3 What is the NCP? The NCP is the U S government s plan of action for responding to both oil spills and releases of hazardous substances (including biological and disease causing agents, illness generators and radioactive materials)
4 Predesignated FOSCs Oil Spills EPA Inland US Coast Guard (USCG) - offshore Hazardous Substance Release EPA/USCG or other Agency with Responsibility
5 First Line of Defense Responsible Party Local Fire and Police Departments Local Emergency Response Personnel IBWC and Other State Agencies Local Governments Reimbursement program that will reimburse local governments or Indian tribes up to $25,000 per incident.
6 Federal Involvement - Exceeds established limits If the party responsible is unknown or not cooperative; If the spill or release is beyond the capacity of the company, local, or state responders If f the incident is determined to present a substantial threat to public health or welfare due to the size or character of the spill.

8 What is a Federal On-Scene Coordinator (OSC)? The OSC is the federal authority designated in each country to perform the functions and responsibilities of coordination of joint response actions at the site of the chemical hazardous substances contingency or emergency in the Inland Border Area of that country The OSC may: Provide advice, assistance and support to the Tribal Governments, local or state incident commander and serve as coordinator and director of the federal government activities iti at the scene Direct the response when it falls under federal jurisdiction or when the emergency is beyond the response capabilities of the state and local incident commander. For Mexico, two OSCs are to be designated in the affected zone; one will be designated by a PROFEPA Representative and the other by the General Coordinator of Civil Protection from the Secretariat of Government.

19 NORTHCOM/EPA Partnership
20 Background USNORTHCOM and USEPA are collaborating in a joint interagency approach to build partnership capacity with the U.S. and Mexico Military and related civilian emergency preparedness and response communities. The intent is to strengthen these capabilities to address a broad range of catastrophic events. This collaborative interagency approach is enhancing cross agency coordination and collaboration while more efficiently leveraging limited resources to significantly enhance mutual capabilities of U.S. and Mexican military involved in emergency preparedness and response, and civilian government agencies related to those missions. This interagency partnership p method is intended to be a more unified U.S. Government (USG) approach than traditional individual Agency engagement approaches.
