(U) Time Zone Used Throughout the Order: Easter Standard Time (EST) 1. (U) Situation. The 214th Legal Operations Detachment (LOD) will conduct the FY17 Judge Advocate General s Corps (JAGC) Midwest/Great Lakes Regional On-Site Legal Training (OSLT) from 31 Mar-2 Apr 17. All Judge Advocate General s Corps (JAGC) Active Component, Reserve, including the Individual Ready Reserve (IRR) and Individual Mobilization Augmentees (IMA), as well as National Guard Judge Advocates, Legal Administrators, and Paralegals from the Western Region are invited and encouraged to attend. 2. (U) Mission. The 214th LOD will plan and execute the Midwest/Great Lakes Regional OSLT from 31 Mar-2 Apr 17 at Tyson McGhee Air Force Base, Knoxville, Tennessee, in order to enhance awareness and expertise in at least four (4) of the six (6) JAG corps core competencies. 1
2 3. (U) Execution. a. (U) Commander's Intent. The 214th LOD, with the assistance of additional Subject Matter Experts (SMEs) and guest speakers, shall conduct an OSLT from 31 Mar-2 Apr 17 that will provide relevant, timely and high quality training and updates on four (4) of the six (6) core competencies, with an emphasis on Reserve applications. The OSLT will also include specific required briefings. The end state will be One Team of legal professionals, highly qualified to apply critical legal skills in support of current and future military operations. b. (U) Concept of Operations. (1) (U) Location. The 214th LOD has secured the Training and Education Center (TEC), Tyson McGhee AFB, Knoxville, Tennessee as the host location for the 2017 Midwest/Great Lakes Regional OSLT. See ANNEX A for the official invitation letter. (2) (U) Attending LODs. a. (U) Within the USARLC, the Midwest/Great Lakes Regional OSLT is the designated on-site legal training for Soldiers assigned to the 1st, 8th, 9th, 91st, 128th, and 139th LODs. Requests for exceptions may be approved for exigent circumstances, and should be submitted in writing to the USARLC G7 NLT 1 Mar 17. b. (U) Eligibility. LOD Soldiers who are mobilized are not eligible to attend the Midwest/Great Lakes Regional OSLT at USARLC expense. LOD Commanders will ensure that only those Soldiers who are not flagged and who have a current APFT, current PHA, and possess a valid security clearance will be considered eligible to attend. (3) (U) Registration. a. (U) Registration. All attendees must be registered in ATRRS NLT 1 Mar 17. Requests for ATRRS enrollment after 1 Mar 17 will be denied. Register for the Midwest/Great Lakes OSLT in ATRRS (School 181, Course JAO-1, Class 003) through your unit s ATRRS Operator. b. (U) Pre-Registration Form. The 214th LOD Commander is responsible for maintaining a complete and accurate list of all attendees. Attendees must submit a registration form, Annex B, as soon as possible, but NLT 1 Mar 17. Please note that space at the OSLT is extremely limited. Once the room capacity is 2
3 reached, we will not be able to add additional attendees. Send registration forms to SGT Joe Romero at c. (U) Check-In/Registration. The OSLT registration will be Friday, 31 Mar 17, from hours. The OSLT will begin promptly at 1300 hours. Attendees traveling on orders will need to provide a copy at registration. (4) (U) Sessions. a. (U) The Midwest/Great Lakes Regional OSLT shall last three (3) days. The OSLT is scheduled to be conducted from 1300 until 1700 hours on Friday, 31 Mar 17; 0730 until 1700 hours on Saturday, 1 Apr 17, and from 0800 until 1200 hours on Sunday, 2 Apr 17. b. (U) Attendance at all sessions is mandatory for all USAR Legal Command (USARLC) Soldiers attending as participants, unless excused by the Commander of the 214th LOD. All sessions will start and end on time. The 214th LOD will provide the registration list to each participating LOD so that all registered Soldiers may be accounted for by their respective Commands. Attendees should not make travel arrangements requiring departure prior to noon on Sunday, 2 Apr 17. (5) (U) Training Schedules and Course Materials. The training schedules, course materials, local area information, and additional administrative information will be provided electronically by means of the Midwest/Great Lakes Regional OSLT page on JAG University (JAGU) ( The Midwest/Great Lakes Regional OSLT JAGU page will be available to attendees NLT 13 Mar 17. (6) (U) Attorney Training. Designated instructors and SMEs will be scheduled to provide at least seven (7) hours of CLE-level legal instruction and one (1) hour of professional responsibility instruction. The training will cover four (4) of the six (6) core competencies: International and Operational Law; Administrative and Civil Law; Criminal Law; and Contract and Fiscal Law. The Attorney Training Schedule will be available on JAGU NLT 13 Mar 17. (7) (U) Paralegal Break-Out Training. At least seven (7) hours of separate legal training will be provided for Paralegals. Training will be coordinated by the USARLC G-7 Training Division ICW the USARLC CSM and the TJAGLCS CSM. The paralegal training schedule will be available on JAGU NLT 13 Mar 17. (8) (U) Required Legal Briefings. In addition to the training described above, the following required non-legal briefings will occur: Commanding General, USARLC; AC General Officer; Regional Council of Leaders AC/RC Regional Leads (addressing the plenary session); Personnel Plans & Training Office (PP&TO); DIILS 3
4 Strategic Overview / Operational Opportunities; US Army Reserve Command (USARC); and a set-aside block for AC/RC Senior Leader breakout (comprised of only those that typically participate in that regional council of leaders and any General Officers that wish to attend). (9) (U) CLE Credit. Continuing Legal Education credit will be requested for the states of North Dakota, South Dakota, Nebraska, Kansas, Oklahoma, Texas, Minnesota, Iowa, Missouri, Wisconsin, Michigan, Illinois, Indiana, Ohio, Kentucky, West Virginia, and Tennessee. (10) (U) Course Evaluations. Course evaluations will be collected from all participants, and will be requested prior to departure from the OSLT. (11) (U) After Action Report. An After Action Report (AAR) will be submitted to the USARLC G7 within 30 days of completion of the Midwest/Great Lakes Regional OSLT. c. (U) Tasks to Supporting/Attending LODs. (1) (U) Assistant On-Site Coordinator (AOSC). Participating LOD Commanders will designate AOSCs who will provide liaison and assistance to the 214th LOD, as requested. LODs that have not submitted names of their AOSCs to the Action Officer, 1LT John Zwier at john.m.zwier.mil@mail.mil must do so immediately.. (2) (U) ATRRS/Pre-Registration/RFOs/DTS. a. (U) Participating LOD Commanders are responsible for ensuring that only eligible Soldiers attend and Soldiers have registered for the Western Region OSLT through ATRRS, and ed their registration forms to SGT Romero NLT 1 Mar 17. b. (U) If a Soldier is preregistered in ATRRS to attend the OSLT but does not do so, the Soldier s LOD must de-register the Soldier in ATRRS prior to the start of the OSLT. If they do not de-register the Soldier, the USARLC will accumulate No Shows in the ATRRS system. If USARLC receives a No Show in the ATRRS, the LOD Commander will send a memorandum explaining the No Show to the USARLC CG within seven (7) days of the No Show. c. (U) Participating LOD Commanders must also ensure their attending Soldiers have submitted their RFOs and initiated travel authorizations in the Defense Travel System (DTS) NLT 1 Mar 17. 4
5 (4) (U) Storyboard Slides. NLT thirty (30) days prior to their respective OSLT, each participating LOD (including the Host LOD) will prepare a quad story board briefing slide that outlines the LOD s top current and projected missions of a nature to improve the LOD s overall operational posture and impact. See Annex C for the storyboard slide template Do not deviate from this template. Do not include MWR type events such as Organizational Day, Fun Runs, or pictures of a day at the range, etc., as the intent is to focus on top tier legal operational support. (Note: Each quad has a specific theme unless a unique mission, please try not to deviate from the template.) Ensure you use the notes page to explain each quad. Send your slides via to MAJ Shane Cater at william.s.cater.mil@mail.mil. d. (U) Coordinating Instructions. (1) (U) Roster. The AOSCs shall maintain a complete and accurate list of all approved attendees, their registration status (ATRRS, Pre-Registration, and RFO), and will ensure that any changes in attendance are promptly coordinated with the Action NCO, SGT Romero and promptly reflected in ATRRS. The AOSCs shall provide the attendance roster with registration status, arrival and departure dates to SGT Romero via at joe.a.romero1.mil@mail.mil NLT 1 Mar 17. (2) (U) Rental Cars. The AOSCs shall provide a list of all personnel authorized rental cars and their respective carpool riders to SGT Joe Romero via at joe.a.romero1.mil@mail.mil NLT 1 Mar 17. (3) (U) Uniform is OCP/ACU for military and business casual attire for civilians. Headgear is the patrol cap. 4. (U) Sustainment. a. (U) Funding. (1) (U) Attendee Status. Soldiers will attend in an AT status unless the LOD Commander approves attendance in a Re-Scheduled Training (RST) status. Submit requests for orders (through RLAS) to the LC G-7 at least 30 days prior to the OSLT. The LC G-7 will not approve orders for a Soldier unless the Soldier has a reserved seat in ATRRS. ATRRS reservations are required to attend. (2) (U) TDY and Per Diem. Soldiers who reside outside of a 50-mile radius from the OSLT are entitled to TDY for Friday, Saturday, and Sunday. TDY for these days is limited to meals only. Lodging is provided and each LC attendee must zero lodging costs in DTS prior to submitting authorizations. Soldiers who reside outside of a 300-mile radius from the OSLT may receive TDY for Thursday unless travel arrangements can be made for timely arrival at the OSLT NLT 1300 Friday. TEC 5
6 billeting is available Thursday night but Thursday travelers must indicate Thursday travel on the registration form. Every effort must be made to mitigate travel expenses (e.g., compare flight options and airport options, limit rental car use, if authorized rental, maximize occupants, etc.). Travel Authorizations must be initiated through DTS by individual travelers NLT 1 Mar 17. (3) (U) No registration fees for instructional materials will be assessed. b. (U) Transportation. (1) (U) Tyson McGhee airport is approximately 5 miles (on the north side of the airport) and approximately 15 minutes from the TEC. Attendees arriving by plane are responsible for their own transportation from the airport to their lodging and back. Take route 129 north to route 429 west (Airbase Road) then right on to Post Road. Commercial transportation is also available to and from local airports. (2) (U) Rental Cars. Within Legal Command, one (1) rental car per four (4) attendees is authorized. Attendees with authorization for rental cars will be responsible for the transportation of other attendees sharing the rental. c. (U) Lodging. (1) (U) Legal Command. a. (U) Legal Command Soldiers will stay at the provided military lodging on base. In DTS, Legal Command Soldiers should skip lodging and when flagged in the Pre-Audit Trip Window for Lodging Not Used input the reason code L5 Military Lodging and type lodging is provided by the TEC at no charge in the justification box. Report to Moon Hall, 412 Post Ave, McGhee Tyson ANG TN Soldiers who lodge elsewhere without first obtaining a statement of non-availability from Legal Command will not receive reimbursement of lodging fees. b. (U) If lodging facilities permit, Legal Command attendees in the rank of 2LT to LTC, WO1 to CW3, and PVT to MSG will share a room. Attendees will share rooms by same sex and rank. If not possible for paired up Soldiers to have the same rank, effort should be made to ensure the difference is no more than one grade. (2) (U) Non-Legal Command. Attendees from units outside Legal Command may stay at the TEC. Again, it is essential to complete and return the registration form and be registered in ATRRS in order to confirm billeting at the TEC. d. (U) Refreshments. Refreshments will be provided throughout the conference on an honor contribution basis. 6
