4 AIR FORCE RESERVE HISTORY 1948 President Truman Established the AFR to have a ready service that could be stood up in times of war Air Force realized they didn t have required manpower so they established the Associate Concept. Total Force Concept made an official policy. First call up of forces in Desert Storm and the beginning of continuous operational support. After 7 years of steady state operations Congress saw the need to clarify organization placement and made the AFR the 9 th MAJCOM. The beginning of the modern day Total Force Enterprise and we are an adapting force expanding into all mission spectrums.
