7 Inspector Training & Qualification Program (ITQP) The purpose of the ITQP: to establish a consistent approach to train, qualify and assess CNSC inspectors-in-training across all service lines. The ITQP is a structured and systematic approach to train new CNSC inspectors. The program has three training components: Core Common training for all inspectors Service Line Specific Training is specific to the activities and facilities that are inspected by each division On-the Job OJT teaches the skills, knowledge and competencies that are required to perform inspections 7
8 ITQP: impact of core training on CoP Establishes commonalities Provides networking opportunities Creates relationships Identifies leaders and subject matter experts Highlights areas of focus for knowledge transfer 8
9 ITQP: impact of OJT on CoP Guides and evaluations developed in collaboration with subject matter experts across the service lines Inspectors, as coaches: Taking responsibility for ensuring that they have the appropriate skills and knowledge to perform their jobs (new course Coaching for Effective Knowledge Transfer ); and Developing the skills and knowledge of less experienced inspectors through OJT coaching. The inspector-in-training can assist by: Communicating with their coach(es) on an ongoing basis to ensure they understand expectations and to identify and address what s working well and what is not working as well in their training; Asking questions; Tracking their training using the Training Qualification Record (TQR) 9

12 Community of Inspectors Ongoing activities for the Nuclear Power Plants: Site inspectors (i.e. resident inspectors) lead and participate on inspections at their assigned Nuclear Power Plant (NPP) AND participate as members on inspection teams at other NPPs within Canada. (not formalized process) Semi-annual site inspector meetings, to share experiences among site inspectors (OPEX) and to provide training to them. Weekly teleconference Site Supervisors and the Compliance Monitoring Division (CMD), to discuss issues affecting NPPs. Bi-monthly face to face meetings Site Supervisors, to identify, discuss, develop and solve issues at NPP site offices in order to achieve a common position on issues and facilitate a consistent inter site delivery of the Regulatory Program. 12
13 Broader Inspection Community ITQP: core and service line training is opened to anyone participating in inspections CNSC internal web page as a key resource: 13
14 Challenges to CoPs Establishment People: Lack of buy-in, no impetus, or short-lived interest Silos, reluctance to share, knowledge-hoarding Lack of understanding commonalities and need to work together Resistance to change Capability of sharing knowledge: Effective Knowledge Transfer: A Practical Approach (developed through coaching from Richard McDermott) Leadership/ Changing priorities/ Identification of which knowledge to capture and transfer Resources: Accessibility is restricted Availability of resources: lack time and money 14
15 Lessons Learned: Enablers to CoPs Establishment Management support: make it part of your performance objectives Employees want it and see the value/benefits Good relationships/sense of community and trust Open to those who have an interest Ability to meet face-to-face (virtual is not enough) Right tools and support: IT (documentation, repository, social media), logistics, training Culture of continuous learning Aptitude and behaviours Open-minded, patient, ability to share and to learn, nonjudgmental, passionate, energized, engaged, curious, see the value in sharing knowledge 15
16 Conclusions and recommendations Several initiatives are ongoing or will be developed to enhance knowledge management at the CNSC. Many initiatives are indirectly supporting KM and opportunities for more formal approaches exist that include collaboration between experts and learners. Communities of Practice is an area to be explored further. 16
