1 The Arizona-Mexico Commission closely monitors the development of ACTION ITEMS from each committee by requesting a progress report from the co-chairs. These reports serve as an update to the Governor, board of directors, and committee membership. ACTION PLAN #1 ACTION PLAN TITLE: Training & Exercises OVERALL DUE DATE: DESCRIPTION OF ACTION PLAN OBJECTIVE: The Emergency Management Committee will work with partners to provide training for bi-national teams of first responders and emergency management personnel. ACTION ITEM A ACTION ITEM B ACTION ITEM C TITLE: Hazardous Materials Training Ongoing The State of Arizona will continue to provide training for first responders of the State of Sonora. This includes training for technicians and Hazmat training on hazardous materials response for maquiladoras. The Committee shall seek and coordinate the delivery of donations of equipment for first responders and emergency management during these bi-national training opportunities. Previous annual calendar for training, which will be proposed 1 per semester, will be defined. In the last four years, we estimate more than 4,381 first responders have been trained. In addition, 100 individuals have been trained in Incident Command System (ICS) and an additional 380 individuals have received Traffic Incident Management System (TIMS) training. TITLE: First Responder Exercise December 2016 The states of Sonora and Arizona will conduct a Table Top Exercise with first responders to promote understanding of the impacts of emergencies and disasters on the border. It is proposed that the exercise be in Nogales. Plans to coordinate exercise during an EPA Regional Response meeting. The overall exercise scenario will be based on an emergency at the border. The exercise will engage and require coordinated response from Federal and State responders of the states of Arizona and Sonora. A date will be set for a planning meeting, where the scenario for the drill will be determined and which agencies to involve/engage. A date for the exercise will also be determined. TITLE: AZ511 Training September 2016 The 511 system was implemented in Sonora for the benefit of motorists. The Emergency Management Committee with coordinate with the Transportation Committee for additional training on the AZ511 system. Louis Chaboya During the Plenary Meeting (February 2014), the 511 system was formally launched in the State of Sonora, currently, due to turnover there is nobody available who can operate and manage the system in Sonora. Therefore we need to schedule training for the management and operation of the system with ADOT. Responsible for coordination who will be trained in Sonora will be Jorge Lozada. Will need to identify the person from Arizona to coordinate training and dates for it. 3 ACTION PLAN #2 ACTION PLAN TITLE: Planning & Communication OVERALL DUE DATE: DESCRIPTION OF ACTION PLAN OBJECTIVE: The Emergency Management Committee will focus on sister city plans for seamless coordination and support during emergencies. ACTION ITEM A ACTION ITEM B ACTION ITEM C TITLE: Sister City Plans September 2016 A letter of recommendation to be sent to counties and cities from the Emergency Management Committee of the Arizona/Mexico Commission. The letter will be signed by both co-chairs, advocating support for interagency coordination by establishing and/or updating Sister City Plans according to specific needs and hazards of each region. Create and issue the request/ letter to the sister cities signed by both co-chairs of the Emergency Management Committee of the Arizona/Sonora Commission. TITLE: Mitigation Plans On-going Arizona will review existing mitigation (equivalent to Mexico operation/action) plans that identify threats and risks to border communities; information is to expand integrated plans so that the Sonora communities are included and identify and prioritize the mitigation projects. Plans have been gathered and the information being analyzed in regards to threats to border communities. TITLE: Hazardous Materials Plan The State of Sonora will investigate the protocols and methods used in Arizona to collect, store and share information on hazardous industrial materials and the ability to apply them in Sonora. Staff will be trained in the use of programs for emergencies such as WebEOC. In which the tracking and storing the information of generated hazardous materials will be available. Will seek support of the Bureau of Emergency Management of the Border Governors Conference, as well as Federal Civil Protection, to promote and lobby for the State of Sonora to adopt this law. TITLE: Personal Preparedness Arizona and Sonora will provide links within the website of the Arizona/Sonora Commissions; the links will direct the user to the Ready.Gov and information provided by the Arizona Department of Military Affairs (DEMA) and Civil Protection of Sonora. The linked sites will provide information concerning what an individual should do to prepare and the actions to be taken during an emergency. TITLE: To reactivate activities of the Bureau of Emergency Management of the Border Governors Conference, as well as Federal Civil Protection, the concern of insurance for volunteers.
