It establishes the Air University (AU) Information Dominance Quarterly Awards program. Waiver requests to guidance contained in this publication are authorized and should be sent to the Air University Communications Directorate (AU/A6). Subordinate units may issue implementing publications without AU/A6 coordination on draft publications prior to certification and approval. Subordinate units will not be required to submit copies of approved publications to AU/A6. Ensure that all records created as a result of processes prescribed in this publication are maintained in accordance with Air Force Manual (AFMAN) , Management of Records, and disposed of in accordance with the Air Force Records Information Management System (AFRIMS) Records Disposition Schedule (RDS). Refer recommended changes and/or corrections to this publication to the Office of Primary Responsibility (OPR) using AF Form 847, Recommendation for Change of Publication, through your chain of command. This publication applies to active duty Air Force and civilian employees employed by the United States Air Force (USAF) that are assigned to or associated with Air University. SUMMARY OF CHANGES This publication has been revised to include the following changes: Implemented a quarterly award category for Company Grade Officers. Clarified nominating authorities to ensure all units, centers, and schools physically located on Maxwell AFB and Gunter Annex AL are eligible to submit nominations for each award category.

The AU Information Dominance Quarterly Award program is to recognize USAF military members and civilian employees for sustained superior performance while providing information dominance and cyberspace operations to Air Force and/or DoD missions and operations. 2. Responsibilities AU/A6 Chief Information Officer (CIO) owns and sponsors this awards program AU/A6 Chief Enlisted Manager (CEM) is the designated AU Office of Primary Responsibility (OPR) for policy oversight, administration, and management of this awards program AU/A6 CEM or designated representative assigned to AU/A6 chairs the quarterly AU Information Dominance Quarterly Awards selection board. Commanders and management officials identified in paragraph 4.4 will ensure USAF military members and civilian employees are available to serve as members of the selection panels. AU/A6 CEM shall serve as the board administrator and will determine prerequisites for panel membership. 3. Award Elements. Award elements consist of a certificate signed by AU/A6 CIO. 4. Eligibility and Award Categories Eligibility Eligibility for the AU Information Dominance Quarterly Awards applies to active duty Air Force military members and civilian employees employed by the USAF, performing core information dominance and/or cyberspace duties in any organization outlined in paragraph 4.4. Those nominated should be continuing their service with the government and should not have an approved separation or retirement date. Contract personnel are not eligible for this award Subspecialty work performed in each career field form the basis of the individual awards outlined in this instruction. Military members should be serving in and performing duties that are consistent with their assigned Air Force Specialty Code (AFSC) as defined in the award category for which they are nominated; civilian employees should be performing duties that are consistent with those described in the information dominance and/or cyberspace support career fields. Ensure nominated individuals have performed in the AFSC or civilian occupational code that corresponds with the grade held for the majority of the award period unless otherwise stated Award categories are subdivided into five categories: Company Grade Officer (CGO) (Second Lieutenant through Captain); Airman (Airman Basic through Senior Airman, inclusive of those selected for promotion to Staff Sergeant); Noncommissioned Officer (NCO) (Staff Sergeants and Technical Sergeants, inclusive of those selected for promotion to Master Sergeant); Senior Noncommissioned Officer (SNCO) (Master Sergeants and Senior Master Sergeants not selected for promotion to Chief Master Sergeant); and civilian (GS-01 through GS-08) Individuals promoted during the awards period may only compete in the grade they held for the majority of the quarter.

These awards recognize enlisted members and civilian employees working in information dominance and/or cyberspace career fields for sustained superior performance and contributions that benefited the Air Force and/or DoD missions and operations. This section of the program provides for only one winner in each of the individual award categories. Table 1. Air University Information Dominance Award Categories. Award Period of Service and Nomination Packages. Eligible AFSC and Rank CGOs assigned in AFSC 17XXX. Airmen assigned in AFSC 3A1XX. NCOs assigned in AFSC 3A1XX. SNCOs assigned in AFSC 3A1XX. Airmen assigned in AFSC 3D0XX. NCOs assigned in AFSC 3D0XX. Airmen assigned in AFSC 3D1XX. NCOs assigned in AFSC 3D1XX. SNCOs assigned in AFSC 3DXXX. Civilian employees in grades of GS/WS/WL/ WG-01 through 08 assigned to perform information dominance support duties that are consistent with any of those described in any of the information dominance officer and enlisted specialty career fields Award Period of Service. The award period is based on a quarterly schedule each calendar year: January 31 March; April 30 June; July 30 September; October 31 December Nomination Packages. Nominating authorities listed in paragraph 4.4 may submit one nominee per award category listed in Table 1. Adhere to the guidelines below when submitting a nomination package:

4 4 AUI NOVEMBER Nomination packages consist of the latest version of AF Form 1206, Nomination for Award. Do not exceed six (6) lines (without headers); explain acronyms in alphabetical order. See Attachment 4 for a sample AF Form Submit all nominations individually as Adobe Acrobat (.pdf) files. Nominations not meeting the prescribed criteria will be accepted at the discretion of AU/A6 CEM or designated representative A nomination should paint a clear, descriptive picture of the nominee s accomplishments; it should tell the story. Use one line, accomplishment-result-impact bulleted statements when possible. Use concise, well-written statements of accomplishments and his or her impact on the unit, wing, command, Air Force, or DoD objectives, operations, or missions. Do not include classified information in the nomination packages Nominations for individuals reassigned to a different unit during the award period of service may address efforts performed in both units Nominations may address additional duties, personal development, and base and/or community involvement provided they are activities directly linked to information dominance and/or cyberspace support to the warfighter, unit, base, command, Air Force, etc., and mission accomplishment Do NOT discuss participation in fundraising activities for unit and private non-profit organizations such as booster clubs, Top 3, Air Force Sergeants Association, Armed Force Communications and Electronics Association, and the like in any individual, team, or unit nominations Nomination Due Dates and Nominating Authorities. Nomination packages from nominating authorities are due to AU/A6 workflow box by established suspense dates outlined each year by AU/A6. Each respective organization may submit one nomination for each of the award categories Nominating authorities for the AU Information Dominance Quarterly Award are the following: All units, schools, and centers physically located at Maxwell AFB or Gunter Annex AL AFLCMC Detachment 5 and 26th Network Operations Squadron personnel physically located at Gunter Annex AL may participate in this award program Reserve Officer Training Corps (ROTC) regions (Northwest, Northeast, Southeast, and Southwest) are nominating officials for Air Force personnel permanently assigned and/or attached to ROTC detachments. Each region can also submit one nomination for each of the award categories through the Holm Center Air Force Institute of Technology, located at Wright-Patterson AFB OH, may also submit one nomination for each of the award categories.

5 AUI NOVEMBER Selection Panels, Process, and Board Rules of Engagement. AU/A6 CEM administers the AU Information Dominance Quarterly Awards board Members assigned to the organizations outlined in paragraph 4.4. are eligible to serve as board members. A minimum of four members constitute a board Board presidents for AFSC specific individual awards will be as outlined in paragraph unless a designated representative from AU/A6 or other organization is identified. Board presidents for the civilian board will be chaired by a civilian employee or designated representative. Board presidents will ensure board members score nominees based upon the guidelines in Attachment 2 and will themselves adhere to Attachment 3 while administering the duties of their position. Board members will use AU Form 4, Air University Board Information Dominance Board Member Score Sheet, to document their scores for nominees. Board presidents will use AU Form 5, Air University Board Information Dominance Board President Score Sheet, to determine the winner of their respective board Board members should not be in the direct rating chain of any nominee (rater or rater s rater) for any board conducted under this awards program Board composition will be made up of: CGO: One Lt Col or Major, and two Lt Cols or Majors Airman: One MSgt or TSgt, and two TSgts or SSgts NCO: One SMSgt or MSgt, and two SMSgts or MSgts SNCO: One CMSgt or SMSgt, and two CMSgts or SMSgts Civilian: One GS-09 through 14, and two GS-09s through GS-14s Board composition can be adjusted at the discretion of AU/A6 CEM or designated alternate Presenting Awards. AU/A6 CIO announces award recipients by message. Award elements will presented or mailed to the recipient s unit commander/director for presentation. STEVEN L. 8 8 AUI NOVEMBER 2017 Attachment 3 BOARD PRESIDENT S GUIDE A3.1. The purpose of this guide is to assist board presidents in providing effective award boards. Board presidents should: A Know the ranks, names, and units of selected board members. A Ensure nominees ranks and names are written on the score sheets that are provided in each board package. A Ensure each board member: A Focuses on the information listed on the AF Form 1206, Nomination for Award, and scores each package accordingly, using the guidelines in Attachment 2. A Recognizes that the quantity of information provided on the AF Form 1206 should not be the determining factor for selection of an award. A Remembers that the quality of information provided on the AF Form 1206, for the period being considered, is the most significant discriminator and of extreme importance. A Understands that in order to be fair and consistent in scoring, he or she MUST set aside all prejudices and evaluate each package in accordance with this instruction. A Provides an honest, objective, and unbiased review/evaluation of all nominations. A Ensure all board members score each nominee or package and provide you with their score sheets in order to consolidate/record their scores on the Board President Master Score Sheet. A Upon completion of the entire evaluation process, remind the board members not to discuss their scores until after the winners are announced by AU/A6 CIO. A Thank each board member for his or her participation and efforts in recognizing our outstanding information dominance and cyberspace operations professionals.
