5 Spectrum Sharing Key to Global Operational Effectiveness DoD efforts to improve spectrum access must converge toward an end goal of global operational effectiveness Spectrum Sharing is key to assured spectrum access: both efficient and effective use once access is gained Spectrum policy and regulatory frameworks will evolve to ensure that rapidly developing technology advances around spectrum sharing can be used to meet warfighter mission requirements The framework will support new agile DoD systems that will be built for a more contested and congested operational environments. 12/9/2014 5
