1 NGATI MANAWA EDUCATION GRANTS Applications will now be received for 2016 Opening Date 9 th Feb Closing Date 30 April 2016 Important information for Ngati Manawa Iwi Beneficiaries Ngāti Manawa Charitable Trust (the Trust) is the iwi entity responsible for the management and distribution of education grants to registered beneficiaries. Funds are set aside each year and allocated for specific purposes e.g. to assist with Tertiary fees and/or expenses. These funds will be specified each year in the budget and the total amount available to an individual student in any year may vary from time to time, depending on the Trust s financial position. Although the grants and are not intended to cover the total cost of studying, the Trust is proud to support individuals to actively pursue higher knowledge, skills and qualifications that will greatly enhance their work opportunities and life choices. Eligibility Criteria All applicants will be eligible for a grant provided they meet the eligibility criteria and provided they have submitted all the correct information within the advertised timeframes. Please note: In the event the number of applicants far exceeds the available funding, applicants who have previously received an education grant from the NMCT may have to wait for the next funding round to be reconsidered. To be eligible for a NMCT education grant applicants must be: 1. Registered beneficiaries of Te Runanga o Ngati Manawa 2. Formally enrolled and attending a: state registered secondary school including a Boarding school; OR a formally recognised tertiary education institution or programme in New Zealand; OR undertaking an NZQA recognised course; OR a Ngati Manawa approved course (at the discretion of the Board); 3. Full time or part-time students. 4. Special Needs: An applicant may have special needs (Disability or Impairment) requiring extra support and/or resources not currently publicly funded. Calendar Grants are distributed twice per year. Most grants are expected to be distributed in Round 1 and paid out by 30 June. Round 1 For study beginning Semester 1 or Term 1 of the school year Jan/February Applications open 1
2 30 April Applications close By 31 May Applications are checked & verified by Grants Officer 30 June Notifications sent and payments processed Round 2 For study beginning in Semester 2 only: 01 May Applications open 31 July Applications close By 31 Aug Applications are checked & verified by Grants Officer 30 Sep Notifications sent and payments processed Vocational courses and other one-off courses Applications for one-off grants will be processed on a case by case basis however this does not include grant applications for courses that are late for Round 1 or Round 2 allocations as described above. A letter outlining the request for support and details about the course, the course provider or facilitator, purpose of the course, qualification gained (if applicable), evidence of enrolment and costs should also be attached. Grants processing and payment Application Forms These are available from two places: either Deloittes office on Amohau St, Rotorua or from the Ngati Manawa Runanga office in Murupara. A temporary Education Grants officer is appointed to manage applications on behalf of the Trust. The NMCT Board makes the final decisions. All grants are paid into the applicant s nominated bank account out by Deloitte s of Rotorua. Funding allocation framework NMCT utilises a funding allocation framework. The framework allows for the distribution of foundation grants while giving additional support to specific areas: 1. Priority subject areas (STEMM) These subjects have been identified as offering graduates more career opportunities and choices for the future. They are: Science, Technology, Engineering, Maths and Matauranga Maori. 2. Commitment to higher learning (study at postgraduate level, Masters, PhD, postdoctoral study and research.) 3. Scholarship (outstanding academic achievement) results based and evidenced for example by academic record, letters of attestation, Awards. 2
3 4. Leadership the recognition of both leadership potential and experience as evidenced for example by contribution or participation, deeds, letters of Attestation, Awards. 1. Ngati Manawa Foundation Grant The foundation grant is a set minimum figure available to all eligible beneficiaries each funding round i.e. the figure may vary from round to round based on the financial position of the CT. The foundation grant ensures all beneficiaries are able to receive the same minimum level of support. 2. PRIORITY SUBJECTS STEMM Why NMCT prioritises STEM(M) subjects The STEM subjects - Science, Technology, Engineering and Maths - help students expand their career opportunites and life choices for the future. There is more technolgy involved with how we work now than at any other time, as businesses adopt new technologies to remain competitive. Therefore many jobs require STEM skills at basic levels to problem solve, understand and apply innovations. There is a global labour shortage of workers with STEM skills so demand for these skills are high. STEM skills lead to a variety of career pathways in emerging industries and the digital economy. STEM subjects are about the future. For these reasons NMCT has chosen to prioritse STEM subjects by creating an incremental funding benefit for students studying in these fields. The second M refers to Matauranga and Maori.. NMCT supports the study of matauranga Maori based subjects at tertiary level in order to ensure the retention, development and protection of Ngati Manawa knowledge, language, history and culture and matauranga Maori in general. To this end, there is also an incremental funding benefit for students whose main study focus is in the field of matauranga Maori and te reo Maori. Other priorities The Funding Allocation Framework recognises 3 other categories for which incremental funding benefits may also be applied: 3. Higher Learning In recognition of a student studying at a post-graduate level, Masters, PhD and beyond. The Trust recognises the diligence and commitment required for postgraduate study, and the extra time, cost and degree of difficulty higher learning requires. 4. Scholarship 3
4 In recognition of outstanding academic performance and achievement as measured by the educational institution and/or against established academic standards. 5. Leadership In recognition of leadership potential or actual experience in a variety of fields. Evidence of leadership is required and may be in the form of Letters of Support from people in a strong position to evaluate the leadership (examples include School Principal, Dean of School) References, Awards, qualifications, attestations from others, media articles. Note All tertiary students are eligible to be considered for the priority funding. *The two categories that also apply to secondary students are *Scholarship and *Leadership. 1. Funding rounds are advertised in plenty of time and the necessary application forms are available for issue. Communication modes are to include the TRONM and NMCT websites, Facebook pages and the Ngati Manawa App. Appropriate communications should also be sent to the local radio stations, Mururpara based schools (Te Kura a Iwi o Ngati Manawa and Murupara Area School) and the 4 Ngati Manawa marae (Rangitahi, Moewhare, Tipapa and Painoaiho) via the marae secretary or chairpersons. 2. The grants officer will assist in the completion of applications where necessary, including providing beneficiaries with their correct registration numbers. 3. In the event beneficiaries are eligible by whakapapa to register but have not done so and wish to, the Te Runanga o Ngati Manawa Management Services Organisation will assist in the registration process. 4. As soon as applications are received, they are date-stamped, added to a Grants Register (list of applicants received) and stored in a central confidential file. 5. The grants officer has one month in which to review all applications, checking: The form is fully and accurately completed (contact details are important) The beneficiary is eligible (registered with Ngati Manawa) The student is enrolled and attending the course/school/institution The course is being delivered by a recognised education provider Bank details have been provided All supporting documentation is attached (see box on front of application) FYI once more IMPORTANT DATES Jan/February Applications open 30 April Applications close By 31 May Applications are checked & verified by Grants Officer 30 June Notifications sent and payments processed 4
