The participants were given a small introduction about AMFI WB where they were briefed regarding the reason behind the formation of this Association and the kind of work which is being done by it and the purpose of the district level coordination meeting. After that the he shared about the objective and agenda of the meeting which are follows: Objective of the Meeting: To establish effective and meaningful coordination and cooperation among the members of AMFI-WB in Howrah District. To understand the issues of district in order to smooth implementation of the activities. To assess the external threat being faced by the MFIs branches/centre and how we can combat the situation in collective manner. To select an MFI/Organization to take a lead role for the district for coordination on behalf of AMFI-WB To discuss about credit Plus activities of the member organization and if possible initiate some collective effort in the district. To prepare a joint action plan on increase relationship with different stakeholders like District administration, Municipal Corporation, Panchayat, Politicians, economist, bankers, press and medias etc. and so on. Find a suitable date for district level stakeholders meet for Howrah District. Agenda of the meeting: Welcome address by Mr. G.C. Modok, Joint Secretary of AMFI-WB Brief introduction among the participants Sharing of objective of the meeting Expectation from the participants of the meeting Sharing by MFI Heads/second line leaders on critical district level micro finance issues. Sharing by the grass root participants as individual organization on field based problems. How we can combat the external threat in joint cooperative manner. 2
3 Discussion on credit plus initiatives by individual organization. Possibilities of joint program initiatives particularly in areas where many MFIs are working together. Discussion of need of lead MFI in the district. If so, then select the lead MFI with certain timeline. Preparation of district level joint action plan of AMFI-WB. Plan on district level stakeholders meet. Find out a possible date of meeting with details plan and responsibilities. Vote of thanks. EXPECTATIONS OF THE PARTICIPANTS: Each organization presented their expectations from this meeting: VFSPL: Shared about multiple borrowing issues. Also shared that few MFIs doing jumping loan from Rs to directly Rs few MFIs are not putting their data in Credit Bureau and sometimes they also manipulating the data. HDFC has entered into micro finance activities and is flouting all norms applicable to MFIs. Many MFIs including HDFC providing loans to default borrowers of other MFI. SKS Microfinance: they shared that many small MFIs are not sharing data in credit bureau. They also shared that staff should get No objection Certificate those who are leaving the organization. They also stated that MFI should verify the past record of other organization staff while recruit the concern staff of other MFI. Arohan: stated the importance of District level coordination platform of MFIs. Given importance of sharing of information about Overdue/default borrowers among MFIs. Sharing of information about club donations and concern issues. They stated that a good coordination is needed among the members to settle the donation issues. They also stated about the NOC concern of staff (in few cases earlier organization do not provide NOC and that create problem for getting the new job) whether the effected staff can inform to AMFI-WB! They stated that MFIs jointly should meet local self governance like Panchayat, Municipalities and share the organization data and activities so that in time of need MFIs also can get support from them. Sarala: Most of the MFIs are not following code of conduct & RBI guidelines ASA: Performance based Incentive system among employees should be stopped forthwith; there should be well coordination among BMs of different MFIs at local levels. Bandhan: An MFI will not be able to fight external threats in case of non coordination among MFIs, therefore, good coordination is needed in local as well district level. Ujjivan: Data sharing with Credit bureaus should be made compulsory. KDS: Coordination among all stakeholders in MFI sector is essential to make further progress. GBK: Periodical meeting is needed among MFI members at Block/Local levels. LEAD ORGANIZATION: It was told to the participants that a lead organization will be decided from Nadia District which will take the responsibility for such coordination meetings in future. This will help to solve issues which won t go up to the management level of various MFI organizations. This will act as an important catalyst to enhance district level coordination meeting. It was unanimously decided that GBK will act as Lead organization for Nadia District for one year i.e Mr. G.C. Modok described the following role and responsibilities of lead organization: Coordinate the district level AMFI-WB initiatives and keep regular contact with AMFI-WB Office. 3
4 The Lead Organization will work as district level representation of AMFI-WB. Facilitate and guide District level MFI Coordination Committee and organize at least one meeting in each month with committee members. Keep regular contact with Committee members and listen their views. Organize District level MFI Coordination Meeting in regular basis with different venues. The Lead organization will decide the agenda, budget of the meeting after consultation with AMFI. Identify the prioritized issues in the district raised by the member organizations. Make a possible action plan for combating those issues in priority basis. Plan and organize joint credit plus/development activities of under the banner of AMFI-WB. Lead Organization will act for one calendar year. After that another organization will act as Lead Organization. The Lead Organization will implement the program that would be decided in district level MFI Coordination general meeting. Lead organization will maintain meeting register and other documents of district level meeting and will provide a very brief monthly report to AMFI-WB. AMFI-WB will bear the simple food cost of general MFI coordination meeting. It is requested to district level MFIs to provide their meeting venue/meeting place with free of cost. The travel and other cost will be contributed by individual MFIs. Distribute time to time introduced or published newsletter or leaflet of AMFI-WB among the Govt. official and other offices of respective districts by lead organization and/or through dist. level committee members If any sensitive issues arises like publish any anti-micro finance propaganda, attempt to suicide of MF borrowers, any unethical work done by any AMFI members etc. then this respective lead organization will immediately inform to President and/or Secretary of AMFI-WB Lead organization should declare the key person s name of their organization who would volunteer/represent the lead organization. However, as per decision taken in AMFI-WB Core Committee Meeting the Lead organization shall be GBK for the one year i.e. for 2013 for Nadia District. In that case, Mr. Joyprakash Dutta from GBK will be Lead Coordinator for the district. 5 These ten designated person will keep in touch among themselves and with AMFI-WB in regular basis in order to have better and meaningful coordination. Mr. AK Mitra described the following Role and responsibility of District level MFI Coordination Committee: The district level MFI Coordination Committee will work under the leadership and guidelines of Lead Organization of the district. The responsible person of each organization for the district will be the member of such Coordination Committee. The responsible person for the district of Lead Organization will act as Convener of the District level MFI Coordination Committee Meeting. This type of meeting can be a preparatory meeting of general District level Coordination meeting. It can be called as a Core Group of District MFIs. The Coordination Committee will finalize the issues in district level before it place it for general meeting. The Coordination Committee will meet at least once in a month. The committee members will interact with themselves in regular basis for any kind of grass root level difficulties. The committee members will keep regular contact with AMFI-WB personnel for effective coordination. AMFI-WB would not bear the food cost for Coordination Committee Meeting as it will be a very short duration meeting with limited members. The respective MFIs may contribute for tea and snacks for such meeting. MFI Co-ordination committee should collect news letter/leaflet from lead organization and according to their request distribute it to the masses. SCHEDULE FOR FURTHER DISTRICT LEVEL MFI COORDINATION MEETING: Mr. A.K. Mitra facilitated the process of details scheduled of Coordination meeting for Nadia district which are as follows: Venue of the meeting: It was decided that such meetings would be kept at branch or any other kind of office of the MFI organizations in rotational basis. So, five organizations gave the areas where such meeting could be held in quarterly basis. ASA office at Krishnagar during February 2013 Arohan office at Ranaghat during May 2013 Bandhan Divisional office at Krishnagar during August 2013 SKS office at Krishnagar during November Sarala office at Kalayni during February Frequency or interval of the meeting: after 3 to 4 months. Participants: 3-4 Persons from each organization, ensuring participation of Branch Manager and above level. (One person to be common for each meeting). Other agenda that discussed in the meeting: Credit Plus activities: Mr. G.C. Modok shared that credit plus activities need to implement in well organized manner. By all the organizations. 5
6 Mr. Modok also felt the need of coordination among the members for implementing credit plus activities. Many organizations shared few of their credit plus activities like - Eye camp and health camp, Sports, Plantation, promotion of Water Purifier etc. however, it was suggested that every organizations would send their details credit plus activities in Nadia district to AMFI-WB so that AMFI-WB can prepare a consolidated data base to submit it to District authority for its credentials. District level Stakeholders Meet: the matter was discussed in the meeting with high priority. Everybody felt the need of District level stakeholder meet at least once in a year inviting DM, SP OICs, other related Govt. officers, Panchayat people, MP and MLAs ideal borrowers, local clubs etc. and so on for mass awareness information sharing. The proposed meeting will be held in the month of May 2013 at Krishnagar area with the facilitation of district coordination committee/district core committee led by GBK. District Coordination Commiittee or District Core Committee Meetings: it was discussed that the said meeting should be held at least once in a month to be facilitated by Lead Organization. Donation for Puja and other purposes: Puja/any festival/party donation should be given from one MFI after proper discussions among all members. The meeting was ended with vote of thanks to all the participants and hosted organization. 6
