2 INTRODUCTION Te Rūnanga-Ā-Iwi O Ngāpuhi Scholarship Awards (Ngāpuhi Scholarships) were established in The overall aim of Ngāpuhi Scholarships is to assist Ngāpuhi students to fulfil their potential for academic success, and encourage applicants to contribute their skills towards the wellbeing and betterment of Ngāpuhi whānau, hapū, iwi. Ngāpuhi Scholarships are available to all students of Ngāpuhi descent who are formally enrolled in an approved university/polytechnic/institute of technology/ wānanga/private training establishment, and registered with Te Rūnanga-Ā-Iwi O Ngāpuhi. Ngāpuhi Scholarships are available for approved studies at: i. Pre-Bachelor/Undergraduate (Certificate/Diploma) ii. a) Bachelor/Undergraduate Degree; and b) Last year of a Bachelor with Honours Degree iii. Graduate or Postgraduate Diploma, Master and PhD/Doctoral levels. Note: Pre-Bachelor/Undergraduate Ngāpuhi scholarships will only be awarded to those enrolled in programmes that are a pathway to further higher education study e.g Foundation Certificate tohu Tūpapa Mātauranga (Faculty of Education, The University of Auckland), which prepares students for entry into the Bachelor of Education (Teaching Māori Medium) course of study. TE RŪNANGA-Ā-IWI O NGĀPUHI SCHOLARSHIP AWARD POLICY The purpose of the Ngāpuhi Scholarship Policy is to ensure that there is a criterion framework, which ensures consistency in the processes of scholarship administration, decision-making, and award disbursement. It also ensures that good practice principles of fairness, clarity, and transparency are embedded through each section of the scholarship process. Te Rūnanga-Ā-Iwi O Ngāpuhi Scholarship Award Policy underpins all Te Rūnanga-Ā-Iwi O Ngāpuhi governance and operational practices and decisions in this area of funding. The Te Rūnanga-Ā-Iwi O Ngāpuhi Scholarship Award Policy is reviewed annually. TE RŪNANGA-Ā-IWI O NGĀPUHI STRATEGIC PLAN Ngāpuhi Scholarship selection and award disbursement are underpinned by Te Rūnanga-Ā-Iwi O Ngāpuhi Strategic directions, which are encapsulated within its Strategic Plan. All Ngāpuhi are encouraged to attend a meeting of their local Takiwā (Te Whare Tapu o Ngāpuhi Rohe) or Taurahere (Tāmaki Makaurau) as these are the meeting places that encourage discussion and participation in all areas of significance to Ngāpuhi. You are also warmly invited to attend Te Rūnanga-Ā-Iwi O Ngāpuhi Annual General Meeting. 3 TE RŪNANGA-Ā-IWI O NGĀPUHI SCHOLARSHIPS Ngāpuhi Scholarship amounts are budgeted for annually. If there are insufficient eligible applications for specified levels of disbursement then those funds at the discretion of the Ngāpuhi Scholarships Selection Committee, can be allocated to other areas of academic engagement. Unused amounts do not accrue over subsequent years. NGĀPUHI SCHOLARSHIPS AVAILABILITY There are (3) tiers of Ngāpuhi Scholarships available: 1. Pre-Bachelor/Undergraduate Ngāpuhi Scholarships These scholarships are available for students who are focused on gaining essential skills for further higher education study. It is envisaged that successful completion of your chosen course and receipt of a certificate or diploma will make you eligible to apply for admission to a higher level of study in an approved educational institution e.g. Foundation Certificate: Tohu Tū-āpapa Mātauranga which is aimed at those who are studying in order to progress on to the Bachelor of Education (Teaching Māori medium). 2. Bachelor/Undergraduate Ngāpuhi Scholarships i. Degree: These scholarships are available for students who are ii. studying full-time at an accredited educational institution and studying iii. towards a Bachelor/Undergraduate degree. iv. Last year of a Bachelor/Undergraduate Degree with Honours. This Scholarship is available to students who are studying full-time and have completed a Bachelor/Undergraduate Degree but qualify for and are undertaking their last year of study at Honours level. 3. Graduate and PostGraduate Ngāpuhi Scholarships Within this grouping, there are three levels of full-time study, each accorded different levels of funding. This is due to the commitment and academic rigor required to undertake and complete the academic engagement. Graduate Diploma or Postgraduate Diploma Masters Degree (papers and/or a thesis), and PhD/Doctoral studies AMOUNTS AVAILABLE FOR THE NGAPUHI SCHOLARSHIPS 1. Pre-University Entry Certificate/Diploma Scholarships Twenty-two (22) Certificate/Diploma level disbursements of $500 each 2. Bachelor/Undergraduate Scholarships i. Thirty-three (33) Bachelor Degree level disbursements of $1000 each ii. Two (2) Bachelor of Honours (last year) disbursements of $1500 each 3. Graduate / Postgraduate Scholarships i. Four (4) Graduate and Postgraduate level disbursements of $1500 each ii. Twelve (12) Masters disbursements of $2000 each iii. Two (2) PhD disbursements of $4000 each 3 Updated October 2014
4 TE RŪNANGA-Ā-IWI O NGĀPUHI SCHOLARSHIP APPLICANT ELIGIBILITY To be eligible applicants must: Be able to whakapapa to Ngāpuhi and be registered on Te Rūnanga-Ā-Iwi O Ngāpuhi s register. Be studying full time (tertiary year) Submit a fully completed Ngāpuhi Scholarship Application Form including all requested information. Applications must be received at Te Rūnanga-Ā-Iwi O Ngāpuhi s office by 5pm March 31 st (closing date) of the year of application (Incomplete applications will be inadmissible). Provide proof of course enrolment (year of scholarship application) provide academic manuscripts of previous year s grades (where applicable) Sign the application s Agreement and Declaration forms. Provide a written explanation as to how their course of study will meet the directions of Te Rūnanga-Ā-Iwi O Ngāpuhi Strategic Plan. Ø Students enrolled in FREE courses are in-eligible to apply for a Ngāpuhi scholarship. Ø All full-time employees of Te Rūnanga-Ā-Iwi O Ngāpuhi are in-eligible to apply for a Ngāpuhi Scholarship. TE RŪNANGA-Ā-IWI O NGĀPUHI SCHOLARSHIP APPLICATION PROCESSES: Applications are vetted to ensure eligibility criteria are met. All applicants will receive notification of application receipt, and/or if applicable requests for further information from Te Rūnanga-Ā-Iwi O Ngāpuhi. Applications are separated into the appropriate funding category. Applications in each category are considered in line with the appropriateness of the study programme to the Strategic Goals of Te Rūnanga-Ā-Iwi O Ngāpuhi with preference being given to those applicants whose work includes: A demonstrable transfer of skills and/or learning to programmes directly beneficial to Ngāpuhi. Areas of study which are highly desirable to Ngāpuhi. Aspects of research and study that promote and encourage the sustainability and maintenance of our whenua and moana. Aspects of research and study that promote the growth and understandings of our Ngāpuhi tikanga and reo. Applicants prior academic coursework and marks, where applicable, will be taken into consideration. SUCCESSFUL TE RŪNANGA-Ā-IWI O NGĀPUHI SCHOLARSHIP RECIPIENT INFORMATION All successful recipients will be notified and allocated the appropriate disbursement by the 1 st May in any given year. Although successful recipients are not bonded to Te Rūnanga-Ā-Iwi O Ngāpuhi, you are expected to fulfil your agreement obligations by: Providing a copy of your end of year results by March of the year following your award, and/or Submission of a copy of your Master or PhD/Doctoral thesis to the Rūnanga, if applicable. You will be ineligible to apply for another scholarship award the year following receipt of your disbursement. 4 Updated October 2014
5 Ngāpuhi Scholarships are awarded to a single successful applicant a maximum of three (3) times e.g an applicant is granted an undergraduate scholarship and granted another in 2013 for a Masters Scholarship, then again in 2015 for a PhD/Doctoral Scholarship. TE RŪNANGA-Ā-IWI O NGĀPUHI SCHOLARSHIP RE-APPLICATION INFORMATION If a scholarship application is not successful applicants may re-apply in the following year. Ngāpuhi Scholarships are awarded to a single successful applicant a maximum of three (3) times e.g. In 2011 an applicant is granted an undergraduate scholarship and granted another in 2013 for a Masters Scholarship, then again in 2015 for a PhD/Doctoral Scholarship. The applications will be considered by a panel appointed by the Board of Te Rūnanga-Ā- Iwi-O Ngāpuhi whose decisions will be final and binding.
