3 Welcome Note South Korea is one of the priority partners of the European Union (EU) in the global economy. The Korean economy is now the 12 th largest in the world, and a key trade and investments partner for Europe. The impressive economic and technological progress that South Korea has been demonstrating for the last several decades has brought the country to the forefront of the global powerhouses. This progress is firmly rooted in the principles of the knowledge-based economy that South Korea is consistently pursuing. Korean RTD expenditures account for more than 4% of the national GDP, well above the European and OECD average. Korea is among the most technologically advanced and digitally connected countries in the world and a recognised market leader in the electronics, mobile communications and automotive sectors. Cooperation between Korea and the EU has been in place for 40 years, since the establishment of official diplomatic relations between Korea and the EU in 1960s. The first contact between European and Korean researchers and Science and Technology (S&T) authorities dates to the 1990s. Following the S&T agreement between the Republic of Korea and the European Community in April 2007, marked as a new breakthrough in S&T cooperation between the two parties, there have been especially significant efforts to bring the research communities from both countries closer for mutual interest and benefit. Korea is therefore one of the EU s most important RTD partners, with well-established legal frameworks for cooperation for which the true potential has yet to be reached. The KORRIDOR project thus intends to build on such solid frameworks in order to further enhance scientific relations between the two regions and develop a long-lasting, mutually beneficial scientific partnership. I hope that KORRIDOR could be the base for further fruitful and productive mutual collaboration among the excellent Korean and European researchers. 4 About KORRIDOR Based on the concept of reciprocity that underpins the EU s science and technological framework agreements with third countries, the ACCESS4EU programme aims to better implement these agreements by opening up opportunities for researchers in such countries. KORRIDOR is one of the eleven ACCESS4EU projects of which the objective is to widen and strengthen RTDI (Research, Technology Development and Innovation) cooperation between South Korea and Europe in common areas of research interest. It aims to open up and promote access for European researchers in Korean research and innovation programmes, facilitate joint research initiatives supported by the Korean side and improve the cooperative climate between Europe and Korea. In this brochure we have briefly summarised the most promising and favourable funding programmes for European researchers. 5 Needs-Driven Technology Development Aim: owner: To develop civilian use-oriented technology for commercialisation on the Korean and/or international market through collaboration with excellent foreign R&D resources and, thereby, enhance national technology competitiveness and the development of world-class technology. The Korea Institute for Advancement of Technology (KIAT) is a public institute established in May 2009 under the direction of the Ministry of Knowledge Economy (MKE) following the merger of five R&D funding and support institutions. Call open date: February 1, 2011 Deadline for submission: Scientific fields: May 23-27, 2011 (first half); September 1-7, 2011 (second half) Industrial materials; clean manufacturing; shipping systems; robotics; bio/ medical devices; electronic and information devices; electronic and information communications media; next-generation mobile communication network; software/computing; knowledge service/usn (Ubiquitous Sensing Networks) and industrial convergence. Project duration: 3 years maximum Total programme KRW 16 billion (~ EUR 10 million) budget: Funding per Up to KRW 300 million per year (~ EUR 200,000) project: Eligible applicants: Foreign and Korean research institutes, academies, universities and companies can apply to this programme and projects can be led by a foreign organisation. 6 Global Market-Oriented Technology Development Aim: owner: To carry out a joint R&D project following the appointment of a Korean company as the developer of a target technology by a foreign company that will use the developed technology (Type I). To perform a joint project between an outstanding foreign university and Korean SMEs through planning, conducting research and commercialising the technologies on the EU market (Type II). Project duration:: 3 years maximum. A feasibility study is only required for Type II. 7 Global Research Laboratory (GRL) Aim: : To promote international collaborative research between Korean and international partners by establishing world-class laboratories in the form of virtual entities with the capacity to become global cooperation leaders in core technology fields and to increase international cooperation between Korea and other countries. As Korea s major funding agency for basic and fundamental research, the National Research Foundation of Korea (NRF) is creating new knowledge paradigms through the convergence of all areas of academic disciplines with unceasing passionate efforts and a creative outlook. The NRF was founded on June 26, 2009, through a merger of the Korea Science and Engineering Foundation (KOSEF), the Korea Research Foundation (KRF), and the Korea Foundation for International Cooperation of Science and Technology (KICOS). The aim of the NRF is to optimise and advance the national basic research funding system that encompasses all academic research fields. Call open date: February 28, 2011 Deadline for March 28, 2011 submission: Scientific fields: Priority setting. Project duration: 3 years (renewable twice). Total programme KRW 17.7 billion (~ EUR 12.6 million) budget: Funding per project: Eligible applicants: KRW 500 million per year (~ EUR 330,000). Matching funding for European participants is not mandatory for participation. Korean and foreign research centres, laboratories or universities planning to set up an international joint laboratory. 8 Global Research Network (GRN) Aim: owner: To promote international cooperation between Korean and foreign researchers at the world s top universities and research institutes. It seeks to diversify international academic exchange by supporting researchers from a variety of research fields and countries. The research project should, therefore, be a joint activity between researchers from Korea and abroad. National Research Foundation of Korea (NRF) Call open date: March 4, 2011 Deadline for April 7, 2011 submission: Scientific fields: Science and engineering; humanities and social sciences. Project duration: 3 years maximum. Total programme KRW 8.3 billion (~ EUR 5.2 million) for 2011 budget: KRW 100 million (~ EUR 65,000). Matching funding from foreign partners is not obligatory. Korean research institutes, academies and universities. European research- ers can participate in this programme as a participant (or beneficiary). 9 International Cooperation Aim: owner: The international collaboration programme of the Korea Institute of Energy Technology and Planning (KETEP) began in 2003 and seeks to establish consortia composed of Korean and international partners to develop energy-efficient green technology. Under this umbrella programme, there are three sub-programmes: energy efficiency and resources; new and renewable energy; power generation and electricity delivery. KETEP is Korea s principal operator of energy technology R&D programmes under the direction of the Ministry of Knowledge Economy. KETEP is committed to producing low-carbon, green growth by supporting development of energy technology. In addition to developing and implementing national R&D strategies and programmes, KETEP promotes international cooperation on energy technology and policy by supporting cooperation activities, including joint R&D and participation in international initiatives and partnerships. Call open date: June 1, 2011 Deadline for August 30, 2011 submission: Scientific fields: This programme covers a wide range of subjects within the energy field. 10 Korea at a Glance The history of the Republic of Korea is understood as the story of continuing development. The Republic of Korea was regarded as a devastated, poverty-ridden country after the Korean War ( ). But that image began to change in 1962, when Korea adopted a policy of export-driven economic development and began to actively pursue international commerce worldwide. It is now the 12 th largest economy in the world and is establishing cooperative partnerships with all countries in every field. The Republic of South Korea is situated on the Korean Peninsula in the northeastern section of the Asian continent. As of July 2010, South Korea's total population was estimated to be 48,636,000 with a density of 498 people per square kilometre. The five largest cities are Seoul, Busan, Incheon, Daegu and Daejeon. Koreans have traditionally placed great importance on education. After the founding of the Republic of Korea in 1948, the government began to establish a modern educational system. Today, Korea boasts one of the highest literacy rates in the world. The emphasis on education is often cited as a primary source for Korea s rapid economic growth over the past four decades. In 2008 South Korea spent about 34.5 trillion won (USD 28 billion) on research and development. R&D spending now accounts for 3.37% of the GDP, placing South Korea 4 th among the 30 OECD member states. In terms of research areas, the country spent 95.9% of its R&D cost on science and technology sectors while 4.1% was spent on humanities and social science sectors. As for technology, 33.8% of the total was spent on information technology while investments in nanotechnology, biotechnology and environment technology accounted for 12.3%, 7.6% and 8.5%, respectively. The number of researchers raised to 300,050, which is an increase of 3.8% from the previous year. Korea is now enhancing its international efforts and playing an active role through the advancement of science and technology.
