2 Overview Of The Libyan Civil Aviation Sector The Institutional/Regulatory framework for aviation activities and their oversight and policy planning rests with the Ministry of Transport (MoT). The development of aviation policy and regulations, and the regulation of the air transport industry is presently the responsibility of the MoT. The MoT has delegated aviation functions to the Libyan Civil Aviation Authority (LYCAA) as specified in the civil aviation regulations of Libya (Law No. 6 of 2005). The LYCAA is responsible for the safety and security oversight of air transport activities, and for certification and monitoring of all aviation operators. The LYCAA also provides air traffic services. However, such services will then be carried out by an independent agency separate from the LYCAA. 3 Main activities in MEDUSA Libya has been partly involved in Euromed GNSS II/MEDUSA. Once the country was officially included in MEDUSA, it has showed a strong interest on EGNOS mainly for aviation and has been committed to follow the related project activities. Libya actively participated in: The final event on GNSS for aviation in Tunis on 4 June 2014, which focused on aviation and having a Euromed regional target. 4 Main activities in MEDUSA (cont.) The regulatory analysis regarding the adoption of SBAS/EGNOS in aviation operations in Libya and vis-à-vis meeting with EC in Brussels on 21 September The LYCAA has actually formed a permanent team in charge of following GNSS and EGNOS related initiatives for the country, to ensure continuity, to build capacity and to gain know-how. The team will participate in a technical meeting/workshop scheduled in Rome on 27 November The 8th Euromed GNSS Working Group meeting, Brussels, 25 November

5 Lessons Learnt from MEDUSA To introduce SBAS/EGNOS operations in Libyan aviation, two objectives have to be fulfilled: The coverage of the EGNOS Safety of Life Service (EGNOS SoL) across Libya s geographic territory has to be achieved; and An International Agreement has to be signed by Libya with the EC at bilateral level. Nowadays, EGNOS signal is not covering Libya, which hinders applying such a very promising solution throughout the country, particularly for several airports located on the coastline. Libya currently aims to start LPV implementation in Northern airports with the involvement of the airspace users. Gradually, extending the service to the remaining airports in the medium to long term plan. The 8th Euromed GNSS Working Group meeting, Brussels, 25 November

6 Progresses Libya will comply with ICAO resolution A37-11, which urges all states to implement RNAV and RNP air traffic service routes and approach procedures in accordance with the PBN concept (Doc 9613). An AS-IS survey mission aimed at analyzing/evaluating the current status of the LYCAA was undertaken by European consultants. The deliverable is a 5-years Development Plan, which addresses all ANS strategically relevant subjects grouped in 8 thematic areas including the implementation of QMS. The analysis was also focused on two key objectives: The BLUE MED FAB; and The GNSS implementation project. Such topics offer a concrete possibility for the Libyan CAA to potentially act as a key actor within the northern-african region. The 8th Euromed GNSS Working Group meeting, Brussels, 25 November

7 Next steps Libya has repeatedly informed the EC of its interest in the introduction and adoption of EGNOS operations in aviation. Libya has already undertaken the necessary institutional step through a formal expression of interest/letter to EC, and it is ready for the discussion of the International Agreement bilaterally with the EC. Since Libya has not taken part in the technical assistance programme of awareness, training and capacity building conducted by MEDUSA, Libya looks forward for accomplishing the next steps related to Euromed GNSS and requests from the EC concrete assurances on: EGNOS signal extension to cover its territories Technical assistance actions for training/capacity building similarly to that implemented by MEDUSA to the other ENI countries.
