4 4 PART ONE GENERAL GUIDANCE FOR STUDY REFERENCES This EPRRC identifies the available enlisted promotion tests and associated study references for Airmen preparing for promotion and provides TCOs guidance to administer promotion tests. 1. Use of the EPRRC: a. Part One should be read by all promotion eligible examinees, WAPS monitors, and TCOs. It provides general information that may be of use when Airmen are planning for promotion testing. b. Part Two should be read by all promotion-eligible examinees, WAPS monitors, and TCOs. It provides a list of each enlisted promotion test developed and the materials used to develop the test. (1) The study references are listed in numerical sequence by Air Force Personnel Test (AFPT) number for each SKT. Each set of study references is listed for each AFPT. Part Two, section I, lists the PFE and USAFSE study reference for promotion testing for SSgt through CMSgt; Part Two, section II, lists all SKT tests and study references for promotion testing to SSgt, TSgt, and MSgt. (2) CDC study references are listed by volume with edit codes. If these publications are superseded, continue to use the Edition listed in this EPRRC and available at eworld. (3) For all other study references consider amendments, revisions, and changes a part of the basic reference. If these publications are superseded or replaced, use the most current dated publication as the study reference unless the EPRRC indicates otherwise. NOTE: If an examinee believes a test question is no longer valid due to a reference change / revision, he or she should answer the question to the best of his or her knowledge and then submit an AFPT 230, AFPT Query, immediately upon completion of testing through the TCO. Query instructions are printed on the form and discussed in AFI c. Part Three is primarily used by TCOs. It provides information on test booklet management, general test administration, and special instructions. 2. Testing cycles included in this EPRRC: This Edition lists study references for the following promotion cycles and test administration periods: a. 17E8 promotion to Senior Master Sergeant (SMSgt); testing window 1 to 14 December 2016 b. 17E7 promotion to Master Sergeant (MSgt); testing window 1 February to 31 March 2017 c. 17E6 promotion to Technical Sergeant (TSgt); testing window 1 February to 31 March 2017 d. 17E5 promotion to Staff Sergeant (SSgt); testing window 1 May to 15 Jun 2017 e. 17E9 promotion to Chief Master Sergeant (CMSgt); testing window 11 to 15 September 2017 Return to table of contents

5 3. Study Guidance for Enlisted Promotion Tests: 5 a. The PFE and USAFSE are based solely on the applicable study guides derived from AFH 1, Airman. Examination content and importance are determined by Attachment 1, Military Knowledge and Testing System (MKTS) Chart of each applicable study guide for promotion. HQ AETC PACE is the OPR for AFH 1 and the applicable study guides. b. The SKT is designed to sample an Airman s knowledge of his or her entire Air Force specialty and not a specific job. The SKTs sample career field-wide knowledge areas most appropriate for promotion. Questions are drawn from the references listed in this catalog. (1) Unclassified CDCs are made available to eligible Airmen from the Air Force Career Development Academy (AFCDA) through the electronic WAPS Online Reference Library Database (eworld) (2) Classified CDCs, when required, must be obtained from the appropriate functional area. (a) The 1A851, 1A852, 1N251, and 1N451X CDCs are available at the 316 TRS JWICs website; (b) The 1N151 CDCs are available on SIPRNET. (c) For the 1B451 CDCs, members should contact their unit training manager who will in turn acquire the materials from the 333 rd TRS CDC writer. (3) Other listed study references should be available in the work area. AFI , Air Force Military Personnel Testing System, outlines Airmen s responsibilities. c. Reference libraries must be established for non-cdc study materials at base, unit, or functional level. The unit WAPS monitor must ensure these materials, which may consist of AFIs, AFMANs, TOs (not available online), or commercial publications, are available on a 2:7 ratio. Airmen may ask their unit WAPS monitor to order any study reference that is not available locally or electronically. Unit WAPS monitors only need to establish these libraries if there is a requirement to maintain them based on the eligible population within their unit needing or utilizing non-cdc references. 4. Procurement of Non-Air Force Documents for Study in Preparation for SKT Testing: a. The STS, found in the Career Field Education and Training Plan (CFETP), provides the procurement source for non-air Force publications. Refer to AFI for steps to take if study reference material cannot be obtained to support preparation for testing. Airmen are responsible for obtaining these references by contacting their unit WAPS monitor. b. Commercial technical reference books should be ordered in accordance with AFI , Air Force Libraries. c. Commercial medical reference books are ordered from the medical library using medical treatment facility funds. 5. Test Compromise: Any unauthorized discussion, disclosure, or possession of Controlled Test Material (CTM) information is a compromise of test material and a violation of directives and is punishable under Article 92, Uniform Code of Military Justice. AFI further discusses compromise of test material.

54 54 PART THREE ANNUAL TESTING REQUIREMENTS The Annual Testing Requirements contains section I General Information and section II Special Instructions for Test Administration. Refer to Air Force Instruction (AFI) , Air Force Military Personnel Testing System, Test Control Officer (TCO) Guide, and Air Force Personnel Test (AFPT) 250, Instructions for Administering Air Force Promotion Tests, for procedures concerning the administration, processing, and storing/handling of Air Force Promotion Tests. SECTION I: GENERAL INFORMATION 1. Promotion Test Administration. TCOs/TEs should administer promotion tests according to the guidance listed in the most recent Edition of AFPT 250. Examiners must not deviate from any of the instructions including changing the return time for the second test. Once the initial start time has been established, the stop time and return time should not be changed barring any emergencies or test interruptions. POC is HQ AFPC Testing office, DSN , or afpc.testing@us.af.mil. a. SKTs and PFEs. Normally, an SKT and a PFE will be administered to each examinee under WAPS. Some specialties have no SKT; only the PFE will be administered. In addition, most reporting identifier (RI) and special duty identifier (SDI) personnel will not be administered an SKT. b. Test Administration Windows. Promotion year 2017 tests will be administered to the majority of eligible active-duty Airmen as follows: (1) Promotion to SMSgt (MSgt examinees) 1 through 14 Dec 16 (2) Promotion to MSgt and TSgt (TSgt/SSgt examinees) 1 Feb through 31 Mar 17 (3) Promotion to SSgt (SrA examinees) 1 May through 15 Jun 17 (4) Promotion to CMSgt (SMSgt examinees) 11 through 15 Sep 17 c. WIRE is a tool to provide enlisted promotions and testing officials access to periodic snapshots of data on the promotion file. WIRE provides the SURF-like display of individual records (one person at a time). WIRE has several other listings to help manage testing cycles. For example, lists can be viewed of non-weighable (missing tests), data error, eligible, select, nonselect, and ineligible for active cycles. The application is normally refreshed twice a week. However, there are periods during which updates to the WIRE database are not accomplished. These periods include time between initial / supplemental select runs and releases, as well as times when SNCO evaluation boards are in session. The date of the latest refresh is reflected in the application. WIRE is housed inside the AFPC Retrieval Applications Web (RAW) site where it is protected from unauthorized access. It is essential to use WIRE to minimize potential faulty test administrations. For assistance in establishing a WIRE account, please contact HQ AFPC/DPSOE Systems, DSN Ordering Tests. Only appointed TCO/TEs may submit promotion test booklet orders. E5, E6, and E7 booklets orders are processed using the online ordering system located at the AAD website. E8 and E9 initial booklet orders are processed via and reorders are processed using the online ordering system. If you encounter difficulties contact AADA for assistance and guidance. Reorders will be processed as soon as possible. Please note, booklets are only shipped Monday through Thursday (Wednesday for overseas) to allow for next day/express delivery. 4. Shipment of Materials a. Receipt of Shipment. Upon receipt of test booklet shipments, TCOs must store boxes in an approved security container, inventory boxes within 3 duty days of receipt, and scan booklets into the online inventory within 5 duty days of receipt. Failure to comply with these suspense s may lead to TCO account restriction. Account restriction bars the TCO from placing any further test booklet orders until the discrepancy is resolved. b. Shipment Discrepancies. TCOs must inventory their promotion test booklet orders NLT 3 duty days from the day of receipt. Report all shipment discrepancies within 24 hours of discovery to AAD at afoms.tea@us.af.mil. Discrepancies to report include, but are not limited to: duplicate serial numbers on test booklets, test booklets with the wrong cover stock, unreadable or missing pages, incorrectly prepared shipping documents, shipment of test booklets not requested, and any other errors in test booklet shipments not consistent with shipping procedures established in AFI Test Materials Inventory (TMI). Conduct the annual TMI of all SKTs, PFEs, and USAFSEs IAW AFI during the month of July and ensure the online inventory is updated NLT 15 August. Failure to complete and document the TMI in a timely manner may result in account suspension. 6. Destruction of Obsolete Tests. Each year, we have instances in which examinees take obsolete AFPTs because these AFPTs were not destroyed in a timely manner and consequently remained in a safe with current AFPTs. These situations are much more than an inconvenience to the examinees; they delay promotion

56 56 consideration and seriously damage the credibility of the testing community. TCOs/TEs should take the following steps to prevent administration of obsolete tests: a. Destroy the majority of promotion test booklets as soon as possible after the end of the primary administration window. See paragraph 1.b above. b. Retain only those booklets needed to accommodate out-of-cycle testing. c. Physically separate old booklets from new booklets in the safe when new booklets are received before the old booklets have been destroyed. d. Destroy any remaining test booklets as soon after the test expiration date (day after next cycle Promotion Eligibility Cut-off Date (PECD)) as possible, but no more than 30-days after expiration. (1) E9 cycle PECD 31 Jul; destroy NLT 31 Aug (2) E8 cycle PECD 30 Sep; destroy NLT 31 Oct (3) E7 cycle PECD 30 Nov; destroy NLT 1 Jan (PFEs only, destroy SKTs based on E6 date) (4) E6 cycle PECD 31 Jan; destroy NLT 1 Mar (5) E5 cycle PECD 31 Mar; destroy NLT 30 Apr e. Tests expire at midnight on the applicable PECD. Never administer an obsolete test. To assist in preventing the administration of obsolete tests, the date the test becomes obsolete is indicated on the front cover of each test booklet. TCO/TE Database. a. Appointment Letters. AFPC/DPSOE Testing is the OPR for TCO/TE management. It is extremely important to keep your TCO/TE appointments up-to-date. Appointment letters must include TCO account number(s), name and grade, address, DSN telephone numbers, security clearance, unit mailing address, and FedEx address of newly appointed TCOs/TEs. Please use the letter format (Attachment #1) and forward any changes via afpc.testing@us.af.mil as soon as possible. Newly appointed TCOs may not place orders for test booklets until AFPC/DPSOE Testing and AADA have a signed copy of the appointment letter. Failure to maintain and provide a current and accurate appointment letter is grounds for account restriction. b. Addresses. It is important to keep AFPC Testing and AAD informed of all updates or changes for officially appointed TCOs/TEs so information can be provided in the most expeditious manner available. New addresses may either be annotated on the appointment letter or ed directly to afpc.testing@us.af.mil.

57 57 SECTION II SPECIAL INSTRUCTIONS 1. Special Equipment/Materials. This section defines the notes listed in Part 2, sections IIA and IIB of this document. Each test that requires special equipment/materials will be identified by a stop sign symbol containing the words SPECIAL INSTRUCTIONS on the front cover of the applicable test booklet. Since the TCO or TE is required to provide all materials to examinees before examinees take the test, the TCO or TE should very carefully review the following pages to ensure all applicable equipment/materials are available for testing. An examinee will not provide his or her own special equipment/materials when taking the test. a. (Note 1) Electronic Hand-Held Calculator. (1) Special Instructions for Examinees (a) Examinees should familiarize themselves with the operation of the calculator before test administration begins. (b) Examinees should immediately report any malfunction and obtain a replacement from the test examiner. (2) Special Test Administration Instructions for Test Examiners (a) Before beginning testing, ensure a sufficient number of calculators (including spares) will be available and operable. Ensure batteries are working and that spare batteries are available. Use calculators with the following functions: display, add, subtract, multiply, divide, and square root. Basic plus/minus memory is authorized. Do not use programmable or scientific calculators. Calculators such as the Texas Instruments Model 1706SV, Casio Model HS-10, and Sharp Elsi-Mate Model EL-233G meet these requirements. Refer questions about procurement of calculators or deviations from established procedures to HQ AFPC/DPSOE Testing. (b) When examinees sign in, issue calculators and instruct examinees to familiarize themselves with the operation of the calculator. Before test administration begins, ensure each examinee has checked the calculator. Examinees should be instructed to immediately report any malfunction and be provided a replacement calculator by the test examiner. Under no circumstances will an examinee be allowed to use a personal calculator. (c) Upon completion of testing, collect all calculators and ensure the plus/minus memory are cleared, if so equipped. b. (Note 2) Scratch Paper. Each examinee is allowed additional sheets of scratch paper as listed in the test booklet. The TCO must account for all sheets issued. After the examinees complete the examination, collect the paper and destroy as (CTM) if marked. c. (Note 3) Table Space Requirements. Each examinee must be provided at least 6 square feet of table space (3 feet wide and 2 feet deep; the student chair type desk is not adequate). d. (Note 4) Coordinate scale and protractor. Each examinee must be provided a coordinate scale and protractor. After the examinees complete the examination, these instruments must be collected from examinees, examined for marks, and cleaned as necessary before reuse. TCOs retain the coordinate scale

58 and protractors from year to year. TCOs that require additional coordinate scale and protractors should contact: U.S. Cavalry 2855 Centennial Drive Radcliff Ky e. (Note 5) Ruler. Each examinee must be provided a 12- or 18-inch ruler. After the examinees complete the examination, the ruler must be collected from examinees, examined for marks, and cleaned as necessary before reuse. f. (Note 6) Map. Each examinee must be provided a map of Helotes, Texas: 1:50,000, Series V782, Sheet 6243 II, Edition 1. Maps are shipped on an 6 to 1 ratio (6 charts for every 1 booklet). Each examinee will be issued a new map. Examinees are allowed to mark the maps. After examinees complete the examination, collect the maps with the test booklets and destroy the maps immediately as CTM. g. (Note 7) Highlighter. Each examinee must be provided a yellow highlighter to use in plotting. 2. SKTs Containing Visual Aids. This paragraph defines the notes listed in Part 2, sections IIA and IIB of this document. Each test containing inserts or special illustrations will be identified by a stop sign symbol containing the words INSERTS and/or SPECIAL INSTRUCTIONS on the front cover of the applicable test booklet. After examinees complete the examination, collect the inserts and single-issue test booklets and destroy immediately as CTM. These tests will be ordered on a ratio of one test (and set of inserts if applicable) for each eligible examinee. a. (Note 8) Inserts. Each examinee taking a test with inserts will be issued a new test booklet and new insert(s). Inserts have unique barcodes based on the associated AFPT. b. (Note 9) Single Use Booklets. Each examinee taking a test with special illustrations will be issued a new test booklet. 3. Unique SDI / AFPTs. a. (Note 10) Reserved b. (Note 11) Personnel assigned to this SDI will take the PFE and the SKT in their current CAFSC. 4. Retention of Special Equipment Provided by AAD. Retain special equipment provided by AAD (coordinate scale and protractors) for use with future Editions of tests. AAD does not provide replacement items; this is a unit responsibility. New testing facilities will be provided an initial set of coordinate scale and protractors based on the testing population size. New TCOs should order items by .
