1 ERASMUS+ PROGRAMME Announcement of selection of students in mobility for of study a.a. 2018/2019 Department of Political Science, Sociology, Communication - communication area Notice and application online: deadline for completing the online application: 07 March pm Announcement of selection and final selection list: and ART. 1.1 OBJECTIV Erasmus Plus is the EU programme in the fields of Education, Training, Youth and Sport 2014/2020. The Erasmus+ programme for study allows university students to increase educational opportunities aimed at acquiring the necessary skills to favour their transition to the labour market. To this purpose Erasmus+ provides students with the opportunity of studying abroad totalling up to 12 months maximum per each cycle of study and 24 months in one-cycle study programmes, regardless the number of mobility periods (i.e.: 2 periods of 6 months or 3 periods of 4 months). Erasmus students will receive a grant and may attend courses and use the available structures without further registration fees (in some cases small contributions might be requested as for local students). All activities abroad (with a positive result) will be fully recognized provided they are approved by the Learning Agreement/Change Form. Full recognition of activities carried out abroad is one of the commitments undertaken by Sapienza University of Rome by approving the Erasmus Policy Statement (EPS) and the "Regulation for Student Mobility and Recognition of Study and Training Periods Abroad." (Rectoral Decree Prot. n ).

2 ART.1.2 PARTICIPATING COUNTRI During the Academic Year , students may participate in the Erasmus+ Programme for Study at universities in European Union member states and other participating countries (Programme Countries). The full list of possible destination countries is the following: - Member States of the European Union: Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden and United Kingdom. - EFTA/EEA Countries: Iceland, Liechtenstein and Norway; - EU candidate countries: Turkey and the Republic of Macedonia. ART. 1.3 MOBILITY TO SWITZERLAND Switzerland does not take part in the Erasmus+ Programme under the same terms as Programme and Partner Countries, namely it does not receive any UE financing for in-coming and out-going mobilities. To the purpose of guaranteeing existing mobility and cooperation, the Swiss Federal Council developed a transitional solution, the so-called Swiss European Mobility Programme (SEMP). Under this programme, Swiss Universities finance the mobility of all in-coming and out-going students by signing specific agreements (see Art. 3.6 Grant ). Students applying for Swiss universities are required all the requirements envisaged by this call ( see Art. 2. Requirements and Application Procedure ). ART. 2 THE REQUIREMENTS AND PROCEDUR FOR THE APPLICATION ART. 2.1 GENERAL REQUIREMENTS FOR ELIGIBILITY To be able to apply for this call: 1. The student must be enrolled at Sapienza University, in the a.a. 2017/2018, for a Bachelor, Master, Doctorate, regardless their citizenship; 2. The student must have adequate language skills (see art Language Requirements"). 3. Students must complete their enrolment at Sapienza for the Academic Year 2018/2019 by the deadlines set by the University (visit the webpage section Tasse universitarie ). 4. Students must not reside in the country where their mobility takes place. 5. Students enrolled in a first cycle Bachelor s degree, in the third year or outside the prescribed time that intend to graduate within the a.a. 2017/2018 can travel during the first year of the degree (second cycle). These students, who can apply under conditions, will have to be enrolled in a Bachelor s degree in the a.a. 2018/2019 before departure (1). 6. Erasmus students cannot graduate before the end of their period of study abroad and before the recognition of their learning activity in the Host Institution by the Academic Coordinator of the Mobility (RAM).

3 7. Students enrolled in a Doctoral, or Specialization or Master Course Programme must end their mobility by the legal duration of the Doctoral. ART. 2.2 INCOMPATIBILITI incompatibilities concern both the scholarship that the "status" of Erasmus students. Students can obtain one or more Erasmus grants for each cycle of studies (Bachelor, Master, Phd ) provided that the total period does not exceed twelve months for each cycle. This requirement does not apply to the mobility to Switzerland, regulated by the program Swiss- European Mobility Program (SEMP). Prior mobilities already funded in the same study cycle under Lifelong Learning Programme, Erasmus+, Erasmus Mundus Action 1, and Erasmus Mundus Action 2 must be included in the calculation. ART REQUIREMENTS OF FACULTY ART ACAMIC REQUIREMENTS it should be noted that for this specific notice only the following may submit an application: 1) Students enrolled in undergraduate courses ord. 270/04, even outside the prescribed time, administered by the Department of Communication and social research and who have passed exams (qualifying examination excluded) for at least 15 CFU N.B. The students enrolled in the course of international cooperation and development" can participate in this notice only if enrolled from A.A. 2013/2014 onwards; 2) Students enrolled in Master courses ord. 270/04, even outside the prescribed time, administered by the Department of Communication and social research which have passed exams (qualifying examination excluded) for at least 6 CFU N.B. students enrolled in the course of "Sciences of development and international cooperation" can participate in this notice only if enrolled from A.A. 2013/2014 onwards; 3) The students enrolled in the following research doctorates ( cycles 15/18, 16/19, 17/20): - Communication, research, innovation, -Communication - social research and marketing; 4) Students of the inter-departmental degree " biomedical scientific communication ", even if outside the prescribed time (see note "CH LUGANO 01" in a footnote to the table of available destinations). The following may not apply:

4 1) students enrolled in other Departments or in interdepartmental courses different from those mentioned above; 2) students enrolled in five-year degree courses and ord. 509/99. General Indications: - it should be noted that all credits earned up to the time of the application will be considered, acquired exclusively for exams, and recorded on Infostud system on 7th of March 2018, hours 12:00 - for Phd students the approval of the Doctorate Coordinator is required. - Mobility and the recognition of credits related to Erasmus activities must occur prior to the discussion of the dissertation and the conclusion of the course of study attended. - Students who intend to carry out research for the thesis must indicate the topic of research and the name of the Italian supervisor in their application ART LANGUAGE REQUIREMENTS Erasmus+ considers to be of fundamental importance the possession of language requirements for a successful mobility. The student must have the language level required by the host Institution, unless otherwise specified by the Institution itself. For this purpose the candidate musts: - have linguistic level requested by the host Institution shown in the list of destinations, unless different provisions on host Institution s application form; - check on the website of the host Institution if there are further s or obligations in relation to the linguistic requirements; moreover, students who win must also: - submit the official certificate (e.g. IELTS, LF, PLE etc.) attesting to the linguistic knowledge before the mobility, if the host Institution requires this as mandatory, penalty the non-eligibility to mobility; - all students will be required to undergo the tests of linguistic competence referred to in art If the host Institution requires a non-official language certification (e.g. IELTS, LF, PLE etc.), the Department will release a language certification of the required level, subject to the language competence test referred to in Article to article Official language certificates required by the partner, only in case of equal score, is preferable in the allocation phase. The language competence tests will take place as specified in art

5 The possession of a certificate of language does not exempt from the linguistic competence tests laid down in Article The student is still responsible for reaching the language requirement requested by the host Institution. ART. 3. GRANTS AND FINANCIAL BENEFITS ART. 3.1 GENERAL ASPECTS Grants for mobility are to be considered as a contribution to the expenses of residing abroad and require actual participation in mobility activities. To receive grants, students must sign the financial contract at their Erasmus+ office before leaving. All Erasmus+ and SEMP funding (except EU grants) are exclusively granted for admissible activity abroad, whose duration is minimum 3 months (90 days) and maximum 12 months. Erasmus+ and SEMP mobilities must take place between 01/06/2018 and 30/09/2019. Financing is subject to the activities carried out abroad (study and/or thesis, doctoral or Masters research) (see Art. 6.4 Learning Agreement ), thus students who DO NOT TAKE ANY EXAM (language basic courses are not included in the count) and/or do not certify their work for thesis or doctoral research or Masters research, are not entitled to the MIUR grant. Here below are listed the mobility grants: ART EU GRANTS The EU Erasmus+ grant 2018/2019 is differentiated on the basis of the living costs in the host country. The mobility grant, defined at national level, will amount as follows: Group 1 (Programme Countries with higher living costs): Austria, Denmark, Finland, France, Ireland, Lichtenstein, Norway, Sweden, United Kingdom 300,00 /month. Groups 2 and 3 (Programme Countries with medium living costs): Belgium, Croatia, Czech Republic, Cyprus, Germany, Greece, Iceland, Luxembourg, Netherlands, Portugal, Slovenia, Spain, Turkey; (Programme Countries with lower living costs): Bulgaria, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Romania, Slovakia, former Yugoslav Republic of Macedonia: 250,00 /month. The actual grant will be calculated on the actual days of mobility as certified by the host university in the certificate of attendance. Erasmus grants are incompatible with grants from other programmes/actions funded by the European Union. If EU funds run out or students receive other simultaneous university or EU grants, when students specifically accept it, selected candidates may receive an Erasmus-Zero-EU-Grant status that will allow them to enjoy the benefits of mobility without receiving the EU grant.

6 All Erasmus+ grants are however subject to the approval of Erasmus activities/funding, proposed by Sapienza for the Academic Year , by Indire - the National Agency for Erasmus+. ART. 3.3 MIUR AND SAPIENZA FUNDING ART MIUR The Ministry of Education, University and Research (MIUR), funds grants to support mobility under Law 170/2003 "Fund for Youth Support and Student Mobility ; the amount of the grant will be known by June Mobility students who: DO NOT TAKE ANY EXAM, except students enrolled in Doctoral(the basic language course is not included in the count) AND/OR DO NOT CERTIFY WORK ON THEIR THIS OR REARCH FOR PHD are not entitled to receive the MIUR grant (see Art. 3.1). ART SAPIENZA Mobility students will be granted the Sapienza funding on the basis of the co-funding defined by Sapienza University of Rome; the amount will be known after the university Budget for the financial year 2019 is approved. Information on grants allocated in previous academic years is available on the website in the section contributi at: ART. 3.4 ADDITIONAL FUNDING FOR DISABLED STUNTS AND/OR STUNTS WITH SPECIAL NEEDS In order to allow students a wider participation in the mobility, Indire - the National Agency for Erasmus+, allocates grants intended to support disabled students and/or students with special needs. Students must communicate their situation of disability/special need, in their application as well as in their acceptance in case they are selected for mobility. The above-mentioned selected students will receive about possible EU grant during the year via a specific note to be published at: ART. 3.5 ADDITIONAL FUNDING FOR STUNTS FROM DISADVANTAGED BACKGROUNDS Students from disadvantaged backgrounds may be allocated an additional grant, based on ISEE, financed by EU funding and complemented with Sapienza and MIUR funding. In order to apply to this grant, students must require their withholding agent (in case tax assistance is provided), or CAF, or via the INPS website ( or other qualified entities (accountant, labour consultant, etc.), the calculation of ISEE 2018 for the Right to University Study. ISEE data will be checked by Sapienza on the dedicated INPS platform and, in case no figure related to ISEE 2018 for the right to university

7 study is recorded for the student, he will not considered in the ranking for grant allocation. Detailed relating to allocation criteria will be provided during the year via a specific note to be published at: ART. 3.6 GRANTS FOR MOBILITY TO SWITZERLAND (Swiss-European Mobility Programme - SEMP) The grant for SEMP mobility periods is funded by Swiss Universities and is not known yet; for on the amount of the Swiss grant visit the website of the Swiss receiving institutions. Please note that SEMP students are not entitled to receive EU grants, including grants for special needs students and for students from disadvantaged backgrounds, whereas they are entitled to the additional Sapienza and MIUR grants (except as provided by Art. 3.3) ART. 3.7 DOCUMENT COMPLIANCE Documents concerning the mobility will be checked by International Office Erasmus Sector. In case the above-mentioned documents are not compliant, a partial or total reimbursement of awarded grants will be required. ART. 3.8 TAXATION OF THE ERASMUS + GRANT Under Article 1, paragraph 50, Law No , grants for international mobility are subject to the exemptions provided by Article 1, paragraph 3, Decree- Law No May 2003, converted with amendments into Law No July 2003, except further amendments. ART. 4. SIT AND PLAC AVAILABLE The availability of destinations and of the places available, may change depending on possible variations adopted by E.U. or national Institutions ruling the Programme or depending on the host Universities. Therefore, this list has a non-binding nature. It is recommended that students, before the application, inform themselves about the possibilities of study at the foreign locations by checking the didactic offer. The duration of mobility for the places available, could suffer reductions if the academic calendar should prove to be of shorter period. In addition, for students who have already enjoyed previous mobilities, the reduction of the period will be maximum of 12 months for each study cycle, and 24 months for the single cycle degrees, after authorisation by the destination site. Among the places listed below, the student will have to select n.3 destinations. The offer may undergo changes even after the publication of the notice, if the partner university announces that has changed the admission requirements or the seats available. The order of priority indicated on the application will be binding criterion for the allocation of places, if the candidate wins multiple locations.

8 It should be noted that it is not possible to guarantee the departure in the first semester for the sites where the deadline is in proximity of the date referred to in Article 14, "the end of the procedure of the present notice". In choosing mobility from the list, please pay attention to the language level required by the sites to be able to attend the courses selected (see art ). ISO Ins. 16 ART. 5.1 ADLIN AND PRENTATION The deadline for filling out the online application form is fixed at 7 March 2018 at (Italian time), using the form available at the link: For technical assistance, please fill in Help Desk the form, available at the link: PLEASE NOTE: For the presentation of the application and for every communication provided by the present notice the use of the institutional e- mail account is required (with because this will be the only communication channel used for the purposes of this selection, even after the expiry of the notice. After complation, each candidate will receive on the institutional address, the reports relating to the data entered. Therefore it is the responsibility of each candidate to verify the receipt of the report, check the accuracy of the data provided and the timely communication of any data /receipt errors to the Administrative Manager Erasmus Department erasmuscomunicazione@uniroma1.it ; Tel: , sent by the institutional address of the student. The candidate may opt for the departure on the next cycle (for example: those enrolled in undergraduate degree can leave during the cycle of masterly studies). In this case only destinations that accept students of level 2 (Master) will be eligible, and the candidate will be obliged to comply with the requirements of enrollment for the course of major. NOTE:for the participation in the present notice the only obligation is to conclude the application form online by 7 March 2018 at (Italian time). The good outcome of the conclusion of the candidature is attested only by the receipt by the student of the aforementioned report. ART. 5.2 DOCUMENTS TO SUBMIT to successfully complete the application, interested candidates should fill in all the fields of the form online and make sure to have uploaded the following documents to be considered as an integral part of the application itself: Failure to upload the following documents within the term referred to above, as well as if, the self-issued or declared s, are not true, penalty wil be the exclusion: 1. A photocopy of a valid identity card duly signed, penalty the exclusion from the selection; 2. Self-certification containing the name of the Italian supervisor and description of research activities, only for candidates wishing to enjoy the scholarship aimed at the drafting of the thesis. 3. Self-certification containing a description of the activities of research, only for Phd students if the candidate has an official language certification (e.g. IELTS, LF, PLE etc.), it will be possible to upload such file. The official language certificates indicated by the partner will be preferential in the allocation phase, exclusively in the case of equal scores in the final ranking list as set out in Article of the present notice.

17 ART. 6 RANKINGS ART. 6.1 FORMULATION OF RANKINGS ART EVALUATION CRITERIA For Students: a Committee - Composed of Scientific Responsible Erasmus Faculty - communication area, of Administrative Manager Erasmus Faculty - communication area and of one student of Sapienza University who guarantees the rights of students- will assess the candidates on the basis of the following criteria: 1) academic merit: points number of credits acquired divided by year (from that of registration per year currently attended) multiplied by the arithmetic mean of the marks; 2) language skills: from 1 to 1000 points evaluated with selection test referred to in art of this notice; 3) Draft studies: points evaluated with selection test referred to in art of this notice. For Phd students: the same Committee and the Coordinator of the Doctorate of reference will take into consideration only the following two criteria, as academic merit is not applicable to Phd students: 1) language skills: from 1 to 1000 points evaluated with selection test referred to in art of this notice; 2) research project: points evaluated with selection test referred to in art of this notice. CRITERIA VALID FOR ALL CANDIDAT: 1) priority is given to the candidates who insert in their study project an activity involving the recognition of credits (e.g. exams); 2) The possession of an official language certificate (e.g. IELTS, LF PLE, etc.), indicated by the partner will be preferential in the allocation phase, exclusively in the case of equal score;

18 3) In phase of allocation of mobility, in case of equal score, priority will be given to students who have never benefited of Erasmus mobility for reasons of study or Erasmus placement/traineeship. 4) If the candidate does not attend the language tests, it will be considered a forefeit and therefore, will be excluded from the ranking. ART MODALITY OF SELECTION TTS The selection tests will consist of: 1) assessment of language skills; 2) evaluation of studies or research project. The selection tests will take place according to the following timetable: Monday 19/03/2018 Spanish language in the Wolf room, via Salaria 113, first floor Tuesday 20/03/2018 English language in the Wolf room, via Salaria 113, first floor Wednesday 21/03/2018 French and German language in the Consiglio room, via Salaria 113, second floor the times of the tests will be published on this web page: 1) ASSSMENT OF LANGUAGE SKILLS tests of linguistic competence will consist in an interview and a written test. The candidate is in any case obliged to check on the website of the host Institution for additional or obligations in relation to the linguistic requirements. The candidate is still responsible for reaching the language requirement requested by the host Institution. If for the same place two linguistic competence tests are required, the candidate is obliged to undergo both, penalty the exclusion from the competition. In this case the score obtained by the candidate will be calculated with the arithmetic mean of the results of the two tests, also taking into account the language chosen for the project of studies abroad. Candidates who choose several destinations for which different languages tests are required, are obliged to take all, penalty the exclusion from the competition. ART 6.4 PUBLICATION RANKING THIRD PLACE SELECTED as a result of the sliding of the ranking of the second place selected, if places are not yet allocated, will be posted the provisional ranking for the third place selected to the following link: the final ranking, its publication, the modalities of acceptance and waiver of mobility assigned and the sliding of the ranking itself are ruled by Articles 6.2 and ART. 6.5 ASSIGNMENT the definitive allocation of Erasmus mobility is subject to: - indication on the personal page Erasmus of the semester in which the candidate intends to enjoy the mobility, and the presumed departure date, which must be compatible with the academic and didactic calendars of the host Institution; - the completion of the Learning Agreement - Signing of the financial agreement between the student and La Sapienza. The insertion in the final ranking will not automatically guarantee the mobility, since the actual assignment will also depend on educational constraints established by home and host Institution. Note: the fruition of mobility is subject to acceptance by the foreign University (e.g. academic profile, language skills) that may request additional certifications or reject the application on the basis of their own rules that are not specified in the interinstitutional agreement. ART. 6.6 RENUNCIATION OF MOBILITY AND SUCCEEDING the acceptance of mobility is a serious commitment by the candidate. Students are therefore invited to restrict renunciations, after acceptance or in the proximity of mobility, to serious and proven cases of force majeure which must be communicated by and duly justified to allow the first reserve to takeover promptly. In case of renunciation, the Erasmus Office of Department - communications area, will allocate the mobility to following students in the ranking who will be contacted via from address erasmuscomunicazione@uniroma1.it, to the institutional address of the student. The Office will invite them to give feedback within 3 working days, penalty the revocation of mobility, subject to deadlines ( for nomination and application ) and the availability of the host Institution. ART. 6.7 LEARNING AGREEMENT

24 All students who accept the assigned destination are required to fill out the official study plan (Learning Agreement - L.A.). The L.A. is a document that is prepared before departure and defines the learning activity to be carried out abroad (exams, thesis research). The L.A. must be approved by the Academic Mobility Coordinator (RAM List published at ) and signed by the student and the receiving Institution to ensure the student recognition of credits taken abroad for passing exams/thesis. Students must fill out their L.A. on their personal webpage at: The definition and subsequent approval of the Learning Agreement are mandatory to start the mobility period. ART. 7 ONLINE LINGUISTIC SUPPORT AND EU SURVEY ART. 7.1 ONLINE LINGUISTIC SUPPORT (OLS) The Erasmus+ Programme allows selected candidates to take a compulsory online test to assess language skills before and after the mobility, if the learning language during the period abroad, specified in the Learning Agreement, is one of the following: Bulgarian, Czech, Croatian, Danish, Dutch, English, Finnish, French, Hungarian, German, Greek, Polish, Portoguese, Rumanian, Slovakian, Spanish and Swedish, except students who are assigned a mobility to Switzerland. On the basis of the result in the assessment test, the student may receive a licence for an online preparatory language course. Procedures concerning the language test will be communicated directly to the student at the address provided on the application form. ART. 7.2 EU SURVEY At the end of the mobility period, participant students, expect students who are assigned a mobility to Switzerland, will be required to fill out the EU SURVEY. Information concerning the procedures to be followed will be sent directly to the address used by the student on the application form. ART. 8 RECOGNITION OF THE EXPERIENCE Under the "Rules for Student Mobility and Recognition of Study Periods and Training Abroad R.D. N , in the framework of the EU Erasmus+ Programme, Sapienza students have the opportunity to be awarded a mobility, whose results are recognized and directly transferred into their carreer. ART. 9 PROCEDURAL INFORMATION AND LOGISTICS - In order to be able to formulate, with awareness, the curricular project to be carried out at the University of destination, students should consult before applying, the s available on the webpages of the host Institutions. Such are binding for the allocation of mobility.

25 - For any research for thesis, Phd, after consulting the web page of the host Institution, the project must be agreed in advance with the thesis supervisor and Italian academic responsible for the mobility on the basis of the agreements with the supervisor of the foreign University. - Erasmus students, at the end of the courses, must take the verification tests according to the programs and the procedures laid down for the students of the host Universities. The recognition of the didactic activities performed will be as indicated by the Department and the "Regulation for student mobility and the recognition of periods of study and training abroad". Credits relating to exams at the host university will be acquired respecting any constraints of prerequisities in force for the degree at La Sapienza. - Once the completion of the procedures relating to the sliding of the lists referred to in Articles 6.2, 6.3 and 6.4, if there are not allocated places or, if there are places not chosen by any candidate, the Erasmus Office of Department - communication area will proceed to the assignment of the same to the suitable candidates not assignees, who have already took the linguistic competence tests for the places to be assigned, as indicated in Table published in art point 1). The Office will proceed according to a ranking formulated by the sum of the score for academic merit determined as per art point 1) + the score acquired for the of linguistic competence tests, previously taken and regulated by art Candidates will be contacted by the Erasmus Office of Department - communications area, from the address Erasmuscomunicazione@uniroma1.it to their institutional address and should within 3 working days confirm acceptance or renunciation. Failure to comply with the term, will be considered as renunciation. - Only rarely foreign universities offer accommodation to Erasmus students at their own facilities available. Any will be found on the web pages of the partner universities, the student is required to verify, any deadlines or specific procedures to follow. The student must also learn independently any rules that govern: - healthcare services in the host country, addressing the own ASL or diplomatic representatives and consulting the link &area=assistance%20health&menu=italians - Entrance in the host country, addressing for time related diplomatic representatives (embassies and consulates) in Italy (if non-eu citizen). The legislation and the rules governing the entry of non-eu students in the countries participating in the Erasmus program, depend on the nationality of those students: it is the responsibility of the student to collect, in advance the and obtain the documents that will allow the entry and residence in the country of destination, addressing the respective diplomatic Institutions. - The insurance for accidents and civil liability of which the student benefits automatically with the registration at the University is extended with the same modalities, for the entire period of stay abroad at the establishment of destination: - students in mobility are obliged to: a) autonomously secure adequate health care coverage during their stay abroad and travel insurance in accordance with the procedures laid down by the host country; b) learn about any rules that regulate the entrance in the host country, contacting in advance the appropriate Institutions (embassies and consulates) in Italy.

26 ART. 10 ACTIVITI AND GRANTS Activities and grants provided for in this call are subject to the signature of the Erasmus+ Convention 2018/2019 between the Erasmus+ National Agency and Sapienza University of Rome. Please note that the contained in this call may undergo changes and/or integrations based on subsequent updates and regulations by the Erasmus+ National Agency. ART. 11 CHECKS As per Art DPR /12/2000, the university will verify application randomly and in any case that poses reasonable doubts on the provided by self-certifications. Non-compliance of, declared or self-certified, costitutes a cause of exclusion/forfeiture. ART. 12 TREATMENT OF PERSONAL DATA The personal data of all applicants will be used for selection procedures and subsequent project phases, for institutional objectives in the framework of the Public Administration (Decree-Law No 196/2003).
