1 University of Maryland Maryland Fire and Rescue Institute Report To Maryland State Firemen s Association Executive Committee The following report is a synopsis of significant events that have occurred within the Maryland Fire and Rescue Institute since our last meeting. President of University of Maryland After 12 years as the President of the University of Maryland at College Park, Dr. Mote has submitted his resignation effective on August 30, Dr. Mote has been a consistent and strong supporter of MFRI and our training efforts throughout Maryland. His leadership at the University will be missed and his support of MFRI and the MFRI President Board of Advisors has been important to our success. The Director of MFRI reports directly to the University President, so this position is very important to our continued success. The University will conduct a nationwide search for his replacement and this is expected to be completed this year. I will arrange an appropriate opportunity for the fire service organizations of the state to regonize Dr. Mote at some point this summer. MFRI North East Regional Training Center The construction of a new MFRI North East Regional Training Center is of the utmost importance to the continued educational success of fire, rescue, and EMS students and programs in the region consisting of Cecil County, Hartford County, Baltimore County, and Baltimore City. The Maryland General Assembly approved Capital Budget includes $8.3 million in funding to support the NERTC project and the University of Maryland has attempted to stay on schedule with this important project. I would like to thank each of you for your support of this project and at this time provide you an update as to progress achieved to date. The architectural firm of Edmeades & Stromdahl of Bel Air has completed the design of the NERTC. The design is very similar to the MFRI SMRTC in LaPlata with modifications specific to the NERTC. 1

2 Environmental issues were a concern in the design phase and have been resolved by mitigation strategies. The site is within the Critical Bay Area and this means that increased environmental requirements have to be met. A public hearing on the project was conducted on December 9, 2009 at the Joppa-Magnolia Fire Station. No adverse public comments were received at this hearing. The Construction Management firm selected by the University of Maryland through a competitive process is J. Vinton Schafer & Sons of Abington. They will oversee the bid process and construction of the center. Construction bids are due to be received in February and the award will be made soon thereafter pursuant to University policy. Our expectation is to begin construction in the late spring of 2010 and completion of the project is expected in the summer of As you can see a lot has been accomplished and much more needs to be accomplished to complete this project. Leadership from the Aberdeen Proving Ground has been very helpful and cooperative toward assisting MFRI move forward with this project. Their assistance has been very much appreciated. I would like to recognize and thank Associate Director Pat Marlatt of MFRI who has coordinated this project for us and has worked to keep us on schedule. Attached to this document are a site plan and other information relative to the project that will provide more information to you. Please contact MFRI if you have any questions or comments as we would be pleased to address any issues. Further updates will be forthcoming as the construction process begins. Thanks to each of you for your continued support of this project. When it is completed I think that the fire, rescue, and EMS service of the North East Region will be very proud and pleased with the new center and the enhancements that it will achieve toward improving training programs. 2

3 MFRI Operating Budget The MFRI Operating Budget for FY 2011 has been submitted to the General Assembly at a total of $7,153,002. This represents a very small increase from our FY 2010 Budget which was $6,996,026. This will allow MFRI to continue with the current level of operations, but increasing costs as well as unfunded expenses in our budget has effectively reduced our ability to provide enhancements such supplemental classes and supplies. We are managing our budget in a very judicious manner as are all state funded agencies. MFRI Program and Instructor Evaluations The purpose of the MFRI Program and Instructor Evaluations is to evaluate the performance of MFRI programs and instructors to ensure high quality results and to provide this information to instructors, program coordinators, and other interested personnel. The results of this program are calculated every six months and the results are sent to instructors via . I am very pleased to recognize the top instructors for the latest evaluation period. EMS - Gail Collins and Vernon Love Fire - Thomas Stommel and Matthew Leonard Haz Mat - Thomas Parks and Daniel Tuel SPS - Vernon Sankbeil and William Dobbin Management - Michael Kernan and Gary Kirchbaum Rescue - David Chen and Leonard Yox MFRI EMT-B Recertification Online The Maryland Fire and Rescue Institute (MFRI) is pleased to announce the offering of a new on-line learning course, produced by National Paramedic Institute, that provides EMT-B students with an opportunity to complete the 12-hour continuing education requirements for recertification in an on-line learning format. 3

4 Course Description: This course includes eight study modules that provide continuing education credit in medical assessment, trauma care, and local content options. Upon successful completion of this course, the student will be able to perform all the roles and responsibilities of the EMT-B required for the emergency care of medical and trauma patients including assessing the patient, managing the airway, recognizing signs and symptoms, providing care for adults and children with medical conditions, trauma injuries, and for conditions of emergency childbirth. Minimum System Requirements: Internet access: 128K DSL or faster (512K preferred) Web browser: Internet Explorer 5.5 or higher Processor speed: 700 MHz Pentium Minimum memory (RAM): 256 MB RAM Speakers/Headphones: Yes Mouse/Keyboard: Yes Soundcard: Yes Cookies: Enabled Eligibility: Students are required to be members of a Maryland fire department and possess current EMT-B certification. Students must complete the on-line portion of the program within 30 days of the start date. Students must complete the 12 hours of on-line education and a 12 hour practical skills refresher program to meet requirements for recertification. Registration: There is no fee for this program. Registration is handled by the MFRI Regional Office supporting the fire company where the participant is a member. Registration closes two weeks prior to the class start date. Maryland Weekend at the National Fire Academy The Maryland Weekend at the National Fire Academy will be conducted on February 26-28, This is a unique opportunity and has been very successful in the past. Please be advised that there is a mandatory NFA Orientation on Friday, February 26 th at 7:30pm. The MFRI contact for this class is Wayne Colburn, who can be reached at wcolburn@mfri.org.
