2 Letter From The Administrator, Dear Residents of Henry County, On behalf of the Henry County Board of Health and the Henry County Health Department staff, I am pleased to present our 2017 Annual Report. This report aims to provide an overview of the programs and services offered by the Health Department with statistical information as they relate to each program and service. In years past, the focus of the annual report has been the lack of a state budget and the potential impacts on programs and services that affect our citizens. Due to diligent efforts by our Board of Health and the staff of our Health Department, I am very pleased to say that the Henry County Health Department has been able to weather the storm and remain very fiscally strong and responsible throughout. The budget impasse forced us to continue to be creative in looking to expand current services which allowed us to avoid any cuts to programs and services. In July of 2017, after more than two years of not having a state budget, our legislators were able to come to an agreement and end the stalemate. Even with the state budget we had to continue to manage through the instability of funding and the late payments. Many health departments throughout the state were forced to make very difficult decisions and had to cut staff, hours and programs. In early 2017 we conducted our organization capacity assessment and conducted a community health needs survey as we worked to create our new 5 year IPLAN. We formed our community group consisting of many individuals with diverse backgrounds to assist us in formulating this plan. When it was all said and done, the group prioritized the health needs of the community and determined what our health priorities to work towards over the next 5 years. Those priorities are as follows: Mental Health Poor Health Behaviors Drug/Alcohol/Tobacco Use As most of you are aware, there is an increasing urgency to combat the use of opioids throughout the country. At the local level this crisis has led to increased community collaborations. We have worked diligently with our community partners such as local law enforcement to increase awareness and provide education. The Henry County Office of Emergency Management and the Henry County Health Department were able to place Narcan (Naloxone) in most county and municipal squad cars as well as in the county jail as a life saving measure to our at-risk citizens. I would like to personally thank the Henry County Board of Health, the Henry County Board, Health Department staff as well as our community partners and residents for your support this past year in helping us deliver on our mission: To Protect and Improve the Health of the Community. We look forward to continuing to serve our communities in 2018 and have many exciting things ahead. Stay tuned.. (Women, Infants, & Children) Supplemental Food Program Breastfeeding Peer Counselor Program Nutrition Education & Guidance Family Case Management Follow-Up High Risk Infant Follow-Up Immunizations & Blood Lead Screenings Teeth Varnishing Genetics Education & Counseling Developmental Delay Screenings WE'RE LOOKING FOR PEOPLE WHO PLAY Post Partum Depression Screenings rhythm guitar violin saxophone drums piano Women, Infants, Children (W.I.C) Supplemental Nutrition Program The W.I.C. program teaches pregnant women, new mothers, and young children how to eat well and stay healthy. Foods in the W.I.C. food package include whole wheat bread, corn tortillas, brown rice, baby foods, fresh, frozen, and canned fruits, vegetables, juice, milk, cheese, and eggs. 1,096 Total Client Certifications In 2017
4 Clinical Services Immunizations- Infant, Child, & Adult Flu Clinics Tuberculosis Control Well Child Clinics Communicable Disease Investigations Health Screenings STD Testing and Treatment HIV/AIDS Testing and Counseling School and Sport Physicals Family Planning Services Blood Draws Well Woman Exams Acute Care-- including sore throat, ear infection, UTI, URI, etc. IDOT Physicals Drug Screenings Adult/Work Physicals Blood Lead Screenings Pregnancy Testing Chronic Care Family Planning Family Planning Clinic provides basic family planning services to all Henry and Stark County residents. The Clinic emphasizes education, personal responsibility and prevention as the means for good family health. 8 HCHD has 1 Medical Director, 2 fulltime APN's, 4 full-time LPN's, and 1 part time LPN
5 Home Care Nursing Services: Home Health care enables patients, under the care of a physician, to recover from an illness, injury, or surgery in the comfort of their own homes. Services remain under a physicians plan of care. Services include: In-Home Nurses Bath Aide Occupational Therapy Referral Information Physical Therapy Speech Therapy 24 Hour On-Call Service 3,455 Total Home Health Visits In 2017 Following a physician's order, further services may be inclusive of: Chronic Disease Management Post Hospitalization Care Fall Prevention & Risk Assessment Medication Set-Up Education IV Therapies Wound Care Home services are available for those persons needing assistance in their home with non-medical activities of daily living. Meal Preparation Light Housekeeping Laundry Personal Care and Grooming Transportation for errands and Essential Shopping Medication Reminder/Supervision Companionship/Supervision Home Services: Available Funding Sources: Community Care Program- HCHD is a contracted provider. This program is funded through the Illinois Department of Aging, clients must be at least 60 years of age. Division Of Rehabilitation Services( DORS)- Clients must be under the age of 60. Respite- Relief for caregiver. Private Pay- Between Health Department and Client, tailored to client needs. Managed Care Insurance; Example:Medicaid. Veteran Affairs. 501 Total Clients In 2017
6 Communicable Disease Infectious diseases pose a significant threat to public health and mortality. The Communicable Disease program strives to decrease the spread of infectious diseases through surveillance, investigations, screening, education, and follow-up. 94 Total STD Exams In 2017 A communicable disease is transmitted through direct contact with an infected individual or indirectly through a vector. 234 Tuberculosis Tests Given In 2017 We provide immunizations to infants, children, and adults at minimal or no cost to protect against vaccine-preventable diseases.
7 environmental health Radon Program We continue to promote the awareness of radon gas being high in our communities and that homes be tested for radon. Food Safety Program The common goal of operators, managers, and owners of food establishments and the health department is to produce safe, quality food for our consumers marks the year where the Environmental Health staff has introduced the concepts of a risk based inspection and active managerial control to each permitted food establishment. In addition, annual bulletins were sent educating business operators regarding public health reasoning and how this supports the Food Code requirements. Operators were directed to focus on incorporating specific actions or procedures into their business operation to attain control on in preventing food borne illness, which embodies a proactive rather than reactive approach to food safety. We continue to promote awareness of Radon gas being high in our communities and that homes be tested for Radon. Temporary Food Registration Program Through the temporary food registration program, we have reached out to vendors, who are usually volunteers, and educated them on preparing food on site in a safe way.
8 Environmental Health Water/Sewage Programs Land development programs, to include private sewage disposal and water well programs, have also become proactive in This means if a person is needing a building permit or sub dividing their properties, the Health Department is part of the system in making sure their land can support an approved private sewage disposal system, an approved water well, and, if needs be, a geothermal well. Solid waste/vector Programs 2017 Marks the year where we have implemented a surveillance program for Zika virus carrying mosquitoes. The solid waste program was established to eliminate vectors and nuisances and the transmission of disease organisms resulting from improper storage and inadequate handling of solid waste including litter, garbage, refuse, rubbish, debris, and offensive matter within the boundaries of Henry County, Illinois.
9 Tobacco Program The Health Department staff continues to work to eliminate exposure to second hand smoke; and identify and eliminate tobacco related health disparities among Henry County residents. We conduct Smoke Free Illinois Act (SFIA) compliance checks on public places and places of employment (includes both food and non-food businesses). We monitor the SFIA enforcement system for complaints weekly. In addition the Health Department has chosen the SFIA Social Norms Marketing project. The Health Department has been working with the Kewanee High School Key Club to serve as a SNM Advisory Committee. The committee promoted, distributed, and gathered a survey to identify subgroups with a high rate of tobacco use, or at a high risk for tobacco use, and perceived tobacco norms among youth at Kewanee High School. The committee will use the survey results to help them create, develop, and conduct a SNM ad/campaign targeting the youth of Kewanee High School. Health Promotion A broad selection of presentations are available to area schools, community groups, clubs, churches, organizations, and businesses. Topics include nutrition, fitness, hygiene, health habits, heart health, infection control, health department promotion, and mental health. 10AM-7PM 108 PORTO EVENT Education S PPrograms ACE IPLAN To 2,362 Attendees The Henry County Health Department kicked off their IPLAN (Illinois Project for Local Assessment of Needs) process by convening a Community Team of local health stakeholders. The IPLAN is a community assessment and planning process conducted every five years by the Health Department. RaeAnn Tucker, Director of Health Promotion with the Health Department notes, We have gathered an impressive team of community partners that bring with them a wealth of knowledge and insight. This community team s assistance in the IPLAN process, will enable the Health Department to continue to improve our understanding of the health needs of our community. Henry County IPLAN Initiatives for Determined by the Henry County IPLAN Community Advisory Committee using data from the 2016 Henry County Health Needs Assessment Mental Health Poor Health Behaviors Drug/Alcohol/Tobacco Use
10 Emergency Response The Henry & Stark County Health Department works as part of a countywide team and has a County Emergency Operations Plan in place to keep you and your family safe. The Henry & Stark County Health Department has coordinated efforts with healthcare providers, hospitals, and public safety personnel to prepare for the unexpected. Narcan Nasal Spray is indicated for the emergency treatment of known or suspected opioid overdose, as manifested by respiratory and/or central nervous system depression. vital Statistics (December 1, 2016 to November 30, 2017) 30% 30% of the total deaths in Henry County were due to cardiovascular issues. The local Registrar's Office of Vital Records (birth to death certificates) for Henry County is located at the HCHD. Certified copies of birth or death certificates from 1971 to present may be obtained from the local Registrar.
