1 EXECUTIVE PROGRAMME FOR SCIENTIFIC AND TECHNOLOGICAL COOPERATION BETWEEN THE ITALIAN REPUBLIC THE REPUBLIC OF KOREA AND FOR THE YEARS Ninth Session of the Korean Italian Joint Commission Seoul, December 7, 2009 On the basis of the Agreement on Scientific and Technical Cooperation between the Government of the Republic of Korea and the Government of the Italian Republic, which was signed in Rome on February 3, 984, the Ninth Session of the KoreanItalian Joint Committee was held in Seoul on December 7, 2009 to examine the present state and further development of scientific and technological cooperation between the two Countries and to define the new Executive Programme for the years (hereinafter referred to as the New Executive Programme ). The Italian delegation was headed by H.E. Massimo Andrea Leggeri, Ambassador of Italy in Seoul, on behalf of the Directorate General for Cultural Promotion and Cooperation, Ministry of Foreign Affairs (hereinafter referred to collectively as the Parties ) and the Korean delegation was headed by Dr. UnWoo Lee, Director General of International Cooperation Bureau, Ministry of Education, Science and Technology. A list of the members of the Parties is set out in Annex I. The following agenda items of the 9 th Joint Commission were adopted by the Parties:. Review of S&T Cooperation between the two countries 2. New Executive Programme 2. Projects for the Exchange of Researchers and Financial Provisions 2.2 Joint Research Projects of Particular Relevance 2.3 Focal Points Nomination 3 Venue and date of the next Joint Commission Session. Review of S&T Cooperation between the two Countries The Parties agreed to recognize the growing importance of science and technology with respect to the economical, social and cultural relations of the two Countries. The Parties, considering the good relationships between the two Countries, stressed the need to develop and promote bilateral cooperation in the field of science and technology. 2. New Executive Programme In the period between June 22 (Italy)/ June 29(Korea) and July 3, 2009, a joint call for proposals was launched to collect bilateral projects proposals in the following priority areas:
2 Agriculture and Food Science (AFS) Basic Sciences (BAS) Biotechnology (BT) Energy and Environment (EE) Health (HEA) Information and Communication Technology (ICT) Nanosciences and Advanced Materials (NS AM) Robotics and Automotive Technology(RA) Space (SPA) Technologies applied to cultural heritage (ATCH) The respective institutions in charge of the coordination and the realization of the New Executive Programme are: for Italian the Party: Directorate General for Cultural Promotion and Cooperation, Ministry of Foreign Affairs; for the Korean Party: International Cooperation Bureau, Ministry of Education, Science and Technology 2. Projects for the Exchange of Researchers and Financial Provisions The Parties, in deciding which projects should be given priority for financial support, agreed on the following criteria: scientific and technological needs of the two Countries potential innovation capabilities Based upon these criteria, 4 projects of researcher mobility have been selected to be granted financial support. The list of selected projects is given in Annex II. General administrative and financial provisions for the implementation of the Programme are given in Annex III. 2.2 Joint Research Projects of Particular Relevance Pursuant to the criteria referred to in Agenda 2., the Parties selected 5 joint research projects which may receive financial support. The list of such projects is given in Annex IV. Financial support may be granted on a national basis upon evaluation of applications to be submitted according to the guidelines of the relevant authorities of the two Countries. 2.3 Focal Point Nomination The Parties recognized the significance of nominating respective focal points in order to ensure efficient administrative procedures in cooperative activities and agreed to designate the following focal points: for the Italian Party: Dr. Antonino Tata, Scientific Attaché at the Italian Embassy in Seoul for the Korean Party: Ms. BoKyeong Park, Researcher of the International Cooperation Team, National Research Foundation of Korea 2
3 3. Venue and date of the next Joint Commission Session The Parties agreed to hold the 0 th session of the Joint Commission in Rome, Italy in 202. Details of the 0 th Joint Commission session, including the date and agendas, will be agreed upon through diplomatic channels. This Executive Programme will remain valid until the signature of the next Executive Programme, but no longer than one year after its expiration. Any amendment to the text of this Executive Programme must be authorised by the competent Ministries in both countries and implemented through diplomatic channels. All initiatives foreseen in this New Executive Programme will be carried out within the limits of the budgets and according to the rules prevailing in each Country. Annexes I, II, III and IV are attached hereto and form integral parts of the present document. 6 Annex III General administrative and financial provisions The projects for the exchange of researchers to be financed within the present Programme are exclusively those mentioned in Annex II. Each project will be financed within the limit of each country s budget. In principle, maximum of shortterm stay (up to 0 days) or longterm stay (30 days) will be financed yearly. Researchers, with Italian or EU nationalities, but employed by Italian institutions, will be eligible to apply for the exchange and travelling to Korea, or employed by Korean institutions and travelling to Italy. The sending country shall bear the expenses for round trip flights to and from the receiving country, while the receiving Party shall bear the expenses of lodging and boarding by means of an all inclusive cash allowance. The host Party shall provide medical insurance coverage, on the basis of the rules in force in each Country, against work accidents and illnesses, excluding already existing and chronic diseases. The researchers have to submit a final report of activities to both Countries at the end of entire project duration. The report must be signed by both the Italian and Korean researchers involved in the joint project. Also, the Korean researchers must submit an annual progress report to the National Research Foundation of Korea(NRF). STAY OF KOREAN RESEARCHERS IN ITALY The application for both long and shortterm research stays shall be submitted exclusively through diplomatic channels (Embassy of Italy in Seoul). These applications must reach, no less than two months prior to the beginning of the research visit, the Office V DirectorateGeneral for Cultural Promotion and Cooperation of the Italian Ministry of Foreign Affairs. Application concerning the research stay shall be completed with the following documents: ) letter of invitation by the host institution; 2) application form signed by the Korean researcher, indicating personal and professional data of the applicant, title of the research project, date and length of the visit, list of the institutes to visit. The application form is available on the Ministry of Foreign Affairs web site: following the breadcrumb trail Foreign Policy> Culture> Scientific and Technological Cooperation> Executive Programmes> Researcher mobility> Foreign researcher mobility; 3) detailed work programme; 4) curriculum vitae of the researcher; 5) letter of appointment by the coordinator of the project (only in cases where the researcher is not the project coordinator him/herself). The abovementioned application shall be completed with a declaration, whereby the researcher commits himself/herself to: respecting the chosen period of visit; 6
7 not receiving any fees by other international organisations or bodies during his/her stay; not changing the work programme or research centre, and not leaving from Italy without prior notification; submitting, at the end of his/her research, a final report on the activities carried out; noticing the insurance company INA Assitalia Marsh SpA, Piazza Marconi 25, 0044 Roma, of any accident and/or illness which may have occurred in Italy, for insurance purposes. Any cancellation by the researcher, unless due to serious and valid reasons, might prevent the hosting Party from accepting further applications for related missions. The Italian Party (Ministry of Foreign Affairs) shall provide 300,00 Euro per month for longterm stays (30 days) and 93,00 Euro per day for shortterm stays (up to 0 days). The abovementioned amounts shall be paid to the Korean researchers upon their arrival in Italy. Korean researchers can receive the payments at the Italian Ministry of Foreign Affairs or at the nearest Provincial Treasury (Local Branch of the Banca d Italia). The preferred place of payment will be indicated in the Application Form. STAY OF ITALIAN RESEARCHERS IN KOREA The Korean Party (Ministry of Education, Science and Technology) shall provide 2,000,000 KRW per month for longterm stays (30 days) and 50,000 KRW per day for shortterm stays (up to 0 days). The abovementioned amounts shall be paid to the Italian researchers upon their arrival in Korea, via their Korean partner coordinators. JOURNEY OF ITALIAN RESEARCHERS TRAVELLING TO KOREA Italian researchers travelling to Korea for a research stay are required to submit an official application to the Ministry of Foreign Affairs, General Directorate for Cultural Promotion and Cooperation, Office V. The application must reach the Italian Ministry of Foreign Affairs no later than two months prior to the foreseen date of departure at the following address: Ministero degli Affari Esteri DGPCC, Ufficio V, Settore Viaggi Piazzale della Farnesina 0094 ROMA The application shall include: name and address of the hosting institution; departure and return travelling dates; title of the research project; object of the mission In the application the researcher must declare his/her commitment to: paying any due penalty (up to the total amount of the ticket), in case he/she cancels the mission; submitting a short report on the activities carried out, and returning tickets and boarding cards, within 30 days after completing the mission. Moreover, the researcher shall attach the following documentation to the application: 7
8 an invitation letter from the foreign institution (university or research centre) that will host the researcher; a written statement of the Italian project coordinator confirming the participation of the researcher to the project and authorising the mission (only in cases where the researcher is not the project coordinator him/herself), a short curriculum of the researcher The supplied tickets will be the most economical ones available for the trip. Any additional cost shall be borne by the researcher. JOURNEY OF KOREAN RESEARCHERS TRAVELLING TO ITALY Korean researchers will travel to Italy in accordance with the contract concluded between the Korean researchers and NRF. 8
