3 2018 SALE First Responder Donations Unit Account Information For many years, we have partnered with Trail s End to collect Military donations. Trail s End would deliver our donations to home and foreign Military bases. As a council, we wanted our Scouts to deliver donations so they could connect with the impact of the donation. Since we do not have a base in our council territory, we are going to redirect our donations to our local first responders. Each unit will be invited to participate on December 1st in a coordinated effort with multiple locations across the council. It is our goal to show our first responders they are very much appreciated. Individual Youth Accounts A Scout is thrifty. Learning to manage money is one of the ways the Boy Scouts prepare youth for life. Budgeting and earning money to accomplish goals through an approved council or unit project helps Scouts develop self-reliance and the skills of personal finance management. Unit fundraising designed to make Scouting affordable is a fundamental part of Scouts earning their way. Product sale fundraising is an important asset to units and their members to help provide the resources required for Scouting to succeed. Private benefit rules of the Internal Revenue Service prohibit those involved in nonprofit fundraising from receiving a substantial personal benefit for their efforts. Some practices where dollar for dollar credit is provided for the sole benefit of the person who sold product based upon amount sold could violate the private benefit prohibition. While the BSA has not endorsed Individual Scout Accounts for private benefit of individual Scouts who participate in fundraising because of the IRS rules, unit fundraising designed to make Scouting affordable is a fundamental part of Scouts earning their way. Funds raised by the unit from product sales belong to the unit. They may not be transferred to the Scout or another unit, but may be re-assigned to units sponsored by the same chartered organization, such as when a Scout moves from Cub Scouts to Boy Scouts or Boy Scouts to Venturing. The unit committee is responsible for expenditures from unit funds for the benefit of the unit. Unit funds may be used to reduce the cost of participation, including the cost of attending camp or obtaining uniforms. They may be used to provide financial assistance or awards to individual Scouts based upon their level of participation generally or in specific activities benefiting the unit, chartered organization or community, attendance, advancement and/or need. Unit funds may be used to buy equipment for the unit or for any other legitimate need of the unit.

5 SHOW AND SELL Code of Conduct Each popcorn booth will have a maximum of 4 people present at all times. That includes two adults and two Scouts. All Scouts participating at a popcorn booth, or walking a neighborhood to sell popcorn will wear their Class A/Field Uniform. It is recommended that at least one adult volunteer of the two-deep leadership also be in Class A/Field Uniform. The Scout and/or adult volunteer will not participate in the act of panhandling (i.e., directly asking for the donation of money instead of selling popcorn). There will be no more than four Scouts per shift at any given popcorn booth. All storefront popcorn booths will be setup in the area designated by the store manager. The Scouts will not ambush or crowd customers as they come in and out of the store. Scouts should stay 8-10 feet away from the door or at a distance designated by the store manager. If, by chance, two Scout units show up to the same storefront to sell popcorn, the adult volunteers will work out the issue without involving the store manager. No more than one unit per storefront. All Scouts and adult volunteers will use clean and kind language. There shall be no profanity, put -downs or verbal taunting. All Scouts will behave in a friendly manner. Punching, play fighting, throwing objects, choking, and any deliberate attempt to cause physical harm is unacceptable. The Scouts and adult volunteers will always abide by store rules when selling at a storefront business property, in addition to the other bullet points on this document. Banners All units who participate in show and sell will receive one FREE banner to attach at store locations.

8 Sports Clinics Sell $750 in popcorn and earn a Sports Clinic at Clemson or South Carolina. The clinics include a hat, activities with different sports teams, facility tours, a meet and greet with current student athletes, and admission to a game. Please note that this is a Palmetto Council prize. To register your Scout(s) who qualify, please visit to submit their names online. If Scouts sell $1,500, in addition to the clinic they will receive a commemorative football for athletes to sign. Scouts must be submitted by November 23rd no exceptions. Scholarship Program Scouts who sell at least $2,500 (online, face-to-face, or combination) in any calendar year receive 6% of their total sales invested in their own college scholarship account. Once enrolled, 6% of their sales each year will be added to their account. Scouts only have to hit the $2,500 minimum one time, and don't forget online sales count too! The Trail s End Scholarship form can be found at ALL new and returning scholarship participants must submit the scholarship enrollment form annually along with documentation for all of their sales. All forms should be submitted by November 23rd to taylor.thomas@scouting.org $10,000+ Units All units who sold $10,000 in tradition (show-n-sell AND take order) sales during the 2017 popcorn campaign will receive a $200 Amazon gift card. The purpose of the card is to help reward Scouts with additional prizes/incentives during the 2018 sale. If units sell $10,000 or more in traditional sales during the 2018 campaign, we will give them a $200 Amazon gift card at the end of this year s sale (this does not include units who received a gift card from the 2017 sale).

9 ORDERING & PAYMENT INFO Order Deadlines On or before September 6th, Show and Sell orders are due. Orders are to be placed online at Show and Sell must be ordered as full cases, no partials. All units will have their order reviewed by the Council Staff Advisor prior to final approval. Take Order orders are due by November 1st. Order the exact amount by container. Popcorn Forms Submit all popcorn orders and prize mania orders online. You can submit Sports Clinic qualifiers at The only documentation you need to submit is for Scouts who qualify for the Popcorn Scholarship (new or returning). You must submit the Trail s End scholarship form and documentation to Taylor Thomas via (taylor.thomas@socuting.org). Both the sports clinics and scholarship submissions are due by November 23rd. Payments There are two payment deadlines: October 26th and December 4th. For units selling Show and Sell, payment for all products sold by the unit is due by October 26th. This payment is based on a 30% commission. The total popcorn bill for each unit is due by December 4th. Units can make payments via check (made payable to Palmetto Council) or online via the page. Invoices can be found online in your account. You keep your commission up front. All adjustments on final commission will be made in the final payment. Any excess payment will be deposited back into your unit account.
