This qualification is targeted at new or potential entrants into the health and wellbeing sectors, including those reentering the workforce. It provides foundation skills to ensure that workers are safe to work at an entry level in a health or wellbeing setting. The graduates will benefit by gaining recognition of the transferrable skills and knowledge valued in the health and wellbeing sectors. Graduates will work as part of a team under general supervision. Graduates of this qualification will be able to: Work within the responsibilities and boundaries of their role. Perform entry-level person-centred tasks and functions in a health or wellbeing setting. Recognise and report risks and/or changes in a person and/or family/whānau. Communicate to support a person s health or wellbeing. Outcome Statement Education pathway This qualification provides a pathway for people to progress from secondary education, new learners wanting to work in a health or wellbeing related service or those wanting to reenter the workforce in a health or wellbeing setting. Graduates may progress to the New Zealand Certificate in Health and Wellbeing (Level 3) with strands in Health Assistance, Newborn Hearing Screening, Orderly Services, Support Work, Vision Hearing Screening and Whānau, Kin and Foster Care [Ref: 2470]. 2 Employment pathway Graduates of this qualification will have the skills and knowledge required to work safely and effectively in entry-level positions in the health or wellbeing sectors. Qualification specifications Qualification award Evidence requirements for managing consistency This qualification can be awarded by an organisation which has an approved programme of study or industry training programme leading to the qualification. This certificate will display the title of the qualification, and the logos of the New Zealand Qualifications Framework and the name and/or logo of the awarding tertiary education organisations. All tertiary education organisations (TEOs) either arranging training or delivering programmes that lead to the award of this qualification are required to participate, along with the qualification developer, in a scheduled consistency process led by NZQA, in accordance with published national guidelines. This consistency process will involve reviewing evidence associated with graduates achievement of outcomes, agreeing acceptable standards and/or benchmarks for qualification outcome achievement, and identifying areas for improvement. Evidence for programme providers may include: - Assessment information leading to the achievement of the graduate outcomes. - A portfolio of student work relating to the qualification. - Stakeholder feedback on outcome achievement which may include feedback from graduates, endusers, and/or next users. - TEO moderation outcomes which may include moderation/benchmarking across common programmes. - Relevant External Evaluation and Review (EER) data. - The criteria of Consent and Moderation Requirements (CMR) document 0024 for unit standard-based programmes. Credit transfer and recognition of prior learning arrangements Organisations seeking approval to award the qualification are expected to have policies and procedures in place for managing recognition of current competency (RCC) and/or Qualification Reference 2469 Page 2 of 5
3 recognition of prior learning (RPL). To facilitate credit transfer, education organisations must clearly demonstrate the equivalency between each of the outcomes in the graduate profile and the assessment components of their programmes. Credit transfer will be automatic where assessment standards are used for assessment within programmes leading to this qualification. Minimum standard of achievement and standards for grade endorsements Entry requirements (including prerequisites to meet regulatory body or legislative requirements) The minimum standard of achievement for this qualification is the achievement of all graduate outcomes. There are no grade endorsements for this qualification. Employees and volunteers may be required to undergo initial and ongoing checks to ensure they are a fit and proper person to provide support in the health and wellbeing sectors. Competency for this qualification will typically be demonstrated in a workplace environment. It is recommended that programmes include a minimum of 80 hours of work experience. Programmes leading to this qualification must include resources and delivery methods which support learner s achievement including the development of language, literacy and numeracy skills. Programmes leading to this qualification must adhere to and be consistent with the Privacy Act 1993, the Health and Safety in Employment Act 1992, and any other legislative or contractual requirements the industry or role is subject to. 4 Specific conditions relating to the Graduate profile Qualification outcomes Conditions Mandatory or 1 Work within the responsibilities and boundaries of their role. Credit 5 Programmes must include: relationships with colleagues and/or team working within a role, relevant legislation and codes, policies and procedures. Where relevant, programmes may include the Health and Disability Commissioner (Code of Health and Disability Services Consumers' Rights) Regulations 1996 (or its equivalent) for those intending to work in the health or disability sectors. Mandatory 2 Perform entry-level person-centred tasks and functions in a health or wellbeing setting. Credit 23 Programmes must include: culturally safe support awareness of the bicultural partnership of Aotearoa New Zealand basic tikanga practices. Programmes may include: strengths-based approaches safety of self and others responding to emergencies work plan or individual client plan. Mandatory 3 Recognise and report risks and/or changes in a person and/or family/whānau. Credit 5 Risks and changes relevant to a person, context and role may be physical, mental, emotional and/or environmental. 4 Communicate to support a person s health or wellbeing. Credit 7 Programmes may include: communicating with confidence giving and following instructions using the client s preferred method of communication verbal and written reports using work language and terminology culturally appropriate communication. 5 Transition information Replacement information This qualification replaces the National Certificate in Health, Disability, and Aged Support (Foundation Skills) (Level 2) [Ref: 1291] Learners currently enrolled in programmes leading to the replaced qualification may either complete or transfer their results to this replacement qualification. The last date for entry into programmes leading to the replaced qualification is 31 December The last date for award of the replaced qualification is 31 December It is the intention of Careerforce that no existing trainee should be disadvantaged by these transition arrangements.
