1 SPECTRUM ENTERPRISE CAPABILITIES & SERVICES

2 Today, access to the electromagnetic spectrum enables our warfighters to use many Spectrum is a finite resource and its use must be carefully managed. DISA's Defense Spectrum Organization (DSO) supports information dominance by enabling effective spectrum-dependent system acquisition, and spectrum planning and operations. DSO provides commanders direct operational support, including electromagnetic battlespace planning, deconfliction, and joint spectrum interference resolution. DSO develops and implements net-centric enterprise spectrum management capabilities to enhance efficiency and effectiveness, and pursues emerging spectrum technologies that may either benefit or impact DOD's ability to access the electromagnetic spectrum. DSO advocates for current and future military spectrum requirements in national and international forums to protect DOD global operations. Overview of Capabilities Electromagnetic Spectrum (EMS) superiority is a warfighting imperative. The EMS is an integral part of the Information Battle Space, and a comprehensive understanding of all EMS activity is essential, given the requirements for increased battle tempo, agile operations, coordination, training, and surgical targeting. Military spectrum requirements are extensive, diverse, complex, and growing. Successful modern military operations in all domains (air, land, maritime, space, and cyberspace) and across all joint functions (command and control, intelligence, fires, movement and maneuver, protection, and sustainment) are dependent on capabilities enabled by dominating EMS operations. Growing spectrum demand from consumers, commerce, and the military are significantly increasing congestion in the most desirable portions of the EMS. While it is essential for our nation to spur economic growth and satisfy consumer demand, we must concurrently ensure that the unique and vital requirements of our national security and safety are met. DISA provides, enhances and evolves unique services and capabilities that support the complex task of managing the DOD EMS and keep pace with the highly dynamic EMS battle space. DISA performs deliberate analyses to evaluate spectrum bands and ensure balanced spectrum repurposing decisions at domestic and international spectrum and satellite network forums. DISA leads DOD preparations for the World Radiocommunication Conference (WRC), an international treaty body where radio regulations are periodically reviewed and revised. Spectrum Enterprise Services technologies, including radar, navigation, weapons, and communications systems. Future technologies will utilize spectrum as the foundation for wireless capabilities, which are essential to extending "power to the edge."

3 DoD Spectrum: Warfighter #1 DOD Spectrum Support To The Warfighter Department of Defense spectrum management is a crucial element of our national defense. Electromagnetic support is a critical component in carrying out DISA s priorities around the globe. DISA supported Exercise Pacific Endeavor in Brisbane Australia, an annual exercise held among coalition Asia-Pacific countries to improve communications and cyber interoperability among nations supporting international humanitarian disaster relief efforts. The SPECTRUM XXI (SXXI) v4.2.9 software release was completed and fielded in December SXXI v4.2.9 is the Global Electromagnetic Spectrum Information System (GEMSIS) spectrum frequency assignment processing software which supports Windows 10 Operating System migration. Supported EUCOM SXXI Mission Partner Engagement. Provided EUCOM/J6 on- Site tech support on their current Mission Partners Network SXXI server, which included installing SPECTRUM XXI on a new Windows 2012 server in preparation for the decommissioning of their Windows 2008 servers. Supported Coalition Joint Spectrum Management Planning Tool (CJSMPT) training in Stuttgart, Germany. A total of seven active duty and two civilian spectrum managers representing NAVEUR, EUCOM, AFRICOM, and SOCEUR attended the week-long training. A DISA DSO representative participated in a US DOD/Russian satellite bilateral meeting in Geneva, Switzerland as part of the US delegation, and coordinated satellite networks important to USEUCOM and USCENTCOM with the Russian Federation to enable interference-free communications. These bilateral coordination meetings are required by the International Telecommunication Union (ITU) to protect DOD satellite frequency assignments-failure to do so could result in loss of communications capability for our warfighters. DISA plays a critical role in the DOD preparations for each WRC and is responsible for achieving consensus on WRC positions among the different DOD agencies, military departments (MILDEPS), Services and Joint Staff. DISA representatives participated in a World Radiocommunication Conference 2019 (WRC-19) update briefing to the State Department and provided an update on DOD preparations for WRC-19, including the agenda items of most interest to the DOD. DISA provided a representative to attend a Technical Interchange Meeting with the Japan Air Self Defense Force (JASDF). DISA provides support to the JASDF through a foreign military sales case that requires semi-annual meetings to discuss the DSO efforts to ensure compatible operations of Link 16-equipped aircraft with civil aviation navigation equipment in the host country. DISA supported Joint Ordnance Commanders Group (JOCG) electromagnetic environment effects (E3) Ordnance Safety Subgroup and the Hazards of Electromagnetic Radiation to Ordnance (HERO) Ad Hoc Meetings at Huntsville, AL. DISA works with JOCG Subgroup members to develop ordnance safety policy and to implement requirements for maintaining ordnance E3 test data. The HERO Ad Hoc group reviews the Services HERO test reports for completeness and, when approved, the test reports are maintained in a joint ordnance database. DISA conducted an Engagement Theater Session at the Armed Forces Communications and Electronics Association TechNet Conference. DISA provided instruction on conducting a Spectrum Supportability Risk Assessment to meet DOD requirements for program managers to provide a Spectrum Supportability Determination prior to milestone approval. At the request of DOD CIO, DISA worked with Service labs to develop and publish a spectrum-related technology roadmap. The DOD EMS Technology Roadmap presents the projects and their developmental timelines based on the FY15 EMS technology assessment. Its purpose is to identify technology investment opportunities and address potential shortfalls that support the DOD EMS strategic goals. On the Horizon DISA will continue working to enable deploying GEMSIS capabilities in the milcloud environment. The successful use of cloud services by GEMSIS will reduce the time required to get software fielded to the warfighter. DISA will continue supporting DOD s WRC-19 preparation process. The agency s support is essential to ensuring DOD electromagnetic spectrum equities are considered throughout each WRC cycle. DISA will continue developing an update to the Electromagnetic Spectrum Strategy Roadmap and Action Plan. DISA will continue to improve its direct support to DOD Components to enable effective spectrum operations. DISA will advocate for a robust DOD EMS Enterprise Governance Structure and Policy and Operational Commander Spectrum Requirements Definition. Mission Success Depends on Spectrum

4 Defense Spectrum Organization (DSO) Portfolio Spectrum Capabilities The DSO portfolio encompasses activities of the Strategic Planning Division (SPD) and the Joint Spectrum Center (JSC). SPD is responsible for developing comprehensive and integrated spectrum planning data along with long-term strategies for DOD spectrum access and assists the Office of the DOD CIO (Spectrum Policy and International Engagements) in spectrum management policy, strategic planning, engineering and analyses, oversight to ensure continued access to spectrum resources for all DOD missions and evaluating new, spectrum-efficient technologies for potential application in meeting the increasing demand for additional spectrum. The JSC has leading experts in the areas of: Electromagnetic environmental effects (E3) Information systems Cyber Security Quality Assurance Modeling and Simulation Operations to provide complete, spectrum-related services. The JSC maintains a mission focus on Spectrum Operations and the GEMSIS Program of Record. Global Electromagnetic Spectrum Information System (GEMSIS) GEMSIS is the DSOs Joint program of record that is transforming spectrum operations from a pre-planned and static frequency assignment into a dynamic, responsive, and agile capability. GEMSIS provides spectrum management capabilities to further enhance the ease of use, efficiency and effectiveness of spectrum management. The program currently provides the following spectrum services and capabilities: Integrated Spectrum Desktop (ISD) which provides a common desktop for accessing web-based spectrum management capabilities. Facilitates the integration and interoperability of the spectrum tools. Provides web links to various sites and capabilities used to support the spectrum community. o ISD facilitates the integration of web-based capabilities within GEMSIS and provides a single website to access those capabilities. o Single sign on will be provided for GEMSIS capabilities. o Widget based tools will be available to support users. Joint Spectrum Data Repository (JSDR) JSDR is a comprehensive repository of spectrum management data supporting sources/web services compliant with the MCEB Standard Spectrum Resource Format (SSRF) data standard. It provides access to: frequency assignments, spectrum certifications, interference reports, and detailed engineering characteristics and platform employment information. JSDR contains DOD, national, and international spectrum-related information up to the Secret level. The JSDR service interface permits machine-to-machine data exchange with other programs requiring access to spectrum data. ISD/JSDR

5 Coalition Joint Spectrum Management Planning Tool (CJSMPT) Spectrum XXI System Diagram CJSMPT collects Unit, Platform, and Equipment characteristics data for a specific mission or exercise that can be used for analysis and simulation to more effectively manage the electromagnetic environment (EME). It provides spectrum managers with an enhanced capability to identify and mitigate potential electromagnetic interference in an Area of Interest (AOI). CJSMPT and Spectrum XXI Spectrum XXI (SXXI) SXXI is a Joint spectrum management tool for DOD management of radio frequencies. It provides frequency managers with a single information system that addresses spectrum management automation requirements. SXXI supports DOD planning and operations with: Frequency management workflow capabilities Radio Frequency (RF) engineering analyses Data validation Regulatory compliance checks and visualization tools Through foreign military sales and NATO support, SXXI is also used heavily by coalition partners. GEMSIS is working to expand SXXI s capabilities and significantly modernize the application s code base to support DOD into the future. End-to-End Supportability System (E2ESS) E2ESS provides a data collection tool and database for spectrum supportability business processes. Provides worldwide visibility of host nation spectrum dependent equipment s supportability. E2ESS will integrate and evolve both Stepstone and Host Nation Spectrum Worldwide Database Online (HNSWDO) capabilities to meet GEMSIS E2E supportability requirements. Host Nation Spectrum Worldwide Database Online (HNSWDO) HNSWDO is a web application providing worldwide visibility of host nation radio frequency spectrum dependent equipment s supportability. It automates distribution of host nation coordination requests and Combatant Command submission of host nation supportability comments. E2ESS and HNSWDO

6 Ordnance E3 Risk Assessment Database (JOERAD) The Joint Spectrum Center (JSC) Ordnance Electromagnetic Environment Effects (E3) Risk Assessment Database (JOERAD) is a software tool that provides the necessary information to manage the conflict between introduced ordnance and radio frequency (RF) emitters used in Joint Operations. The complex environment and accelerated tempo of Joint tactical operations demand full situational awareness and capabilities to evaluate risks associated with the RF sensitive ordnance. These ordnance items, if not analyzed, can pose a great threat to personnel and equipment or result in excessive emission controls on essential shipboard equipment. JOERAD is a key tool for success in Joint operations for the warfighter. Value to Our Mission Partners STEPSTONE Stepstone JOERAD will enable hazards of electromagnetic radiation to ordnance (HERO) safe Joint operations by deconflicting potential interactions between ordnance systems and RF emitters. Features Assist in the resolution of potential HERO effects on munitions during the planning of Joint or combined operations or exercises as a predeployment planning tool. Provides an organic, timely capability to calculate ordnance safe separation distances and/or emitter output levels. Provides a capability for planners and commanders to plan for or experiment with various real-world scenarios involving the introduction of ordnance, emitters, and units. JOERAD Stepstone is an online resource for data capture of parametric information for spectrum Dependent equipment supporting the spectrum certification and spectrum supportability processes. It provides a mechanism for the Services and industry to complete an Application for Equipment Frequency Allocation (DD Form 1494), compliance checks to assure data quality, collaboration and workflow capabilities and certification process metrics. Stepstone supports the DOD s equipment spectrum certification process. It provides tools for the Services, Combatant Commands (CCMDs) and industry to create, validate, process, and approve spectrum certification requests. This includes a supportability editor, compliance checks to assure data quality, collaboration and workflow capabilities, and certification process metrics. It also provides a centralized database of supportability information for the Services and CCMDs. WITHOUT SPECTRUM MANGEMENT AND E3 CONTROL CATASTROPHIC INCIDENTS AND LOSS OF LIFE ARE A POSSIBILITY

7 Defense Spectrum Contact Information Resources DISA Services Catalog The primary goal of the Joint Ordnance E3 Program is to collect, develop, and provide the data needed by operational commanders and warfare planners to efficiently manage conflicts between ordnance and radio frequency (RF) emitters employed in an integrated joint operation or exercise. With this information, the Warfighter can make informed decisions regarding the risks associated with the use of certain combinations of emitters and ordnance devices. RF energy can couple to the electrically initiated devices through penetrations of the ordnance shield or external wiring used to connect it to the launching system. RF susceptible ordnance is most vulnerable during assembly, disassembly, loading, unloading, and handling operations in the presence RF electromagnetic fields.
