basis for considering its transition to the early implementation phase based on the P entry into force. The interim implementation has been based on a ministerial declaration of policy, which was adopted at the Sophia Signing onference June 1994 by the Signatories. The legal character and further relevance of the interim recommendations and decisions must be clarified by the ommission. This overview by no means is intended to prejudice in this respect the decisions of the ommission after the entry into force and the positions, delegations may have. 4. A brief description of how the list is structured may be helpful: column (1): specifies the recommendations and decisions in an abbreviated way; column (2): is the concise description of the recommendations or decisions; column (3): indicates the event, date and venue; column (4): is the document ithin the IP document system; column (5): briefly indicates the gist of the recommendation or decision taken; remarks on main goals and implications are made, such as made to relevant provisions of the P or to the respective context of the Environmental Programme (EPB); column (6): is a listing number. 5. There is no additional need of giving instructions how to use the list. In order to make the list more user-friendly, abbreviations are introduced and explained as follows: (a) generally usual abbreviations: P anube iver Protection onvention EPB anube Basin Environmental Programme II/STG Interim International ommission/steering Group II/PL Interim International ommission/plenary PS Permanent Secretariat TF/EPB Task Force for the EPB PU Programme oordination Unit (b) specificly used for this list: ecision conf Proposed decision, confirmed by I/PL ecommendation conf Proposed recommendation, confirmed by I/PL N Take Note ( or at a later stage) onclusion ( or as a next step).
