The project team is also pleased to continue informing you about the progress of our activities for the project Improvement of Aviation Security in Africa which forms a component of a larger intra-acp project ( Support to the Air Transport Sector and Satellite Service in Africa ) which resulted from the Naples Declaration in This Newsletter highlights the activities conducted by the project in Mauritius, Cameroon and Namibia. We also have included in this issue activities conducted in Dakar, Senegal and Casablanca, Morocco. It is our hope that you will enjoy reading this 4 th Newsletter and we invite you to let us know if there s a subject that you would like us to cover specifically in future editions. We will also be pleased to answer any questions you send us through the contact address given below. 2 AVSEC News DELIVERY OF NATIONAL TRAINING ACTIVITIES IN MAURITIUS The project team developed a specific training programme to address Mauritius AVSEC training needs and delivered the following four (4) training activities between 15 th September and 10 th October Aviation Security Senior Management & National Organization Course. Bomb Threat Assessment Course. Security Risk & Crisis Management Course. Aviation Security Quality Control Course. Each and every training course was tailor-made to focus on the specific aviation security context in Mauritius. A total of eighty-five (85) people participated in the national training activities for Mauritius. What did participants have to say? would wish to take this I opportunity to thank the IATA/AVSEC Global Ltd team personally for the Aviation Security Senior Management and Organization course which was beyond my expectations. I appreciated the upfront approach of the instructors for which without doubt, it was the right approach. The wealth of information we received is priceless and I was personally impressed by the mastery of our system including Acts, Regulations and Programmes the facilitators demonstrated. The course was also successful in conveying the message of ensuring a healthy line of communication between stakeholders. We just had to humble ourselves and accept our present shortcomings in this area. This said, I think that the way forward now is key. I hope and trust that a Roadmap will be established and the momentum maintained as it is clear stakeholders are eager to see improvements in Aviation Security in Mauritius as discussed. 3 MISSION FOR CAMEROON; THE 6 th BENEFICIARY STATE UNDER THE EU/ACP PROJECT IMPROVEMENT OF AVIATION SECURITY IN AFRICA The mission to Cameroon commenced on the 21 th of October 2014 with an initial contact meeting at the Cameroon Civil Aviation Authority s Head Office with the objective to provide an overview of the scope of the project and introduce the team members to the CCAA General Manager, Mr. Pierre Tankam, and the Focal Point, Mr. Jean Djon, to explain the work methodology and agree upon the approach to be taken during the mission in Cameroon. Mr. Tankam welcomed and thanked the project team for the assistance which was to be provided to Cameroon. Mr. Lakhlifi, project team leader, thanked Mr. Tankam and introduced the team members, giving a brief overview of their backgrounds. Conducted detailed assessments of both Yaoundé Nsimalen International Airport and Douala International Airport security structure and subsequently provided advisory and technical assistance services to ensure the implementation of aviation security measures compliant with ICAO Annex 17 SARPs and guidelines concerning airport access, perimeter controls; aircraft protection; baggage, cargo and mail controls; passenger checks; staff checks; local supervision as well as landside security in both international airports. Assessment of AVSEC measures at Douala International Airport done jointly with CCAA and ADC officials as part of OJT Training An assessment of Douala International Airport s security system was conducted on 24 th and 25 th of November 2014 by the IATA/AVSEC Global Ltd team, CCAA and ADC representatives, the aims of which were: To use this exercise as an opportunity for the CCAA and ADC team to participate in the assessment of Douala International Airport as OJT; To observe the implementation of the security measures in order to assist CCAA in identifying the areas needing improvement. The General Manager of Cameroon Civil Aviation Authority Mr. Pierre Tankam welcomes the project team in Yaoundé, Cameroon. This assessment was conducted following an initial contact meeting with Douala International Airport CCAA representatives led by the CCAA s Regional Delegate Mr. Augustin Kamajou held on November 21 st of November Provision of Technical Assistance to Cameroon The delivery of technical assistance to Cameroon begun immediately after the project team was received by the General Manager of CCAA Mr. Pierre Tankam. By the end of the nine-week mission on 19 th of December 2014 the team had: Assisted the State of Cameroon with advice in the form of comprehensive reports on implementing its Corrective Action Plan (CAP) to improve the level of effective implementation of ICAO Annex 17 SARPs following the ICAO audit; Provided detailed advice on how to adequately establish a national Aviation Security Oversight structure within the Cameroon Civil Aviation Authority; The IATA/AVSEC Global Ltd poses for a group photo with members of the Airport Security Committee for Yaoundé before the start of the airport security assessment. 3

4 AVSEC News Delivery of National Training Activities in Cameroon The project team developed a specific training programme to address Cameroon AVSEC training needs and delivered the following three (3) training activities between 1 st December and 19 th December 2014: Cargo Security Course. Bomb Threat Assessment Course. Aviation Security Quality Control Course. The project team in a meeting with airline representatives and CCAA. Each training courses was tailor-made to focus on the specific aviation security context in Cameroon. A total of 60 participants completed the national training activities for Cameroon. IATA/AVSEC Global Limited Team meets with aircraft operators representatives in Douala The IATA/AVSEC Global Ltd team met aircraft operators representatives and executives of the CCAA on 26 th of November, The purpose of the meeting was: To introduce the project to the aircraft operators representatives; To receive input from the aircraft operators as the airport users regarding the implementation of security measures at Douala International Airport; and To open a line of communication between the aircraft operators and the IATA/AVSEC Global Ltd project team. Turkish Airlines, Air Côte d Ivoire, Ceiba-Intercontinental, DHL, South African Airlines, Brussels Airlines, Asky Airline, Rwandair, Air France and ADC all sent participants to this meeting. Noting the lack of an Airline Operators Committee (AOC) at Douala International Airport, the project team recommended the immediate establishment of an AOC at the airport, reminding attendees of the role this committee could play in liaising with CCAA and having a representative at the Airport Security Committee. One of the teams holds a work session during the quality control exercise. Of specific interest was the seven-day Quality Control Course which included the conduct of a partial audit at Douala International Airport by the course participants as part of OJT. Two (2) days were set aside for the exercise. Participants were exposed to a wide range of techniques and they highly appreciated the hands-on experience gained during the On-the-job Training. At the end of the session, the teams were asked to present their findings with recommendations as per the instructions given. During the closing remarks at the end of the training, participants pledged to use the knowledge gained to improve the aviation security system in Cameroon. 5 MISSION FOR NAMIBIA; THE 7 th BENEFICIARY STATE UNDER THE EU/ACP PROJECT IMPROVEMENT OF AVIATION SECURITY IN AFRICA The State of Namibia was the seventh beneficiary country to receive at no cost in-country technical assistance under this project between January 12 th and March 20 th, The project team reported to Namibia on 12 th January 2015 to conduct a ten-week mission which was highly successful. The success of the mission was made possible by the positive reception of the project team into Namibia by the Director of Civil Aviation, Angeline Simana Paulo and her entire team. The Ministry of Works and Transport under which the Directorate of Civil Aviation falls was very supportive throughout the mission. Quality Control On-the-Job-Training As part of the technical assistance and in order to assist the State of Namibia in the implementation of a robust oversight structure, an audit was conducted on February 7 th, 2015 at Walvis Bay Airport by the DCA s AVSEC Subdivision under the supervision of the project team. The quality control activities were carried out with the objective of assisting the Authority to start implementation of quality control activities including audits, inspections, tests and surveys using the draft Aviation Security Inspectors Manual (ASIM) which had been developed by the team; specifically designed to provide guidance and information to inspectors regarding the procedures for conducting aviation security quality control activities. The project team received by the Director of Civil Aviation: From left- Angeline Simana Paulo (Director of Civil Aviation); Brahim Lakhlifi (Project Team Leader); Wendy Mueller (Chief AVSEC Inspector) and Alejandra Gentil (Project Team Member). Just like it happened in the other States, the team reviewed the documentation and legislation provided by the State of Namibia and conducted different meetings and activities including the following key assessments: Assessment of Eros Airport Assessment of Hosea Kutako International Airport Assessment and subsequent review of security programmes Assessment of the regulatory framework with recommendations Assessment of the National Civil Aviation Security & Airport Security Committees Participants to the AVSEC Quality Control Course during the in-brief meeting of the OJT; instructor playing the role of the auditee. 5

Training Activities in Namibia Prior to conducting training activities, the project team took into consideration the needs of the State of Namibia focusing specifically on the prevailing level of AVSEC training, experience and expertise of both operators and regulators, the level of implementation of AVSEC measures, the documentation and regulations and the requests of DCA. Based on the above criteria, the following training activities were completed: AVSEC Management & National Organization Course February 23 rd 27 th, 2015 Aviation Security Quality Control Course March 2 nd 10 th, Security Risk, Crisis Management & Bomb Threat Assessment Course March 11 th 19 th, Participants to the AVSEC Management & Organization Course pose for a group photo with the instructors. What did participants have to say? As a member State of ICAO, like many other States Namibia regards civil aviation safety and security as critical components of aviation the world over. I would like to express my appreciation and profound gratitude to the organizers and trainers of these important courses. It is encouraging that the Government and the DCA in particular realized the need for this specific training to build the capacity of this critical sector of AVSEC in Namibia. The training improved and enhanced our aviation understanding, knowledge and skills resulting in improved capacity. To our trainers I strongly urge you to convey our appreciation to the Europe Aid/132538/D/SER/MULTI. We had an awesome experience. Students were totally comfortable in the class and during syndicate discussions due to the pleasant manner in which these experienced lecturers conducted the training. Their subject knowledge is highly commendable. If ever I find myself in a serious AVSEC crisis or incident, I would certainly be relieved to have either of these two very competent individuals in my corner. I don t recall being taught by lecturers with such vast detailed knowledge backed up by significant practical experience; it was indeed a privilege. Best wishes Brahim and Alex! 7 NEWS IATA/AVSEC Global Team meets with the Senior Chief Executive, Prime Minister s Office, Mauritius The project team led by project Team Leader Mr. Brahim Lakhlifi went for a meeting called by Mrs. K.O. Fong Weng- Poorun, Senior Chief Executive, Prime Minister s Office (Home Affairs), in order to discuss the project s mission, objectives and deliverables. The meeting in which the Director of Civil Aviation Mr. Iswarduth Pokhun and the Deputy Permanent Secretary Prime Minister s Office, External Communications Division Mr. Rajesh K. Balgobin were in attendance, was held on 22 nd August 2014 in the Senior CEO s office at the Government House in the city of Port Louis, Mauritius. IATA/AVSEC Global Team holds a Senior Aviation Security Workshop for Mauritius Stakeholders at SSR Airport, Mauritius The Senior AVSEC Workshop was held on 11 th of September 2014 following a request by the Senior Chief Executive, Prime Minister s Office (Home Affairs) Mrs. K.O. Fong Weng-Poorun. The workshop was attended by thirty four (34) participants from DCA, Prime Minister s Office, Police, Special Mobile Force, Passport and Immigration Office, National Security Service, Ministry of Health, Ministry of Agriculture, Airports of Mauritius Limited, Customs, Airlines, Ground 2 Air Limited and National Disaster Risk Reduction and Management Centre. The Director of Civil Aviation Mr. Pokhun stresses a point during coffee break. The workshop was highly interactive. A number of issues regarding the project s deliverables were discussed. The Senior Chief Executive, during this meeting saw the need for the project team to organize for a workshop of senior officials drawn from all key AVSEC stakeholders within Mauritius to deliberate on the issues which the team may highlight during the mission and use the workshop to agree on the way forward in achieving improvement of aviation security in Mauritius. A number of key issues were discussed and tentative resolutions were made with the aim of improving aviation security in Mauritius. The key AVSEC stakeholders resolved to work as a team in order to achieve the desired results. In conclusion, the Director of Civil Aviation thanked the workshop participants for their attendance and participation in the workshop and also thanked the project Team for the elaborate workshop presentation. He assured the project team that apart from the resolutions agreed upon, all the other recommendations presented to the Authority through the various reports will be taken into account and will be used as a basis of improving the AVSEC system in Mauritius. 7

8 AVSEC News IATA/AVSEC Global project Team Leader visits Dakar The IATA/AVSEC Global Ltd project team leader, Mr Lakhlifi, visited Dakar on the 10 th of November 2014 in order to coordinate the regional training activities with the regional office of ICAO in Dakar as well as with École Régionale de la Navigation Aérienne et du Management (ERNAM). The main objectives of the meeting held at the regional office of ICAO were to: Discuss the specific training needs in the region. Define and validate the content of the training program to be delivered. Discuss the recruitment process of local trainers. Fix and validate the programme content while considering specific training needs as identified by the school Prepare for the regional training activities to be conducted at ERNAM Discuss the procurement of Computer Based Training (CBT) equipment for the school as part of the project. The IATA/AVSEC Global project team meets with the Permanent Secretary, Ministry of Works and Transport of Namibia The project team led by the project team leader Mr. Brahim Lakhlifi met with the Permanent Secretary in his office on 2 nd February During this meeting, the team presented an overview of the scope of the project and explained the work methodology to be employed during the ten-week mission in Namibia. A number of issues regarding the structure and organization of aviation security in Namibia were discussed at length. The IATA/AVSEC Global Team Leader participates in the ACI Africa Regional Conference and Exhibition held from 20 to 22 April 2015, in Casablanca, Morocco The ACI Africa Regional Conference and Exhibition held from 20 th to 22 nd of April 2015, in Casablanca, the north gate of Africa, was attended by two hundred and eighty (280) participants It was the opportunity, during a halfday workshop on aviation security, for the Project team leader to provide an overview of the project in general and to present the activities conducted so far by the team. The main objectives of the workshop were to identify key areas of collaboration to address and enhance security in the context of expected future growth of the industry and of evolving security threats, with an objective of lowering the level of passengers dissatisfaction.
