This areer Field Education and Training Plan (FETP) is a comprehensive education and training document that identifies life-cycle education/training requirements, training support resources and minimum core task requirements for the 27X1, ircraft Metals Technology specialty. The FETP will provide personnel a clear career path to success and instill rigor in all aspects of career field training. To read, review, or print a current copy, the FETP, is available on the e-publishing website at NOTE: ivilians occupying associated positions will use Part II to support duty position qualification training. 2. The FETP consists of two parts; supervisors use both parts to plan, manage, and control training Part I provides information necessary for overall management of the specialty. Section explains how everyone will use the plan. Section identifies career field progression information, duties and responsibilities, training strategies, and career field path. Section associates each level with specialty qualifications (knowledge, education, training, and other). Section D indicates resource constraints to accomplishing this plan, such as funds, manpower, equipment, and facilities. Section E identifies transition training guide requirements for SSgt through MSgt Part II includes the following: Section contains the course objective list and training standards supervisors use to determine if airmen satisfied training requirements. Section identifies available support materials. n example is a Qualification Training Package (QTP) developed to support proficiency training. Section identifies a training course index supervisors use to determine resources available to support training. Included here are both mandatory and optional courses. Section D identifies MJOM-unique training requirements supervisors use to determine additional training requirements unique to the MJOM. Using guidance provided in the FETP will ensure individuals in this specialty receive effective and efficient training at the appropriate point in their career. This plan will enable us to train today s work force for tomorrow s jobs. 1

Formal course which provides individuals who are qualified in one or more positions of their ir Force Specialty (FS) with additional skills/knowledge to enhance their expertise in the career field. Training is for selected career airmen at the advanced level of the FS. ir Force Job Qualification Standard (FJQS). comprehensive task list that describes a particular job type or duty position. Supervisors use this to document task qualifications. The tasks on an FJQS are common to all persons serving in the described duty position. areer Field Education and Training Plan (FETP). FETP is a comprehensive, multipurpose document covering the entire spectrum of education and training for a career field. It outlines a logical growth plan that includes training resources and is designed to make career field training identifiable, to eliminate duplication, and to ensure this training is budget defensible. ertification. formal indication of an individual s ability to perform a task to required standards. ertification Official. person the commander assigns to determine an individual s ability to perform a task to required standards. ontinuation Training. dditional training that exceeds requirements with emphasis on present or future duty assignments. ontract Training. Type 1 training that receives the same priority funding as ir Force directed training. It supports initial groups of instructors, operators, etc., that the ir Force requires for new or modified weapon systems. ore Task. task that the ir Force areer Field Manager (FFM) identifies as minimum qualification requirements within an ir Force Specialty regardless of duty position. Only a percentage of critical tasks for each system are listed as mandatory core tasks. This gives units needed flexibility to manage their workforce training. ourse Objective List (OL). publication identifying the tasks and knowledge requirements and respective standards provided to achieve a 3-/7-skill level in this career field. Supervisors use the OL to assist in conducting graduate evaluations in accordance with FI , ir Force Training Program. ourse Training Standard (TS). Training standard that identifies the training members will receive in a specific course not covered in the FETP. ritical Task. dditional tasks, identified by MJOM Functional Managers, commanders, and supervisors as being required for skill-level upgrade training. When designated, certify these core tasks using normal core task certification procedures. 2

Exportable Training. dditional training via computer assisted, paper text, interactive video, or other necessary means to supplement training. Field or Mobile Technical Training (Type 7). Special or regular on-site training conducted by a training detachment (TD) or by a mobile training team (MTT). Initial Skills Training (IST). formal resident course resulting in award of a 3-skill level FS. Instructional System Development (ISD). deliberate and orderly process for developing, validating, and reviewing instructional programs that ensures personnel is taught the knowledge and skills essential for successful job performance. MJOM Mandatory ourse Listing (MML). Identifies mandatory maintenance training requirements for initial technical school graduates, retrainees, and personnel with no experience on assigned mission design series (MDS) aircraft. It also ensures maintenance personnel receive training commensurate to their current duty position. Mission Design Series (MDS). ircraft (i.e., -10, F-16, -130) Occupational nalysis Report (OR) detailed report showing the results of an occupational survey of tasks performed within a particular FS. On-the-Job Training (OJT). Hands-on, over-the-shoulder training at the duty location used to certify personnel for both skill level upgrade and duty position qualification. Qualification Training (QT). ctual hands-on task performance training designed to qualify an irman in a specific duty position. This training program occurs both during and after the upgrade training process. It is designed to provide the performance skill/knowledge training required to do the job. Qualification Training Package (QTP). n instructional package designed for use at the unit to qualify, or aid qualification, in a duty position or program, or on a piece of equipment. It may be printed, computer-based, or in other audiovisual media. Resource onstraints. Resource deficiencies, such as money, facilities, time, manpower, or equipment, that preclude desired training from being accomplished. Specialty Training Standard (STS). n ir Force publication that describes an ir Force Specialty in terms of tasks and knowledge an airman may be expected to perform or to know on the job. It serves as a contract between ET and the functional user to show which of the overall training requirements for an FS are taught in formal schools, areer Development 3

T is a Net_entric GSS-F IF Web-ased application providing ir Force Warfighters with global, real_time visibility into the technical qualifications, certifications and training status of logistics, communications and information professionals ir Force wide. T supports base, wing and work center level training management activities by automating training management business processes. Training by Other Government gencies. This training includes training conducted by the rmy, Navy, ir Force agency or unit other than ET, and other government agencies inside or outside of the Department of Defense (DoD). Training Setting. The type of forum in which training is provided (formal resident school, on-the-job, field training, mobile training team, self-study, etc.). Upgrade Training (UGT). mixture of mandatory courses, task qualification, QTPs, and Ds required for award of the 3-, 5-, 7-, or 9-skill level. Utilization and Training Workshop (U&TW). forum, co-chaired by the FFM and Training Pipeline Manager, and consisting of MJOM ir Force Specialty ode (FS) functional managers, Subject Matter Experts (SMEs), and ET training personnel who determine career ladder training requirements. This FETP provides the information necessary for ir Force areer Field Manager (FFM), MJOM functional managers (MFMs), commanders, training managers, supervisors, and trainers to plan, develop, manage, and conduct an effective career field training program. This plan outlines the training that individuals in FS 27X1 should receive to develop and progress throughout their career. This FETP identifies initial skills, upgrade, qualification, advanced, and proficiency training. Initial skills training is the FS specific training an individual receives upon entry into the ir Force or upon retraining into this specialty for award of the 3-skill level. Normally, this training is conducted by ET at Sheppard F, TX. Upgrade training identifies the mandatory courses, task qualification requirements, and correspondence course completion requirements for award of the 3-, 5-, 7-, and 9-skill levels. Qualification training is actual hands-on task performance training 4

7 FETP 27X1, 1 JULY 2017 designed to qualify an irman in a specific duty position. This training program occurs both during and after the upgrade training process. It is designed to provide the performance skills/knowledge required to do the job. dvanced training is formal specialty training used for selected irmen. Proficiency training is additional training, either in-residence or exportable advanced training courses, or on-the-job training, provided to personnel to increase their skills and knowledge beyond the minimum required for upgrade. The FETP has several purposes, some are: 1.1. Serves as a management tool to plan, manage, conduct, and evaluate a career field training program. lso, it is used to help supervisors identify training at the appropriate point in an individual s career Identifies task and knowledge training requirements for each skill level in the specialty and recommends education/training throughout each phase of an individual s career Lists training courses available in the specialty, identifies sources of training, and identifies the training delivery method Identifies major resource constraints that impact full implementation of the desired career field training process. 2. Use of the FETP. The plan will be used by MFMs and supervisors at all levels to ensure comprehensive and cohesive training programs are available for each individual in the specialty ET training personnel will develop or revise formal resident, non-resident, Training Detachment (TD), and exportable training based upon requirements established by the users and documented in Part II of the FETP. They will also work with the FFM to develop acquisition strategies for obtaining the resources needed to provide the identified training MFMs will ensure their training programs complement the FETP mandatory initial, upgrade, and proficiency requirements. OJT, resident training, contract training, or exportable courses can satisfy these identified requirements. MJOM developed training, to support this FS, must be identified for inclusion in this plan and must not duplicate other available training resources Each individual will complete the mandatory training requirements specified in this plan. The lists of courses in Part II will be used as a reference to support training. 3. oordination and pproval of the FETP. The FFM is the approval authority. The ET Training Manager for FS 27X1 will initiate an annual review of this document by ET and MFM to ensure currency and accuracy. The using MJOM representatives and ET training personnel will identify and coordinate on the career field training requirements. Use the list of courses in Part II to eliminate duplicate training. Section - areer Progression and Information 5

8 FETP 27X1, 1 JULY Specialty Description Specialty Summary. Refer to ir Force Enlisted lassification Directory (FED), paragraph 1. Designs, welds, heat treats, repairs, fabricates, and machines precision tools, components, and assemblies for aerospace weapon systems and related support equipment (SE). Related DoD Occupational Subgroup: Duties and Responsibilities. Refer to ir Force Enlisted lassification Directory (FED), paragraph dvises on machining, welding, designing, and fabrication. Designs, manufactures, or modifies precision tools, gauges, dies, and fixtures to facilitate metal working operations. Performs shop functions such as: determining machine calculations and settings, welding processes, and heat treatment requirements. Uses manual and computer numerical controlled (N) metal working machines such as mills, lathes, water and plasma equipment and 3D laser scanners to manufacture and repair aircraft components and SE. Writes programs for N machines using omputer ided Design (D) and omputer ided Manufacturing (M), along with manual data input Inspects and repairs components on SE, aircraft and space systems. Uses metal working equipment, tools, and supplies to meet precision specifications and tolerances Maintains and inspects hand tools and metal working machinery. Performs operator maintenance and service inspections on shop equipment and tools. Ensures lock out and tag out procedures are accomplished prior to maintenance on all equipment. Uses and disposes of hazardous materials according to environmental standards Plans and schedules metals technology activities. Interprets technical publications, blueprints, and drawings to resolve problems related to aircraft systems and support equipment. Establishes priorities for completion of maintenance tasks and provides assistance in solving maintenance, supply, and personnel issues. Provides training feedback and task qualification for skill level advancement. Establishes performance standards and improves work methods. Supervises and evaluates job performance and maintenance techniques. Ensures maintenance and safety policy compliance for all metals technology activities. Maintains and documents equipment, supply, certification, training, and aircraft forms. Evaluates requirements and prepares quality deficiency reports. Ensures hazardous materials and waste are handled, stored, and disposed of according to local and federal environmental standards Upon assumption of Flight hief position, plans, organizes, and directs aircraft fabrication maintenance activities. Manages maintenance and staff functions for ircraft Metals Technology, ircraft Structural Maintenance, Low Observable ircraft Structural Maintenance, and Non-Destructive Inspection elements. Establishes production controls. Interprets directives and publications pertaining to fabrication maintenance. nalyzes maintenance management reports. Interprets and evaluates directives and publications, inspection findings, records, and reports and recommends corrective actions. Establishes safety and training guidelines. Plans, organizes, directs, and controls troubleshooting and repair activities of fabrication personnel. Manages and controls fabrication flight resources including 6

Manages handling, storing, and disposing of hazardous materials and waste according to local and federal environmental standards. 5. Skill/areer Progression. dequate training and timely progression from the apprentice to the superintendent skill level play an important role in the ir Force s ability to accomplish its mission. It is essential that everyone involved in training do their part to plan, manage, and conduct an effective training program. The guidance provided in this part of the FETP will ensure each individual receives necessary training at appropriate points in their career pprentice (3). Following asic Military Training, initial skills training will be provided in a resident course at 361 Training Squadron, Sheppard ir Force ase, Texas. The course will lay the foundation for additional training at the graduate's first duty assignment. Trainees will utilize the career development courses (Ds), task qualification training, and other exportable courses to progress in their career field. Once the trainer task qualifies the trainee, the trainee may perform the task unsupervised Journeyman (5). Once upgraded to the 5-level, the journeyman will enter into continuation training to broaden their experience base by increasing their knowledge and skill in troubleshooting and solving more complex problems. Five-levels may be assigned job positions such as quality assurance and various other staff positions. Prior to assuming the rank of SSgt, 5-levels will complete irman Leadership School (LS) to enhance their Professional Military Education (PME). Five-levels will be considered for appointment as unit trainers. Individuals will use their Ds to prepare for Weighted irman Promotion testing. They should also consider continuing their education toward a ommunity ollege of the ir Force (F) degree raftsman (7). n NO can expect to fill various supervisory and management positions such as shift leader, element chief, task certifier, and other various staff positions. Exportable MDS specific courses and MJOM/unit directed courses are also available. Seven levels should take courses or obtain added knowledge in management of resources and personnel. ontinued academic education through F and higher degree programs is encouraged. Training Decisions. The FETP uses a building block approach (simple to complex) to encompass the entire spectrum of training requirements for the ircraft Metals Technology career field. The spectrum includes a strategy for when, where, and how to meet these training requirements. The strategy must ensure we develop affordable training, eliminate duplication, and prevent a fragmented approach to 7

10 FETP 27X1, 1 JULY 2017 training. The following training decisions were made at the career field utilization and training workshop held at Sheppard ir Force ase, Texas from Jan Initial Skills. The course length will remain at 19 days ontinuation Training. ny additional knowledge and skill requirements that were not taught through initial or upgrade training are assigned to unit training or Training Detachments. The purpose of the continuation training program is to provide additional training exceeding minimum upgrade training requirements with emphasis on present and future duty positions. MJOMs develop a proficiency training program that ensures individuals in the ircraft Metals Technology career field receive the necessary training at the appropriate point in their career. The program identifies both mandatory and optional training requirements. 7. ommunity ollege of the ir Force (F). F is one of several federally chartered degreegranting institutions and the only 2-year institution serving only military enlisted personnel. The college is a multi-campus institution and is regionally accredited through ir University by the ommission on olleges of the Southern ssociation of olleges and Schools (SS) to award S degrees designed for specific ir Force occupational specialties. The college offers 68 technical degree programs serving more than 355,000 students at more than 100 worldwide affiliated technical training schools. Enrollment in F occurs upon completion of basic military training. F provides the opportunity to obtain an ssociate in pplied Sciences technical degree F Degree Requirements. ll enlisted airmen are automatically entered into the F program. Prior to completing an associate degree, the 5-level must be awarded and the following requirements must be met: Semester Hours Technical Education...24 Leadership, Management, and Military Studies...6 Physical Education...4 General Education...15 Program Elective...15 Total: 64 8

11 FETP 27X1, 1 JULY Technical Education (24 Semester Hours): ompletion of the career field apprentice course satisfies some semester hours of the technical education requirements. minimum of 24 semester hours of Technical ore subjects/courses must be applied and the remaining semester hours applied from Technical ore/technical Elective courses Leadership, Management, and Military Studies (6 Semester Hours): Enlisted Professional Military Education (EPME) and/or civilian management courses Physical Education (4 Semester Hours): This requirement is satisfied by completion of asic Military Training General Education (15 Semester Hours): pplicable courses must meet the criteria for application of courses to the General Education Requirements (GER) and be in agreement with the definitions of applicable General Education subjects/courses as provided in the F General atalog Program Elective (15 Semester Hours): Satisfied with applicable Technical Education; Leadership, Management, and Military Studies; or General Education subjects/courses, including natural science courses meeting GER application criteria. Six semester hours of F degree applicable technical credit otherwise not applicable to this program may be applied. See the F General atalog for details regarding the ssociates of pplied Science for this specialty Professional ertifications. ertifications assist the professional development of our irmen by broadening their knowledge and skills. dditionally, specific certifications may be award collegiate credit by F and civilian colleges, saving time and ir Force tuition assistance funds. It also helps airmen to be better prepared for transition to civilian life. To learn more about professional certifications and certification programs offered by F, visit In addition to its associate degree program, F offers the following certification programs and resources: F Instructor ertification (I) Program. F offers the three-tiered I Program for qualified instructors teaching at F affiliated schools who have demonstrated a high level of professional accomplishment. The I is a professional credential that recognizes the instructor's extensive faculty development training, education and qualification required to teach a F course, and formally acknowledges the instructor's practical teaching experience F Instructional Systems Development (ISD) ertification Program. F offers the ISD ertification Program for qualified curriculum developers and managers who are formally assigned at F affiliated schools to develop and manage F collegiate courses. The ISD ertification is a professional credential that recognizes the curriculum developer s or manager s extensive training, education, qualifications and experience required to develop and manage F courses. The certification also recognizes the individual s ISD qualifications and experience in planning, developing, implementing and managing instructional systems F Professional Manager ertification (PM). F offers the PM Program for qualified ir Force NO s. The PM is a professional credential awarded by F that formally recognizes an individual s advanced level of education and experience in leadership and management, as well as professional accomplishments. The program provides a structured professional development 9

12 FETP 27X1, 1 JULY 2017 track that supplements Enlisted Professional Military Education (EPME) and areer Field Education and Training Plan (FETP) Federal viation dministration (F) irframe and Powerplant (&P) ertification. ir Force aircraft maintenance technicians are eligible to pursue F &P certification based on training and experience in accordance with Federal viation Regulation Part 65. The DoD established the Joint Service viation Maintenance Technician ertification ouncil (JSMT) to standardize the eligibility and certification process for the military and provide direction and resources necessary to fill the gaps within military training and experience. ompleting the ir Force &P ertification Program, managed by F, will fill training and experience gaps, ensuring F eligibility. The program consists of three ir University Online &P Specialized ourses, OJT and experience requirements contained in a Qualification Training Package (QTP). Technicians may enroll in the program once they have been awarded the 5-skill level. To learn more, visit F at F awards 30 semester hours for F &P certification and 18 semester hours for F irframe or Powerplant certification F redentialing and Education Research Tool (ERT). F implemented ERT to increase awareness of professional development opportunities applicable to ir Force occupational specialties. It is a valuable resource for ir Force enlisted personnel and provides information related to specific FSs, such as: FS description; civilian occupation equivalencies (US Department of Labor); F degree programs; national professional certifications; certifying agencies; DNTES testing; and professional organizations ir Education and Training ommand (ET) Instructor Requirements: dditional off-duty education is a personal choice that is encouraged for all. Individuals desiring to become an ET instructor should be actively pursuing an associate degree. degreed faculty is necessary to maintain accreditation through the Southern ssociation of olleges and Schools. 8. areer Field Path 8.1. Purpose. Skill level training requirements in the 27X1 career field are defined in terms of tasks and knowledge requirements. For entry into this specialty, completion of high school with courses in mathematics, metal working, and D is desirable Training. For award of FS 2731, completion of the ircraft Metals Technology pprentice ourse is mandatory Experience. None Other. For award of FS 2751, the 5-level D provides the career knowledge training required. Qualification training and OJT will provide training and qualification on the core tasks identified in the STS. The D is written to build from the trainee's current knowledge base, and provides more in-depth knowledge to support OJT requirements Experience. Knowledge is mandatory of: aircraft structural repair, low observable (where applicable), metals technology, corrosion control, and non-destructive inspection methods; characteristics of metals identification; concepts and application of maintenance directives; maintenance data reporting; and proper use, handling, and disposal of hazardous waste and materials Education. F degree is mandatory for promotion to SMSgt Training. For promotion to SMSgt and award of 2790, completion of SNO by correspondence or in-residence is mandatory Experience. For award of FS 2790, qualification in and possession of FS 2771, 2772, 2773, or 2775 is mandatory. lso, experience in managing or directing repair activities for aircraft structural maintenance, metals technology, corrosion control, low observable aircraft structural maintenance, or non-destructive inspection specialties and functions is mandatory Other. Not Used Implementation. The 9-level will be awarded after promotion to SMSgt. Section D - Resource onstraints 11. Purpose. This section identifies known resource constraints that preclude optimal/desired training from being developed or conducted, including information such as cost and manpower. Narrative explanations of each resource constraint and an impact statement describing what effect each constraint has on training are included. lso included in this section are actions required, office of primary responsibility, and target completion dates. Resource constraints will be, as a minimum, reviewed and updated annually. 12. pprentice- Training: No manpower/man-year constraints were identified. 14

Section E - Transitional Training Guide. There are no transition training requirements. This area is reserved. PRT II Section - ourse Objective List 1. Measurement. Each proficiency coded STS task or knowledge item taught at the technical school is measured through the use of an objective. n objective is a written instruction for the student so he or she knows what is expected of them to successfully complete training on each task. Each objective is comprised of a condition, behavior, and standard that states what is expected of the student for each task. The condition is the setting in which the training takes place. The behavior is the action a student must demonstrate to accomplish a task (i.e., remove and install wheel and tire assembly). The standard is the level of performance that is measured to ensure the STS proficiency code level is attained. Each objective uses letter code(s) to identify how it is measured. ll objectives use the P code that indicates a progress check is used to measure subject or task knowledge. Progress checks are also used to measure student accomplishment of performance objectives. W indicates a comprehensive written test and is used to measure the subject and/or task knowledge at the end of a block of instruction. P/W indicates separate measurement of both knowledge and performance elements using a written test and a performance progress check. 2. Standard. The minimum standard is 70% on written examinations. Standards for performance measurement are indicated in the objective and delineated on the individual s progress checklist. The instructor documents each students progress on the checklist. Instructor assistance is provided as needed during the progress check, and students may be required to repeat all or part of the behavior until satisfactory performance is attained. Students must satisfactorily complete all Ps prior to taking the written test. 3. Proficiency. Most task performance is taught to the "2b" proficiency level. The "2b" means the student can do most parts of the task, but does need assistance on the hardest parts of the task (partially proficient). The student can also determine step-by-step procedures for doing the task. 4. ourse Objectives. Questions are based upon study references listed in the WPS catalog. Individual responsibilities are in FI , Enlisted irman Promotion/Demotion Program. Qualitative Requirements. ttachment 1 contains the proficiency code key used to indicate the level of training and knowledge provided by resident training and career development courses. 14. Job Qualification Standard. ecomes a job qualification standard (JQS) for on-the-job training when placed in F Form 623, Individual Training Record, and used according to FI ir Force Training Program. For OJT, the tasks in column 1 are trained and qualified to the go/no go level. "Go" means the individual can perform the task without assistance and meets local requirements for accuracy, timeliness, and correct procedures.
