1 Clinton County Health Department ANNUAL REPORT FY 2017 It is the mission of the Clinton County Health Department to provide services to protect the public s health, and to enhance the quality of human life through health education, health promotion, and prevention. Through responsible use of resources, the department will provide those services identified as needed through the community health needs assessment and also provide those services mandated in its role as a unit of government.

2 To Our Citizens STRATEGIC HIGHLIGHTS Updated health codes Improved operational standards Health Department designated agency to conduct liquor inspections Strategic plans to provide new services HEALTH PRIORITIES Prevention of Illness and Disease Dental Health Mental Health OPERATIONAL CHANGES In order to better serve the citizens of Clinton County, the Health Department continues the hours of operation of 8:00-4:30. Laboratory services continue to be open on Fridays at 6:30 a.m. In addition, collaborative efforts have been instituted with health care services throughout the county to promote emergency preparedness to keep our residents as safe as possible in the event of an emergency and provide health services to promote healthy living for our residents. Regular in-services, cross-training, quality improvement, and staff meetings are conducted to improve the systems and processes within the organization to promote coordination of services and increase the efficiency of the programming. LOOKING AHEAD The Clinton County Health Department is looking to build a new building to accommodate current services and add additional services to meet the needs of the citizens of Clinton County and fill gaps in services. The health department continues to increase collaboration with community members and continues to improve efforts to meet the health, safety and wellbeing of the citizens of Clinton County. 5 Clinic Programs Adhering to our mission, the Clinton County Health Department strives to provide services to protect the public s health and to enhance the quality of health through health education, health promotion, and activities to focus on the prevention of disease. Programming is designed to address the health needs of the community based on a comprehensive community health assessment called the IPLAN. Based on the findings of the 2016 IPLAN the priorities for our county are Prevention of Disease and Illness, Dental health, and Mental Health. 8 FAMILY CASE MANAGEMENT Case Management services, including home visits, are available to pregnant women, infants and children who meet financial and age eligibility. Family Case Management staff also provides services for high risk infants through the Illinois Perinatal Tracking program entitled Adverse Pregnancy Outcome Reporting System (APORS) and Medical Case Management for Department of Children and Family Services (DCFS) wards. Clients...170* DCFS Clients...12 APORS Clients...22 *Monthly Average ENVIRONMENTAL HEALTH PROGRAMS OVERVIEW 2017 ENVIRONMENTAL HEALTH PROGRAMS The Clinton County Health Department inspects all retail food establishments, private sewage systems and private water wells within Clinton County. The Clinton County Retail Food Ordinance was adopted December 1, Food Permit Fees are High Classification $150.00, Medium Classification $90.00 and Low Classification $75, and Temporary Classification $ Food Permits are rated based on the most recent establishment s inspection score: Certified AA (100-97), Certified A (96-92), Certified (91-89) and Passed (87-73). All food establishments are required to post their permit in plain view. Currently there are 38 High, 137 Medium and 41 Low Classification food establishments in Clinton County. The Clinton County Health Department has an Emergency Preparedness Program and oversees the Emergency Public Health Preparedness activities, Cities Readiness Initiative and the Medical Reserve Corp. The Program works closely with community partners to address and prepare for emergency preparedness. There are over 150 volunteers who work with the program that contributed over 800 hours that equates to over $18,000 worth of time. 8
