1 2-29 IN REGT Fort Benning, GA FEB11 TACTICAL COMBATIVES INSTRUCTOR COURSE (LEVEL IV) MTT OPORD References: FM Time Zone Used Throughout the Order: Eastern Standard Time (EST) or Eastern Daylight Savings Time (EDT). Task Organization: Instructor to student ratio is 1 to SITUATION: 2-29 IN, Fort Benning, GA provides Resident Courses and Mobile Training Teams (MTTs) to US Army units in both CONUS and OCONUS. Courses include: Anti-Armor Leader Course, Javelin Master Trainer Course, Sniper School, Sniper Employment Leaders Course (SELC), Small Arms Weapons and Optics (SAWO), Short Range Marksmanship (SRM), Long Range Marksmanship (LRM), Basic Combatives Instructor Course (BCIC), Tactical Combatives Instructor Course (TCIC), Infantry Mortar Leaders Course (IMLC), and Small Unmanned Aircraft System (SUAS) Master Trainer. a. Higher Units Mission. 2 nd Battalion, 29 th Infantry trains Soldiers and Infantry Leaders, demonstrates Infantry capabilities, provides subject matter expertise, develops doctrine and supports the United States Army by providing Soldiers and Leaders prepared to fight and win. a. 2. MISSION: D/2-29 IN conducts the Tactical Combatives Instructor Course certification via Mobile Training Teams to CONUS and OCONUS installations IOT train selected individuals on advanced Combatives Techniques, thus enabling certified SM s to act/serve as a Battalion, and Brigade Master Trainers. 3. EXECUTION a. Concept of the Operation. The TCIC is a 160-hour four-week course that builds off of the skills taught in the BCC, TCC and the BCIC. It is designed to take the skills that have been until now stand alone, and integrate them into METL training. Graduates of the TCIC are qualified to teach the Tactical Combatives Course (TCC), referee post level standard and intermediate rules competitions, and serve as Battalion Master Trainers for scenario based training. Every Brigade must have one TCIC qualified SM assigned as the NCOIC to oversee the Bde program. The goal is to have one TCIC trainer per Battalion, as well as one per Brigade. All MTTs provided by 2-29 are conducted in 5 phases:
2 PHASE 1: Units requests training through FORSCOM / TRADOC accepts and builds class in ATRRS. PHASE 2: Initial unit/school coordination. PHASE 3: School conducts recon. PHASE 4: School begins. PHASE 5: Graduate, Recovery, and Reset. (1) Maneuver. PHASE 1: REQUEST MTT i. Identifies need for training and submits request to FORSCOM for MTT i. TRADOC receives request and builds course in ATRRS. ii IN receives from TRADOC official tasking to provide MTT. PHASE 2: INITIAL COORDINATION Requesting Unit i. The name of a dedicated, knowledgeable MTT Liaison Officer or NCO (senior SSG or SFC): individual will NOT function as an OIC, RSO, or AI during the length of the class. ii. Funding information: All funds required for instructor travel and billeting should be placed in DTS (NLT 30 days out), civilian contractors will use a MIPR type fund site and the 29 th Infantry Regiment will make all necessary cost estimates for travel, lodging, and shipping arrangements (Instructors, both military and civilian, will travel by commercial air or rental vehicle if the supported unit is within driving distance from FBGA. Instructors will also be provided will full per diem according to MTT s location.). iii. The host unit s Schools will input student names into ATRRS NLT one week prior to class start date. (Failure to do so could result in a NON-CONDUCT of training.) iv. 30 days out- Provide a fund site (LOA) to include a MIPR (DD Form 448) for civilian contractors. A POCs contact information for the LOA will be provided no later than 30 days out. v. Facility to be used and number of students that will be trained will be provided during the initial request for training. i. The Modern Army Combatives Program (MACP) Courses will provide/do the following: a. Standard Name Line of instructors, both civilian and military. b. Build a cost estimate, and provide that cost estimate to the requesting unit PHASE 3: RECON i. The host unit will have the liaison officer/nco escort the instructor(s) to the training sites to include; classroom, ranges, and storage facilities for equipment.
3 (Note: MACP Cadre must have 24 hour access to the classroom IOT conduct training until the late hours of the evening. A secure storage facility that only MACP Cadre have access to must be provided to store high dollar value items.) ii. Address short comings/ issues with chain of command (if any). i. Cadre will inspect all training sites, identify any short comings/ issues and report them to the liaison. (Note: If there are any issues that cannot be resolved by the host unit, they will be reported to 2-29 th INF S-3 for assistance/ guidance). ii. Requesting unit must provide all equipment needed to conduct level 3 training PHASE 4: MTT CONDUCTS SCHOOL i. The host unit liaison assists the instructors with the following: a. Classroom prep b. Ensure the students are present for training and on time (students cannot miss more than 2 hours of training. It is the unit s responsibility to ensure students do NOT report for PT, nor are they on any duty roster for the duration of the class.) i. The detailed timeline will be attached as ANNEX A PHASE 5: GRADUATION AND RESET i. Provide support for cleaning details i. Enters names of Graduates into ATRRS NLT one week upon completion of the course. ii. Issue graduation certificates iii. Ship equipment back to FBGA if needed. 4. SERVICE SUPPORT. a. General. N/A a. If equipment is not provided the course will be a non conduct (4) Maintenance. Supported unit will provide the required cleaning supplies to maintain proper level of sanitation (5) Medical Evacuation.
