To the extent its directions are inconsistent with other Air Force publications, the information herein prevails, in accordance with AFI , Publications and Forms Management. This Memorandum becomes void after one-year has elapsed from the date of this Memorandum, or upon publication of an Interim Change or rewrite of the affected publication, whichever is earlier. 2 AFI _AFGM ATTACHMENT Guidance Changes Logistics plans is a small career field therefore logistics plans personnel should only be used to accomplish the core functions identified in paragraph 1.3. Note: Logistics plans personnel will not be appointed or used as unit deployment managers per AFI , Deployment Planning and Execution Should rotate personnel within the duty sections every 12 months. Exception: Every months for air reserve components Enlisted Development Team Process All applicable Senior Master Sergeants, Master Sergeants, and Master Sergeant (selects) will complete and provide the vector worksheet to the installation functional manager The installation functional manager will: Review submission to ensure all documents are correct Provide a vectoring recommendation to the submitter Forward the completed vectoring form package to the major command logistics plan s functional manager, if assigned. Note: For major commands with no functional manager, forward completed forms to the Air Force Installation Mission Support Center functional manager Major command functional managers will: Compile and submit completed form to the enlisted development team Make a recommendation on the vector form Provide feedback to the installation functional manager and member, as appropriate For major commands with no functional manager, the Air Force Installation Mission Support Center functional manager will take on this role The logistics plans Air Force career field manager will: Ensure the enlisted development team review board process is conducted per the enlisted development team charter Disseminate results to the applicable airmen The enlisted development team charter is located on the AF/A4LX Air Force career field manager share point site: Acts as the Headquarters Air Force logistics detail manager per AFI Component-Major Commands and Component-Numbered Air Forces will provide logistics plans support and/or personnel to the Air Force Forces to support combatant commander requirements, while considering some required support may be obtained through reach back per AFI , AFFOR Staff Operations, Readiness, and Structures.

3 AFI _AFGM MAJCOM/Director of Readiness (MAJCOM/A4R). The MAJCOM/A4R, in coordination with Air Force Installation Mission Support Center functional manager, coordinates higher headquarters, supplemental, and staff inputs for logistics plan s directives, policies, and procedures per AFI , Publications and Forms Management. Note: Includes inputs from major command gained air reserve components units Major Command Functional Manager. The major command functional manager will: Provide Air Force Installation Mission Support Center functional manager and Air Force Personnel Center assignment managers with major command specific recommendations relating to priorities and placement of logistics plans (2G0X1) personnel within their respective major command Collect and comment on all vectoring forms submitted by the installation functional manager, as appropriate Forward vectoring forms to the logistics plans Air Force career field manager or designated enlisted development team board lead Act as Component-Major Command or Component-Numbered Air Force liaison with the logistics plans Air Force career field manager and Air Force Installation Management Support Center functional manager cell Disseminates Air Force and career field policies and program requirements affecting major command logistics plans personnel The major command functional area manager manages unit type codes and operation s planning and execution related activities per AFI Air Force Installation Mission Support Center Logistics Plans functional manager cell will: Be responsible for logistics plans education, training activities, and personnel issues such as surplus personnel, shortages, skill or grade mismatches for base level units Manage the logistics plans career field Act as the liaison with the logistics plans Air Force career field manager Manage the logistics plans training Coordinate logistics plans personnel actions with the Air Force Personnel Center Prioritize allocated and assigned logistics plans personnel requirements Provide functional and subject matter expertise to Air Education and Training Command training managers Disseminate Air Force and career field policies and program requirements Installation Functional Manager The installation s senior ranking logistics plans (2G0X1) non-commissioned officer will be the installation functional manager for all installation logistics plans (2G0X1) personnel and reports directly to the Air Force Installation Mission Support Center functional manager on manpower and personnel issues. (T-3). Note: For installations that host a Component-Major

4 AFI _AFGM Command or Component-Numbered Air Force, the installation functional manager may be assigned to the higher headquarters. Exception: Not applicable to air reserve component units Monitors the logistics plans manning levels to ensure authorized and assigned strength is sufficient to meet mission requirements. (T-2) Through the Force Support Squadron or central civilian personnel offices, ensures equitable distribution of available logistics planners among all users. Note: The Mission Support Group Commander (or equivalent) is the final authority for installation logistics plans personnel assignments. (T-2) Through the major command functional manager, informs the Air Force Installation Mission Support Center functional manager of unprojected losses, humanitarian reassignments, retirements, separations, etc. (T-1) If possible, establishes an installation-wide logistics plans (2G0X1) cross training and recruitment program to include interviewing cross training candidates for suitability In conjunction with the installation and unit training manager, develops a logistics plans (2G0X1) training plan for all logistics plans (2G0X1) personnel assigned to the installation per AFI Where possible, rotates logistics plans (2G0X1) personnel among multiple units located on a single installation is recommended For installations with multiple levels of command and/or tenant units, ensures rotation and training plans are coordinated and approved by all affected major command functional managers. Note: All personnel rotations between major commands will be coordinated with the Air Force Installation Mission Support Center functional manager. (T-1) Keeps major command functional managers and major command functional area managers in the information chain for all logistics plans (2G0X1) manpower, personnel, and technical development matters effecting logistics plans (2G0X1) personnel. It provides guidance and procedures related to the professional development of Logistics Plans (2G0X1) personnel. It also gives guidance for the use of personnel within the Logistics Plans career field. It specifically applies to all Logistics Plans offices and in general to related logistics functions including the Air Force Reserve and Air National Guard (ANG), except where noted otherwise. This Air Force Instruction (AFI) may be supplemented at any level, but all supplements that directly implement this publication must be routed to HQ USAF/A4LX/Logistics Operations, Plans, and Programs Division, for coordination prior to certification and approval. Refer recommended changes and questions about this publication to the Office of Primary Responsibility (OPR) using the AF Form 847, Recommendation for Change of Publication; route AF Forms 847 from the field through the appropriate functional chain of command. The authorities to waive wing/unit level requirements in this publication are identified with a Tier ( T-0, T-1, T-2, T-3 ) number following the compliance statement. This rewrite of AFI includes: (1) new AFI waiver authority and tiering levels, (2) revises career field education and training plan (CFETP) requirements; (3) deletes organizational roles and responsibilities, and (4) adds key leadership and developmental position guidance.

7 AFI MARCH Section 1A Overview Chapter 1 GENERAL INFORMATION 1.1. Overview. This instruction addresses logistics plans functional area core functions, personnel management, career progression, and personnel training Classification Policy. AFI , Classifying Military Personnel (Officer and Enlisted), provides general enlisted career field data. For specific technical information, refer to the appropriate AF, Department of Defense (DoD), and Joint Chiefs of Staff (JCS) publications Functional Area Core Functions Adaptive planning for crisis action and contingency plans IAW AFI , Air Force Operations Planning and Execution, and AFMAN O-O, Support to Adaptive Planning Deployment planning and execution to include Reception, Staging, Onward Movement and Integration (RSO&I) actions IAW AFI , Deployment Planning and Execution Base Support and Expeditionary (BaS&E) Site Planning IAW AFI , Base Support and Expeditionary (BaS&E) Site Planning War Reserve Materiel (WRM) IAW AFI , Air Force War Reserve Materiel (WRM) Policies and Guidance Inter-Service and Intra-/Inter Agency support agreements IAW AFI , Intra- Service, Intra-Agency, and Inter-Agency Support Agreements Procedures Acquisition and Cross Servicing Agreements IAW AFI , Acquisition and Cross-Servicing Agreements Manpower Utilization The Logistics Plans Air Force Manpower Standard (21D100) authorizes logistics plans manpower based on tasks described in a process oriented description for combat or non-combat wing LRS/Plans and Integration Sections Logistics plans is a small career field therefore logistics plans personnel should only be used to accomplish the core functions identified in paragraph 1.3. Note: Logistics plans personnel will not be appointed unit deployment managers (UDMs) IAW AFI , Deployment Planning and Execution. (T-1) Supervisors Assess new logistics plans personnel s competency levels upon arrival and assignment to their organization. (T-1) Re-certify new logistics planners (E-6 and below) within 120 days, if the member has not been assigned to their new duty position within the last two years (i.e. Support Agreements (SA), WRM, Deployment Planning and Execution). (T-1).

8 4 AFI MARCH Rotate personnel within the duty sections every 12 months. Exception: Every months for AFRC. (T-2) Not required for short tour duty assignments (12 months or less). (T-1) Not required for organizations with two or less personnel assigned. (T-1). Section 1B Training Logistics Plans Formal Training and Education Career Progression. Enlisted logistics plan s training is based upon the CFETP identifies logistics plans personnel s life-cycle education and training requirements. Note: The CFETP is available from on the Training Business Area (TBA). The CFETP consists of two parts: CFETP Part I, General Information Part I, Section A, General Information, explains how to use the CFETP Part I, Section B, Career Progression and Information, identifies career field progression information, duties, responsibilities, training strategies, and career field paths Part I, Section C, Skill Level Training Requirements, identifies skill level by qualification standards (knowledge, education, and training) Part I, Section D, Resource Constraints, identifies resource constraints CFETP Part II, Specialty Training Standards (STS), identifies the STS and includes duties, tasks, and technical references to support logistics plan s in-residence (3 level) and correspondence (5/7 level) training courses Career Progression. The following section provides a brief overview of a logistics planner s career progression. Career progression is dependent upon on-the-job training (OJT), professional military education (PME), and member s military rank. Refer to the Logistics Plans CFETP (2G0X1) for additional information Apprentice (3) Level. The apprentice skill level, Air Force Specialty Code (AFSC) 2G031, is awarded to airmen upon completion of the Logistics Plans Apprentice Course Journeyman (5) Level. The journeyman skill level, AFSC 2G051, is awarded to Airmen upon completion of 12 months of OJT, the Logistics Plans Journeyman (2G051) CDC, and appropriate PME Craftsman (7) Level. The craftsman skill level, AFSC 2G071, is awarded upon completion of 12 months of OJT and completion of the Logistics Plans Craftsman (2G071) CDC and appropriate PME Superintendent (9) Level. The superintendent skill level, AFSC 2G091, is awarded upon promotion to Senior Master Sergeant (E-8) and completion of appropriate PME. Note: See the Air Force Enlisted Classification Directory for additional information Chief Enlisted Manager (CEM). The CEM skill level, AFSC 2G000, is awarded upon promotion to Chief Master Sergeant (E9) and completion of appropriate PME.

9 AFI MARCH Key Leadership and Developmental Positions. Highly qualified members are selected for and/or vectored to high priority, key leadership and developmental positions through a board review of their Enlisted Development Plan (EDP), Record of Performance (ROP s), and Single Unit Retrieval Format (SURF) IAW AFI Special Training. Logistics plans personnel may be required to complete special training based on current and projected duty assignments Logistics Module (LOGMOD) Deliberate and Crisis Action Planning and Execution Segments (DCAPES) Course(s) Contingency Wartime Planner s Course Expeditionary Site Survey Process (Web-Based Training) WRM (Web-Based Training) Installation Deployment Officer Course Joint Operation Planning and Execution System course(s) Acquisition and Cross-Servicing Agreement (ACSA) training course(s). Note: ACSA descriptions and reporting instructions are available at joint training online ( ACSA Overview course ACSA Global Tracking and Reporting System (AGATRS) Essentials course AF Institute of Technology (AFIT). AFIT offers a variety of logistics related courses. The courses listed below are suggested for logistics planners. Note: Pre-requisites (rank/grade) may apply Fundamentals of Logistics (LOG 099) Introduction to Logistics (AF) (LOG 199) Combat Logistics (LOG 299) Strategic Logistics Management (LOG 399) Civilian Training. Civilian logisticians should receive training and education commensurate with their grade and duty assignment. At a minimum this should include the basic Logistics Plans Specialist Course. Section 1C Personnel Recruitment Enlisted Personnel Recruiting. The 2G0X1 career field is a direct accession and cross training career field. Logistics plans personnel should actively recruit and conduct interviews of prospective cross-trainees.

Section 2B Intermediate Headquarters 2.5. Major Commands (MAJCOMs)/Direct Reporting Units (DRUs)/Field Operating Agencies (FOAs)/Commanders Validates, prioritizes, and advocates for direct mission-driven requirements in support of I&MS governance processes Performs Lead MAJCOM responsibilities as identified in Air Force Policy Directive (AFPD) 10-9, Lead Command Designation and Responsibilities for Weapons Systems Works closely with the AFIMSC to improve realigned I&MS tasks and functions particularly in the execution of limited resources through requirements identification, enterprise asset visibility, and integrated planning Monitors compliance with standard levels of service at installations IAW Air Force Common Output Level Standards (AF COLS) or Joint Base Common Output Level Standards (JB COLS), as appropriate, and Air Force Strategic Guidance MAJCOM/Director of Logistics (MAJCOM/A4). The MAJCOM/A4, through the Logistics Readiness Division (MAJCOM/A4R) implements policies, procedures, and concepts relating to logistics plan s support of assigned and programmed forces MAJCOM/Director of Readiness (MAJCOM/A4R). The MAJCOM/A4R, in coordination with HQ AFIMSC and/or their respective AFIMSC Detachment, coordinates higher headquarters, supplemental, and staff inputs for logistics plan s directives, policies, and procedures IAW AFI , Publications and Forms Management. Note: Includes inputs from MAJCOM gained Air Reserve Components (ARC) units Major Command/Component Major Commands/Component Numbered Air Forces (MAJCOM/C-MAJCOMs/C-NAFs). The C-MAJCOM/C-NAF/A4 provides logistics plans support/personnel to the Air Force Forces (AFFOR) to support Combatant Commander (CCDR) requirements, while considering some required support may be obtained through reach back IAW AFI , AFFOR Staff Operations, Readiness, and Structures.

12 8 AFI MARCH 2016 Section 2C Specific MAJCOM Roles and Responsibilities Air Force Materiel Command (AFMC). AFMC, through the AFMC, Director of Logistics (AFMC/A4), develops and implements Command transportation, vehicle management, supply, fuels, logistics planning, aircraft maintenance, and munitions policy Air Force Sustainment Center (AFSC). The AFSC, through the 635 Supply Chain Operations Wing (SCOW), manages WRM IAW AFI and other applicable AF instructions Air Force Installation Mission Support Center (AFIMSC). The AFIMSC manages and oversees I&MS related CS core function lead processes, planning, programming, budgeting, and execution processes and deliverables for I&MS and logistics plans capabilities The following organizations are subordinate organizations aligned under the AFIMSC: Air Force Civil Engineer Center (AFCEC) Air Force Security Forces Center (AFSFC) Air Force Installation Contracting Agency (AFICA) Air Force Financial Services Center (AFFSC) Financial Management Center of Expertise (AFIMSC OL-0FM1) Air Force Services Activity Aligns I&MS workload, resources, and responsibilities into a single intermediate-level organization focused on providing responsive support to commanders using a transparent governance system and consistent, standardized logistics plans business processes AFIMSC Detachment Be responsible for logistics plans education and training activities, resolving personnel issues such as surplus personnel, shortages, skill or grade mismatches for base level units Logistics plans MAJCOM Functional Managers (MFM): Manages the logistics plans career field Acts as the liaison with the logistics plans AFCFM Manages the logistics plans training Disseminates Air Force and career field policies and program requirements affecting logistics plans personnel Coordinates logistics plans personnel actions with the Air Force Personnel Center Prioritizes allocated and assigned logistics plans personnel requirements.

13 AFI MARCH Provides functional and subject matter expertise to Air Education and Training Command training managers to develop new or modify/improve existing logistics plans training programs Air Combat Command (ACC). ACC is the AF Force Coordinator for conventional forces IAW AFI Air Mobility Command (AMC) Acts as the AF Force Coordinator for mobility forces IAW AFI Provides logistics plans related training through the Expeditionary Center training curriculum Air Force Special Operations Command (AFSOC). AFSOC is the AF Force Coordinator for special operations forces IAW AFI Air Education and Training Command (AETC). AETC provides basic military and technical training, graduate and professional continuing education, and professional military education.

14 10 AFI MARCH 2016 Chapter 3 INSTALLATION LEVEL ROLES AND RESPONSIBILITIES 3.1. Installation Commander Exercises authority over the installation in order to execute the mission, lead people, and manage resources IAW AFI 1-2, Commander s Responsibilities Appoints an installation Support Agreement Manager (primary and/or alternate) from the LRS/Deployment and Distribution Flight to manage the installation s SA program IAW AFI Appoints an installation site manager (SM) to manage the installation s BaS&E program IAW AFI Note: The SM is assigned to the Logistics Readiness Squadron (LRS) Plans and Integration or equivalent organization Appoints an installation deployment officer (IDO) IAW AFI and AFI , Air Force Organization Mission Support Group/CC (MSG/CC) or equivalent Acts as the WRM Program Manager (WRMPM) IAW AFI Appoints a WRM Officer and Non-Commissioned Officer to manage the installation s WRM program IAW AFI LRS/Commander (CC). Appoints a Logistics Planner to the QA section as an augmentee only. (T-1) The LRS/Plans and Integration Section Oversees installation level adaptive planning and execution activities related to OPLANs, contingency plans (CONPLANs), contingency, programming plan (PPlan), and exercise plans IAW AFI and AFMAN O Manages the installation s deployment planning and execution IAW AFI Through the installation site manager (SM), manages BaS&E and Base Support Planning activities IAW AFI Manages the installation s WRM program IAW AFI Manages Intra-Service, Intra-Agency and Inter-Agency Support Agreements IAW AFI Manages the installation s ACSA program IAW AFI Acts as the installation s LOGMOD and BaS&E OPR Logistics plans personnel assigned to the LRS/Plans and Integration Section will not: Be assigned additional duties that interfere with their contingency, wartime duties such as manning the Deployment Control Center. (T-1) Be appointed unit deployment managers (UDMs) IAW AFI and this instruction. (T-1).

The senior ranking logistics planner (2G0X1) at the host base LRS/Plans and Integration Office is the IFM for all 2G0X1 base personnel and reports directly to the MFM on manpower and technical development matters effecting 2G0X1 personnel. Exception: Not applicable for ARC units Monitors the logistics plans manning levels to ensure authorized and assigned strength is sufficient to meet mission requirements. (T-1) Manages, through coordination with the FSS, or central civilian personnel offices, equitable distribution of available logistics planners among all users. Note: The Mission Support Group Commander (or equivalent) is the final authority for installation logistics plans personnel assignments. (T-1) Informs the AFIMSC Detachment MAJCOM Functional Manager of unprojected losses i.e. humanitarian reassignments, retirements, separations, etc. (T-1) Establishes an installation-wide 2G0X1 cross training and recruitment program to include interviewing cross training candidates for suitability, if possible. (T-1) In conjunction with the installation/unit training manager, develops a 2G0X1 training plan for all 2G0X1 personnel assigned to the installation.
