1 Scout Training Courses - Naming Conventions (from 1 st January 2018) January 2018 will again bring changes to Adult Training and Development. As you are aware commencing 1 st July 2015 Adult Training and Development (AT&D) was separated from Scouts Australia Institute of Training (SAIT). This meant that AT&D once again focussed on the training and development of Leaders in all roles in Scouting, concentrating on Scout qualifications alone, without the need to achieve industry qualifications at any level as a prerequisite to achieving those Scout qualifications of which we are familiar. That said, the ability for Leaders to achieve industry qualifications still exists by simply collecting evidence of your training and leadership skills, and their application; into a Portfolio of Evidence which can be submitted for assessment to obtain a qualification at both Basic and Advance Levels of Scout training. This Portfolio of Evidence is assessed by SAIT Assessors and the resulting qualification is issued by SAIT. In addition to these changes over the last few years there has been a conscious move at the national level, through the work of the National Training Committee, to standardise training in all States (Branches), so that irrespective of which state provided the training, Leaders received identical training in similar formats. Continued development of Scouts Australia elearning and the associated industry qualifications obtainable from our training program have facilitated this move to a national training program. During recent years Victoria has had to adjust its long history of State based training programs to better fit the national program as have other states in Australia. This has resulted in much confusion around training, as to how it should be undertaken, and what updating in training requirements have been needed by individuals during this time of change. This document will provide the new training program summary which should be read in conjunction with the Training Flowcharts and information regarding comparisons of older training programs and the new training program of today. Adult Training and Development will continue using two distinct levels of training as in the past.
2 Basic Level Training. Will consist of the following stages: 1. Basic Common Core. This has replaced face 2 face Basic Common Core training and will automatically load to individuals records as they complete their Modules. This provides Leaders with the basic theory and knowledge of the History of Scouting, Scouting Fundamentals and an Introduction to the uniqueness that is Scouting. Face 2 face Common Core Courses are no longer offered. 2. Basic Sectional. This has replaced face 2 face Basic Sectional Techniques training and will automatically load to individuals records as they complete their Section Specific Modules. This provides Leaders with basic theory and knowledge on their individual sections, their management and basic programming. 3. Technical Skills. Technical Skills will still need to be completed in the Scouting workplace and the Notification of Technical Skills Completion Form must be submitted for recording. This training step must be completed prior to a leader applying to attend their Basic Practical face 2 face course. 4. Basic Practical. Basic Common Core, Basic Sectional and Technical Skills must be completed before enrolling on this course. This is the beginning of a Leader s face 2 face training and is Section specific. This face 2 face practical training reinforces the theory and knowledge gained through and provides the chance to put into practice the skills required by Leaders to run their section programs. These courses are identified and labelled as follows. Joey Scout Basic Practical Cub Scout Basic Practical Scout Basic Practical (Activity Leaders * must do this for a Primary appointment) Venturer Scout Basic Practical (Adventurous Activity Leaders ** must do this for a Primary appointment) Rover Basic Practical Leader of Adult, Group Leader Basic Practical Leader of Adult, Commissioner Basic Practical 5. Basic Outdoors. These Modules are required to be completed by Scout Leaders, Venturer Scout Leaders, Rovers and Rover Advisers, Activity and Adventurous Activity Leaders to give them the basic theory and knowledge so that they may participate in controlled environment outdoor activities. This will automatically load to individuals records as they complete their Modules. Joey Scout and Cub Scout Leaders are not required to complete these Modules for their roles.
3 Note however that trained Joey Scout or Cub Scout leaders transferring to the older sections will need to complete this step in their new role. Leaders of Adults (Group Leaders/Commissioners) are not required to complete these Modules for their roles. 6. Basic Outdoor Skills. Scout, Venturer Scout, Rovers and Rover Advisers, Activity and Adventurous Activity Leaders must have completed the Basic Outdoors Modules before enrolling on this course. This face 2 face training weekend is designed to put into practice the theory and knowledge obtained in the Basic Outdoors Modules allowing Leaders to actually use any personal equipment, learn from others and gain confidence to take their youth members on controlled bushwalks. This course is generic for Scout, Venturer Scout, Rovers and Rover Advisers, Activity and Adventurous Activity Leaders. Joey Scout and Cub Scout Leaders attend a similar course to obtain the skills and knowledge to take their younger youth members on overnight camps suitable to their section. Joey Scout and Cub Scout Leaders are not required to complete the Basic Outdoor Modules. Note however that trained Joey Scout or Cub Scout leaders transferring to the older sections will need to complete the Basic Outdoor Modules and Basic Outdoor Skills course as above. These courses are identified and labelled as follows. Joey Scout Basic Outdoors Cub Scout Basic Outdoors Basic Outdoor Skills for Scouts, Venturer Scouts, Rovers, Rover Advisers, Activity and Adventurous Activity Leaders Leaders of Adults (Group Leaders/Commissioners) are not required to complete this course. 7. In-Service. In-Service will still need to be completed in the Scouting workplace and the Notification of In-Service Program Completion Form submitted for recording. This step can be completed at any time in a leader s basic training journey and must be completed before they can attend their face 2 face training. The above steps of training complete the Basic Training of Leaders, resulting in the issue of the Certificate of Adult Leadership. By collecting and compiling leader resources during this phase of training into a Portfolio of Evidence a Leader can apply to have it assessed for the BSB30115 Certificate III in Business as an optional additional Industry qualification.
4 Level Training. Will consist of the following stages: 1. Common Core. This has replaced face 2 face Common Core training and will automatically load to individuals records as they complete their Modules. This provides Leaders with the advanced theory and knowledge of Scouting Fundamentals and Personal Skill Development. Face 2 face Common Core Courses are no longer offered. 2. Sectional. This has replaced face 2 face Sectional Techniques training and will automatically load to individuals records as they complete their Section Specific Modules. This provides Leaders with advanced theory and knowledge on their individual sections and elective modules which may be useful in their roles. 3. Practical. All Modules must be completed before enrolling on this course. Leaders must operate in their role for 6 months before applying to attend this course. This weekend of face 2 face training is Section specific and reinforces the theory and knowledge gained through and builds the personal confidence of Leaders. These courses are identified and labelled as follows. Joey Scout Practical Cub Scout Practical Scout Practical (Activity Leaders * must do this for a Primary appointment) Venturer Scout Practical (Adventurous Activity Leaders ** must do this for a Primary appointment) Rover Practical Leader of Adult Practical (Group Leaders and Commissioners) Activity/Adventurous Activity Leader - Outdoors 4. Training Project (The Project). The Project is a critical component of advanced training where a Leader chooses a personal project that will further develop the individual s personal growth. The Project is based on Scouting Fundamentals and is agreed to between the Trainee Leader and the Course Leader (Leader Trainer) on the Sectional - Practical training course. Evaluation of successful completion of The Project is completed by the Trainee s Wood Badged Team Leader under the direction of the District Commissioner or his/her Wood Badged nominee. 5. District Evaluation. The District Evaluation is conducted by the Trainee s Wood Badged Team Leader under the direction of the District Commissioner and includes an evaluation of the Trainees Project.
5 The above steps of training complete the Training of Leaders, resulting in the issue of the Wood Badge certificate. A Leader can receive only one Wood Badge. If successive advanced training is completed this is recognised by the issue of the Certificate of Training and is also recorded on the Leader s extranet record. By collecting and compiling leader resources during this phase of training into a Portfolio of Evidence, a Leader can apply to have it assessed for the BSB42015 Certificate IV in Leadership and Management as an optional additional industry qualification. This industry qualification is no longer required as a prerequisite to obtaining the Scout Wood Badge. Notes. * Activity Leaders are Leaders who have a Primary Appointment in areas other than as Section Leaders (JS, CS, S, VS, R), such as Radio, First Aid, Scout Band and other activities that are identified as specialist areas of activity provision and could be described as those that do not present a greater element of risk to the participants than any other as deemed by the State or Branch. ** Adventurous Activity Leaders are Leaders who have a Primary Appointment in areas other than as Section Leaders (JS, CS, S, VS, R), or Activity Leaders, that are deemed to present a greater element of risk than regular scouting activities, such as cross country related activities, rock related activities, water related activities and any others as identified by the State or Branch. Activity Leaders and Adventurous Activity Leaders must also complete the Training of Trainers ATD Training Introductory Course, and must also have First Aid qualifications to satisfy their Primary Appointment requirements. Training in the Scout Section for Activity Leaders, and the Venturer Scout Section for Adventurous Activity Leaders, is only required if the individual is seeking to be appointed to that role as their Primary Appointment. Adventurous Activity Guide Appointment is a Secondary Appointment issued as a state/branch appointment to those Leaders who have attained Units of Competence related to an Adventurous Activity area. Any leader with either a Primary Section (JS, CS, S, VS, R) appointment, or a Primary Adventurous Activity appointment can achieve a Secondary appointment as an Adventurous Activity Guide as long as they have achieved the required Units of Competence, and also after completing AT&D Training Introductory and First Aid training. There is no Activity Guide Secondary Appointment. If an Adventurous Activity Guide wishes to transfer from their Primary Section (JS, CS, S, VS, R) Appointment to the Primary Appointment of Activity/Adventurous Activity Leader they will need to complete the relevant Scout or Venturer Scout Basic and training, and the Basic Outdoor Skills training (both and f2f course). Rovers who relinquish their Rover role will automatically relinquish any Activity/Adventurous Activity Guide appointment they may have had while being a Rover.

8 So to determine if a leader has completed all the required training at a particular level you must first identify the 2018 course they are seeking to do and then identify if they have completed that new course by having completed any of the previous courses. To determine if a Cub Scout Leader has completed the 2018 Basic Practical Training course it must be ascertained if they had completed Basic Sectional Techniques, plus Camping Under Canvas, which was an advanced training course pre 2015, or the Basic Outdoor Activities weekend in To determine if a Scout Leader has completed the 2018 Basic Outdoor Skills course it must be ascertained if they had completed Outdoor Activities pre 2015 or Basic Outdoor Activities in Leaders who completed Sectional Techniques pre 2015 but failed to then complete Outdoor Activities pre 2015 were expected to complete Basic Outdoor Activities during 2015 but were given until March 2016 to do so will now be expected to complete the 2018 Basic Outdoor Skills e- Learning and Basic Outdoor Skills face 2 face course.
