1 Town of Creighton Minutes for the Creighton CLC Meeting February 27th, 2013 PRESENT: George Trevor (Co chair), Kory Eastman, Les Oystryk, Kelly Fidler, Ron Black, Kari Lentowicz, Leslie Beck, Kellie Beck, Mark Linnick, Buz Trevor, Carl Lentowicz (Mayor for Village of Denare Beach), Colleen McKee (Flin Flon Council Representative) George Fontaine (Mayor of Flin Flon) Bruce Fidler (Mayor for Town of Creighton), Don Aasen (Alderman Town of Creighton), Kate Aasen (Assistant Administrator Town of Creighton, Meredith Norman, Tim Weber (NWMO), Jamie Matear (NWMO) REGRETS: Rod Gourlay Co-Chair George Trevor called the meeting to order at 6:07 pm. What s new in the community? Youth CLC Member Co-chair George welcomed the new youth committee member Mark Linnick. Visioning consultant update Bruce Fidler updated the CLC on the Visioning Project. The tender package should be ready for advertising by the end of March. Regional Engagement, next steps Jamie Matear, NWMO, discussed: Setting up a Learn More tour for Flin Flon and Denare Beach Councils. Ten people may be able to travel to Toronto to learn more about nuclear energy and the nuclear fuel cycle. The 10 individuals will be a representative group consisting of Flin Flon Council, Denare Beach Council, CLC members that have not attended and Creighton Council that have not attended. Meeting with various community groups such as; The Chamber of Commerce, the Lions and the Rotary Group to determine the level of interest. The CLC thought it would be a good idea to

2 have the CLC be placed on the agenda for the various meeting to gauge the concerns, questions and the thoughts of the group and have the NWMO come at a later time to make a presentation to the groups based on their topic of interest. Setting up an open house in Flin Flon later in 2013 Setting up a presentation with the Fire Departments in the area. The upcoming Leisure Show. CLC members are encouraged to help man the booth to answer questions and discuss the project with the public as they stop by. He would like the CLC to prepare ideas for the booth set up such as; photos of the group on their Toronto trip. The CNSC meeting scheduled for March 21, 2013 at the Prospector Inn. There will be no representatives from the NWMO present at the meeting. The intent is to have an initial meet and greet with the CLC and explain the CNSC s early regulatory role. Attached is the draft agenda for the meeting. Meredith discussed the initiation from Brennian Lloyd form Nothwatch to make a presentation to the CLC. She has also been watching the webinars available on line from Northwatch. NWMO Report to the CLC on Recent Activities: Update on NWMO activity The CLC media committee consists of the following members: Leslie Beck Chair Rod Gourlay Buz Trevor Kari Lentowicz Leslie has requested each member of the CLC complete a profile of themselves and pass it along to Meredith for final touch ups, to be placed on the CLC website. The profiles should include your interest in the committee and the NWMO and your role on the committee. Members can go to CLCinfo.ca and check out the Ignace CLC for examples of member profiles. The Community profile completed last year are near completion, they should be ready for the April 25 th meeting. The NWMO and Dave Hardy would like to meet with the Mayor and committee representatives by the next meeting. Update on Aboriginal Engagement Jamie Matear, NWMO, discussed: The FSIN/NWMO meetings held in Prince Albert, Saskatoon, and Regina. The different agreements the NWMO has with aboriginal groups across Canada The CLC would like to see the FSIN include aboriginal communities within our territory be included in the information meetings they hold.

3 Other Business The next meeting date is scheduled for Tuesday March 26 th at 5:30. Kory mentioned that the Chamber of Commerce will be having a supper meeting on the 26 th and the NWMO could be placed on the agenda for either a brief presentation or possibly as a guest speaker with a 15 to 20 minute presentation. Les showed his movie from the Gunnar Uranium Mine after the meeting was adjourned. Co-chair George Trevor adjourned the meeting at 7:52 PM.

4 Town of Creighton Summary of presentation by the Canadian Nuclear Safety Commission (CNSC) to the Creighton Community Liaison Committee (CLC), Saskatchewan March 21, 2013, at 5:30 p.m. Present: George Trevor, Kelly Fidler, Leslie Beck, Kari Lentowicz, Les Oystryk, Mark Linnick, Meredith Norman (Project Administrator), Paula Muench (Town of Creighton Administrator), Don Aasen (Creighton Council Representative for the CLC), Darren Grant (Creighton Alderman), Lorene Bonnett (Creighton Alderman), CNSC staff: Don Howard (Director, Wastes and Decommissioning Division WDD), Julie Mecke (Senior Project Officer, WDD), Sarah Eaton (Project Officer, Uranium Mines and Mills Division), Kim Mann (Senior Advisor, Aboriginal Consultation) Absent: Buz Trevor, Ron Black, Rod Gourlay, Kellie Beck, Kory Eastman, Carl Lentowicz (Denare Beach Council Representative for the CLC), Colleen McKee (Flin Flon Council Representative for the CLC). Co-Chair George Trevor called the meeting to order at 6:00pm. George Trevor asked the agenda for the meeting be accepted. - K. Lentowicz/K. Fidler carried. The CLC and the CNSC introduced themselves. The CNSC thanked the CLC for inviting them to make a presentation to the committee. The CNSC discussed the importance of learning the regulations, who the CNSC are and what they do. The CNSC also mentioned they are available to return to Creighton for more presentations or an open house for the community. Topic: CNSC s Early Regulatory Role in the Nuclear Waste Management Organization (NWMO) Adaptive Phased Management (APM) Project Discussion: CNSC staff met for the first time with members of the Creighton CLC and made a presentation about how it regulates the nuclear sector and on its early role in the NWMO APM project. This provided an opportunity for meeting participants to ask questions and clarify issues of concern. The CNSC was also interested in hearing about the most effective ways to involve community members, and how to best provide information to those who want to know more about the CNSC, its role in the APM project, and

5 other relevant matters within the scope of CNSC s mandate. The presentation covered the following key points: The CNSC is Canada s independent nuclear regulator, and the organization has a neutral stance towards the promotion of nuclear energy. The CNSC is mandated to ensure that all nuclear activities are performed in a manner that protects the environment, as well as the health, safety and security of workers and the public, while also implementing Canada's international commitments on the peaceful use of nuclear energy. The CNSC would be responsible for the licensing, compliance and enforcement of this type of the radioactive waste management facility. If the NWMO identifies in the future a suitable site, belonging to a willing and informed community, a licence application for the APM project would be submitted by the NWMO to the CNSC. The application will need to go through the CNSC s rigorous regulatory review process. At this time, the NWMO has not submitted a licence application for the APM project to the CNSC. Several more years may pass before an application is submitted. Although no licence application was made at this time, international best practices direct the CNSC to be involved early with this project. The CNSC is providing regulatory guidance to the NWMO, and is conducting pre-project design reviews of geological repository concepts. The CNSC cannot discuss any specifics about the proposed APM repository, since there is no licence application for the project. The CNSC s presentation and the exchange of information at the meeting touched on various topics: what is the CNSC, participation in the Commission Tribunal hearing assessment and the licensing process, emergency preparation, and the transportation, packaging and safety of nuclear substances. The topic of transportation of used nuclear fuel will be considered for this project. Historically, the overall safety record for the transport of nuclear substances in Canada has been excellent. Transparency, Aboriginal and public consultations are strongly valued by the CNSC. To become familiar with the regulatory process for another type of deep geological repository project, the community is encouraged to follow the developments that are underway for the Ontario Power Generation Deep Geological Repository Project. An application has been received and is being reviewed. This proposed repository is for the long-term management of low- and intermediate-level radioactive waste. Information is available on the CNSC Web site at nuclearsafety.gc.ca. Community members are also encouraged to receive regular updates from the CNSC, by linking to its Facebook page or by subscribing to the CNSC mailing list. Clarification between the CNSC and the NWMO: The CNSC regulates nuclear energy, and ultimately decides if an applicant should be granted a licence for a nuclear activity. In the future, the NWMO must find a willing and informed host community in a suitable geological area, before submitting an application to the CNSC. The two organizations are very different and independent from each other.

6 Conclusion and next steps: In this early stage of the APM project, the CNSC is conducting outreach meetings, to clarify what is the CNSC, its mandate and its early role with the project. The CNSC would be pleased to meet with the community at large, as well as any other communities (and CLCs) that have formally expressed interest to the NWMO in learning more about the APM project. A future community meeting may be held in the form of an open house, in If a community (and CLC) is interested in CNSC conducting further outreach activities, they are asked to send the request to the CNSC point of contact Julie Mecke, julie.mecke@cnsc-ccsn.gc.ca. The CNSC is also interested in identifying the most effective ways to reach out to the communities and their areas of interest. We encourage you to contact us about your needs.
