2 I. BRIEF PROFILE OF DC OFFICE, AIZAWL The Establishment of the Office of the Deputy Commissioner, Aizawl can be traced back to 22nd April 1890 as the Office of the Political Officer, Lushai Hills. On 1st April, 1898 two Districts formerly known as the South Lushai Hills, a part of Bengal, and the North Lushai Hills, a part of Assam were merged into one called The Lushai Hills District. It was headed by a Superintendent. From April 1898 till April 1952, i.e for nearly fifty four years, the district administration of the Lushai Hills remained under the control of Superintendents and his Subordinates. Most of the Superintendents were either Imperial Administrators or officers from the Indian Civil Service. In 1952, the designation of the Deputy Commissioner was adopted. When Mizoram was elevated to the status of Union Territory in 1972, Aizawl District was trifurcated into Aizawl District, Lunglei District and Chhimtuipui District. Presently, there are eight districts in Mizoram, viz Aizawl, Lunglei, Saiha,Lawngtlai, Champhai, Serchhip, Kolasib and Mamit Districts, each headed by Deputy Commissioner. Today Aizawl District covers an area of 3576 Sq Kms with a population of 4,21,580 (Census 2011) scattered in 155 villages. II. ACHIEVEMENTS ON CENTRAL FLAGSHIP AND STATE FLAGSHIP PROGRAMMES: 1. SWACHH BHARAT MISSION : 100% IHHL coverage, District in the process of Open Defecation Free (ODF) declaration. 2. Prime Minister s Employment Genration Programme (PMEGP) : 373 applicants recommended out of 874 applicants. 3. PMGSY: Following roads were taken up under PMGSY i. Suangpuilawn Khawlek (Aibawk RD Block) 20 km, Blacktopping (100% completed in May 2013) ii. Sakawrdai-Zohmun (Darlawn RD Block) 14 km, Black-topping (60%, work in progress) iii. Lungsai Maubuang (Aibawk RD Block) 3.65 km, Black-topping (100% completed in June 2013) 4. PMKSY: District Irrigation Plan, Aizawl District was completed and submitted on 19th September, SHYAMA PRASAD MUKHERJEE RURBAN MISSION (SPMRM) :Integrated Cluster Action Plan (ICAP) for Aibawk Cluster approved by Govt. of India, ICAP for Thingsulthliah Cluster being prepared. 2

INNOVATIVE SCHEMES/PROJECTS, SERVICE DELIVERY SYSTEMS: IMPROVEMENT IN PUBLIC 1. OFFICE AUTOMATION: i. Monitoring of Dak on Google Sheet: List of all important Dak is maintained on Google sheet and status of action taken can be updated by all Officers and is monitored and reviewed in Office internal meetings held once every week. ii. Cloud-based App and Office LAN messenger for Online and Offline Internal Office Communication:Slack App:- Officers and staff can share files on a cloud-based app, drafts are uploaded and can be edited at all levels, improved and approved drafts can be downloaded without the file having to move the same route up and down. Urgent discussions can also happen on the app. 3

4 A-chat through Office LAN:- In absence of internet connectivity, A-chat messenger is used on Office LAN (Local Area Network) for the above purpose using NIC Server as main repository for shared files. iii. Reduction of file route: Branch-wise work study to eliminate unnecessary processes to shorten file routes, in case of MLALAD & MPLAD funds, checklists of required documents are maintained to avoid repeated file movement for the same correspondence. 4

5 iv. Footer on correspondences: Office contact details footer on all office correspondences for better communication flow with other departments/offices. v. Office Helpline: One dedicated phone line ( ) and staff is arranged to receive enquiries from public. vi. Office Signboard: A guide map of the Office is displayed on a hoarding in front of the Office building to guide customers. 5

6 vii.introduction of Common Application form for Residential/Scheduled Caste/Scheduled Tribe/ Income Certificates/ : to reduce process of sale of forms, elimination of maintenance of different Certificate Issue Registers for different Certificates and reduce demand of man-power. viii. Aadhaar & Certificates Facilitation Centre for Aadhaar Enrolment & issue of Residential/Scheduled Caste/Scheduled Tribe/ Income Certificates. 8 Aadhaar Enrolment (Aizawl District): Population as per Census 2011 Projected Population ,00,309 4,23,407 Total Aadhaar generated as on (taken from UIDAI site) 3,02, MAINTENANCE OF RECORDS: i. Digitisation of LAC Records: Record of Land Acquisition Cases (Awards, Apportionments, APRs), Record of Works under MLALAD & MPLAD are being digitised and kept on server. 8

Office Share Folder on NIC server: Back-up of important office documents stored inside office computers is created using NIC Mizoram server as repository, for retrieving lost/damaged documents from office, if any. 3. DISASTER MANAGEMENT & REHABILITATION: i. Android-based ADDMA Disaster Management App:- Aizawl DDMA app is an android-based app developed by the Deputy Commissioner, Aizawl and improved by ICT engineers. It intends to act as an effective & constant communication channel between citizens and authorities before, during and after disasters. Timely notifications, Emergency Alarms, Rescue Me Request, Locate Zonal Officer, Submit any disaster concerns, Learn about ADDMA, Do's & Don'ts, Be a volunteer with us and Call DEOC are some of the Salient Features of the App. App download link: &hl=en 9

10 ii. Revamping of Disaster Response Mechanism: a. District EOC: A Control Room of District Emergency Operation Centre (DEOC) is set up at DC Office Premises with a District DM Coordinator plced in Charge. It is equipped with Emergency toll free telephone (No. 1077), WT Sets with MPRO personnel, basic Search & Rescue equipment, etc. 10

District DM Plan & Office DM Plan: The District Disaster Management Plans which is documented the Hazard Risks, Response Mechanism, Standard Operating Procedures, Resources, Roles of functionaries, etc. or the whole district is in place and updated annually. Similarly, an Office DM Plan which specifies the SOPs for the Officers and Staff is also in place. c. DM Zoning: Aizawl District is divided into 19 Disaster Management Zones (12 Zones in the City + 2 SDO(C) + 5 BDOs) and each zone is placed under responsibility of an MCS Officer. This facilitates in better response coordination, verification of disaster incident reports and relief mechanism. d. Assistance under SDRF: During , a total of 657 beneficiaries have been given relief / assistance under SDRF norms, from a total sanction amount of Rs. 1,52,48,815/- of State Disaster Relief Fund. e. Response Vehicle: One of the old vehicles of DC Office has been revamped for use as an Emergency Response Vehicle to respond and carry search & rescue equipments to places where disaster is reported. 11

12 f. Mock Drills: 1st Mock Drill on Disaster Management for the Office was held on 4th August 2016, similar drills shall be organised with improved Office Disaster Management Plan. 12

13 4. e - GOVERNANCE INITIATIVES: i. Office website:- is created for public information and transparency. Record of Character & Antecedent Verification, Record of MLALAD and MPLAD works can be viewed on the Office website. ii. Social Media Updates:- Office updates for public information are kept on Office website and Official Facebook Page for a two-way sharing of information and suggestion to and from public. 13

14 iii. SMS Gateway for NLUP beneficiaries:- An SMS service system is being institutionalized through National Informatics Centre Services Inc. (NICSI) for NLUP beneficiary intimation service to citizens on release of sanctioned amount. 5. AIZAWL BEAUTIFICATION PROJECT: This is a project for a clutter wire-free city, initially proposed to be taken up in the whole city. However, on learning the difficulty to take up the whole city at a go and as per the request of the Hon ble Governor of Mizoram, the stretch between Raj Bhavan north gate and south gate was taken up as a pilot project. The known possible stakeholders were intimated and asked to tag their wires at certain intervals throughout the stretch so as to identify the ones in use. Untagged wires were cut and cleared; steel fabricated eye-hooks were put in place as brackets to hold the bunch of wires/cables. All stakeholders were requested to shift their own wires inside the bracket to come up with a clutter free pilot project area. 14
