1 THE BLACK KNIGHT OPEN AIR GUN GRAND PRIX AND (Optional) USA SHOOTING PRELIMINARY TRYOUT Hosted by: Army West Point Rifle and Pistol Teams Program version as of: 8 September, 2017 When: 24, 25, 26 (Friday, Saturday, Sunday), November, 2017 Where: Tronsrue Marksmanship Center (Bldg 665), West Point, NY Rules: This competition will be governed by 2017 USA Shooting Rules fired on MegaLink electronic targets. As Army West Point is an NCAA Division 1 school, NCAA Bylaws and will be respected with respect to categories and awards. General: Eligibility: This is an open 60 shot, precision air rifle and air pistol competition. It is a final warm up before the USAS Winter Air Gun Championship in Colorado Springs the following weekend. Athletes may fire multiple relays or events. Relay squadding options are listed below. Competitors will be allowed to sign up on a first-come, first-served basis for a primary preference. The match officials will make every effort to accommodate additional squadding preferences. This is an open match; there are no exclusions for skill level. The option to submit scores as a USA Shooting Preliminary Tryout is available to all athletes. Scores will be submitted for potential eligibility and invitation to the USA Shooting championship and tryout events, upon request of the athlete. Athletes and chaperones must be authorized to enter this federal installation. Anyone with a felony record or on a watch list will most likely not be granted access (See Special Instructions below). Entry Contact: The match entry form is included as Attachment A. Complete this form and submit to the Match Director (Coach Web Wright) at Armywestpointrifle@gmail.com. Please include squadding preference(s). Match Fees: $30 per competitor for the first event $20 for each additional relay or event (e.g., two rifle relays or one rifle and one pistol relay - $50, two days rifle and one pistol relay - $70, etc.) 1

2 The base PTO entry fee (TBD) may be paid at the option of each eligible athlete. To be eligible for this option, the athlete must be a USAS Member. Payment is due prior to the athlete s preparation period. Checks are preferred and may be made to AWPAA on arrival. Classifications: Match Conduct: The USA Shooting classification system will be used. Those who do not list their classification will be considered unclassified and will be assigned by the match director to shoot in a classification based on their known ability (see USAS rule 5.6.1) Course of fire and timing: The CoF is the standard ISSF/USA Shooting 60-shot airgun match (Rifle and Pistol). There will be a 15 minute preparation/sighting period followed by a block time of 1 hour and 15 minutes for 60 record shots. At the completion of each relay, competitors will be afforded 5 minutes to remove their equipment and to evacuate the line. There will be a 20 minute set-up period for the incoming relay. This time will also be used for the range staff to re-set the range. Coaching: Coaching will not be permitted on the line. Staging Area: A staging and dry-firing area will be available for the athletes. Scoring, Protests and Challenges: Scoring will be inherent in the MegaLink targets. Results will be final 10 minutes after the completion of each respective relay. Ties will be broken per USA Shooting rules. Juries will be appointed and convened to resolve any protest. Decisions of the Jury will be final. Live Scoring: Live scoring will be available at via the US Military Academy link. As such, Non-DoD Identification card holders will need to undergo a security screening prior to entering post. Provide Last Name, First Name and MI; Date of Birth (MM/DD/YYYY) of driver, Driver s License state of issue and number and Firearm make, model and serial number to armywestpointrifle@gmail.com NLT 20 November and prior to entering post. DoD ID card holders will be required to provide firearm information prior to entry. Each athlete (and for minors - parent/guardian) will be required to fill out and sign a Hold Harmless Agreement with the U.S. Military Academy. These can submitted prior to or upon arrival. Athletes will not be allowed to compete without completing the HHA. Air rifles may be stored at the range the night prior to a relay. Availability is listed in the scheduled relays above. We encourage athletes to store their air rifles the night before (if feasible) to prevent timely delays at the gate on match mornings. Registration for this match implies each athlete and guest is subject to the USAS Code of conduct and applicable laws, regulations and policies for U.S. Army Garrison, West Point, NY.

5 (Attachment B) Instructions and Directions to West Point and Tronsrue Marksmanship Center West Point has increased the security protocol. As such, they ask that you submit certain information in order for the MPs to conduct a security screening before you arrive, thereby expediting the time spent at the entry checkpoint. They ask for name, date of birth, gender, certain driver's license information and firearms make, model, caliber and serial number. Please contact Coach Wright (Armywestpointrifle@gmail.com) for the forms and submit them no later than Monday, 20 November. To get on post, valid IDs from most of the 50 states will work. Maine, Minnesota, Missouri, Montana and Washington have not complied with the Federal Enhance Driver's License database. If you hold one of these IDs, it will not be accepted. Any federal ID will also work (Passport, DoD, VA, DoT, etc.). For more details on access, please see If traveling on a non- U.S. passport, please allow additional time for the security background check. When you get to the gate, the roster should be approved and waiting with the guard. Declare to the gate guard that you have air rifles in your vehicle. They will likely ask for all IDs and check serial numbers, so plan a little extra time. You may secure your gear and rifle at the range Friday or Saturday evening to make getting on post in the morning easier. You may also apply for an annual access pass at the Visitor Control Center during weekday business hours if you expect to visit West Point periodically. Directions: For directions to West Point, please visit Enter West Point through the Stoney Lonesome gate (the GPS Coordinates for Stoney Gate are: 41 22'53.2"N 73 58'50.7"W - beware, if you don t use these coordinates, GPS will try to bring you in Washington Gate which will not allow anyone but DoD ID card holders through). Enter the Stoney Lonesome Gate. Stay on Stoney Lonesome road, past the PX, stadium and chapels. At the 'T' intersection with Washington Road, turn right. Make the hard left at the first stop sign onto Ruger Rd. Follow this downhill to the round-about. Bear to the 1 o'clock, continuing down the hill (Tower Rd). Follow this road as it curves to the right. The range will be on the right. Local resources: West Point The Hotel Thayer is the historic hotel on post. The prices vary with the season, but expect to pay a premium for the historic views and proximity to West Point. The Thayer runs several restaurants and a Sunday brunch buffet. West Point has several fast food establishments (Burger King, Taco Bell, Subway) and food at the bowling alley. There is a hotel run by the Holiday Inn Express franchise on post, usually reserved for DoD employees, but is open per availability. Highland Falls/Fort Montgomery area These is the towns outside the gate of West Point. There are several budget hotels in the Highland Falls area. Research these hotels carefully before committing. There are a variety of restaurant choices on Main Street; most deliver to the range. There is a Holiday Inn Express in Fort Montgomery (five minutes from Thayer Gate) and several restaurants nearby.

6 Woodbury, Central Valley, Monroe The Central Valley is the next closest business district to West Point. There are several hotels and chain restaurants and the Woodbury Outlet Shopping Mall. Newburgh area The Newburgh, New Windsor and Cornwall areas have dozens of hotels and B&Bs at reasonable prices. Newburgh is on the north side of Storm King Mountain, which, in the winter months, can be affected by inclement weather. Take care traveling this mountain road. Nyack area Further south is Nyack. This is a major interchange of I-87. There are numerous chain hotels, restaurants and the Palisades Mall. Nyack is about forty minutes from West Point. Garrison/Cold Springs Area Across the Hudson River from West Point are the towns of Garrison and Cold Springs. There are limited hotels or restaurants in Garrison, but there is a Metro North train station which provides direct access into New York City (about 1:07 minutes into Grand Central Station). This is very convenient to visit the city while avoiding all of the traffic. Cold Springs is a small village with several B&Bs, eclectic restaurants and a variety of antique, craft and art businesses. The local airports: Newburgh/Stewart Airfield the closest airport, but more expensive and flight routes are limited (25 minutes from West Point). White Plains/Westchester County Airport Next closest after Stewart, the prices slightly cheaper and it is more accessible. It is across the Hudson and South from West Point (50 minutes from West Point). JKF (JFK) and LaGuardia (LGA) these airports can provide very low cost flights but are incredibly difficult to navigate. These are very close to NYC and surrounding Burroughs, with very conjected approach routes and traffic patterns. These airports fall under the jurisdiction of the NY/NJ Port Authority. The NY/NJ Port Authority A will require visual inspection of your firearms and detailed personal information, make, model and SNs. This will add an extra level of scrutiny when departing. Be prepared to add an additional 30 minutes to your check in time for. We recommend avoiding these airports. (1 hour 45 minutes to 3 hours from West Point, depending on traffic). Newark The best alternative, balancing distance and expense. The route to West Point is not terrible, provided you don t get caught in New Jersey commuter traffic. Newark is a large, international airport and the flight selection is plentiful. This is the preferred airport for the Army shooting teams, due to lower cost and travel considerations. Additionally, this airport is not associated with the NY/NJ Port Authority (1 hour, 30 minutes from West Point). Souvenirs: Army West Point Rifle T-Shirts will be available at the range. All other Army West Point merchandise may be purchased at the Visitor Center Gift Shop or at the AWP Gift Shop at the Post Exchange complex. The AWP Gift Shops are open to anyone, regardless of DoD affiliation. Tours: West Point Tour Company is the authorized tour agency for the U.S. Military Academy. A discounted rate has been arranged. Please call WPTs at this number (845) or info@westpointtours.com to arrange the tour. Typically the tours are a combination of narrated bus rides and walking tours.

7 (Attachment C) 2017 ARMY WEST POINT BLACK KNIGHTS OPEN AIRGUN GRAND PRIX WEST POINT, NEW YORK RELEASE FROM LIABILITY AND HOLD HARMLESS AGREEMENT In consideration for receiving permission from the United States Military Academy (USMA) to enter upon the premises of West Point, New York, and to use government facilities and property on November 2017 for the 2017 Army West Point Black Knight Open Airgun Grand Prix (hereafter referred to as the Grand Prix), the receipt of such permission being hereby acknowledged, I, the undersigned*, intending to be legally bound, waive and release for myself, my heirs, executors, and administrators any and all claims, demands, and any other causes of action whatsoever, which I may have against the United States Government, the Department of the Army, the USMA, their agents, officers, employees, representatives, servants, successors, and assignees arising out of my participation in the Grand Prix, including, but not limited to, any and all loss, damage, death or injuries suffered or sustained to or upon my person or property as a result of my participation in the Grand Prix, and while in, on or upon the premises of West Point during the Grand Prix. I am gratuitously using the said area for my sole benefit; and know therefore, in order to avail myself use of the United States Government land to participate in the Grand Prix thereon, I agree to hold the United States Government, the Department of the Army, the USMA, their agents, officers, employees, representatives, servants, successors, and assignees harmless for any injuries or damages I may sustain to myself or cause to others by reason thereof I understand that: (1) I am participating in the Grand Prix, which consists of firing high velocity airguns; (2) handling compressed air cylinders; (3) participation in the Grand Prix brings about the possibility and risk of injury to myself; and (4) I may cause injury to others. I understand and acknowledge that participation in the Grand Prix, and use of the United States Government premises, facilities, equipment and services offered by participation in the event bear certain known risks and unanticipated risks which could result in INJURY, DEATH, ILLNESS OR DISEASE, PHYSICAL OR MENTAL, OR DAMAGE to myself, to the minor identified below*, or my property. I understand and acknowledge those risks may result in personal claims against United States Government, the Department of the Army, the USMA, their officers, representatives, agents, and employees, or claims against me by other participants in the Grand Prix or other third parties. These risks include but in no way are limited to the following: (I) the risks involved in use of the premises, facilities, equipment and services offered by the Orienteering Workshop; (2) the acts, omissions or negligence in any degree of United States Government, the Department of the Army, the USMA, their officers, representatives, agents, and employees, or third parties; (3) latent or apparent defects or conditions in equipment, property or the facilities used for the Grand Prix; (4) my own physical condition, or my own acts or omissions; (5) rescue, first aid, emergency treatment or services rendered or failed to be rendered by the United States Government, the Department of the Anny, the USMA, their officers, representatives, agents, and employees.

8 I understand and acknowledge that the above list is not complete or exhaustive, and that other risks, known or unknown, identified or unidentified, anticipated or unanticipated may also result in injury, death, illness, disease, or damage to myself, the minor identified below, or to my property. The undersigned* further agrees that he or she will indemnify and will hold harmless the United States Government, the Department of the Army, the USMA, or their agents, officers, employees, representatives, servants, successors, and assignees from any and all costs, charges, claims, demands and liabilities of any kind arising from the willful or negligent acts of the undersigned*. Nothing to the contrary contained it is understood and agreed that the privileges therein afforded me is in the nature of a privilege, and is not contractual in nature, and that such is revocable at will by the United States Government, the Department of the Army, and the USMA.
