2 ZMCHD MISSION To promote, protect, and improve public health in Muskingum County. ZMCHD VISION We continuously improve and use our knowledge, skills and abilities to help our community grow to be a healthier place to live, learn, work and play. We identify changing public health priorities; mobilize resources and partners to respond to our community s health challenges. Our services are driven by community need and fiscal responsibility. DISTRICT ADVISORY COUNCIL Members include presidents of township boards of trustees, village and city mayors, and the President of the Board of County Commissioners. Members are required to meet annually in March. They select six of the seven members to the Board of Health. Chairman..Dan Durant Secretary..Brian Palmer DISTRICT LICENSING COUNCIL The Licensing Council provides input on rules and fees for business entities licensed by the Zanesville-Muskingum County Board of Health. 3 BOARD OF HEALTH The Board of Health is the governing body of the Zanesville-Muskingum County Health Department. It has the authority to adopt rules and regulations which have the same status as law, enact policies within the jurisdiction of ZMCHD and hire a health commissioner. Meetings are held at ZMCHD on the third Thursday of each month at 6:00pm and are open to the public. 5 Proud Moments TEDMED LIVE STREAMING EVENT ZMCHD was one of 100 organizations around the globe to host TEDMED Live Streaming, a simulcast of the entire TEDMED 2014 stage program, with an estimated total audience of more than 100 thousand viewers. The live streaming was free and open to the public at the Muskingum County Library in September sponsored by the Healthier Muskingum County Network. TEDMED is an annual meeting of the minds focused exclusively on hot topics and new developments in health and medicine. GRANT SAVES FAMILY FROM DANGERS OF LEAD The Ohio Department of Health (ODH) and ZMCHD presented a lead safe home to the Cornell Family of Zanesville. This is part of a federal funding grant given to ODH that helps reduce unsafe lead exposure in children. The family learned about their unsafe environment after their daughter had an elevated blood lead level. With more than $20,000 worth of grant assistance from the Lead Hazard Control Program, the Cornell s were able to rid their home of the paint. 0 certified copies of birth and death records were issued.
6 Proud Moments TOBACCO USE PREVENTION Kylie Jones, Health Educator and Tobacco Use Prevention Grant Coordinator, worked with Zane State College and Ohio University Zanesville to help make their campus healthier for students, faculty, staff and visitors. The campuses created a 100% tobacco free policy effective January 1, The policy includes cigarettes and other smoking tobacco, smokeless tobacco, and electronic cigarettes (e-cigarettes, vaporizers). The process began in Kylie presented numerous times to college employees and students on maintaining a tobacco-free campus. She also made policy recommendations and a timeline for implementation. BREASTFEEDING AWARENESS As part of a plan to bring awareness to what WIC (Women, Infants & Children) does and how WIC works, breastfeeding awareness billboards were posted in three areas throughout Muskingum County August through October. Pictures of the billboards were also posted on the Facebook Pages of ZMCHD and the group page Muskingum County Breastfeeding Moms. In one week, the image received more than 103,000 views and was shared more than 500 times. Breastfeeding, WIC and ZMCHD was recognized across the world including Australia, India, Malaysia, Norway, Canada and Aruba. 0 certified copies of birth and death records were issued.
7 Public Health Nursing Update DISEASE INVESTIGATIONS Hand, Foot & Mouth Outbreak There were 24 suspected cases of Hand, Foot and Mouth (HFM) disease linked to a daycare facility in Muskingum County. Cases ranged from 1-3 years of age. HFM is a self-limiting virus, a mild infection that typically infects toddlers causing fever and blisters around the mouth. Measles & Mumps Outbreaks There was one case of mumps in Muskingum County that was linked to the 2014 community mumps outbreak in Central Ohio. At the request of the local Amish community, public health nurses provided on-site vaccine clinics in Adamsville and New Concord. Ebola Outbreak Ebola was diagnosed in the U.S. and came to Ohio after a Dallas nurse who tested positive for Ebola was in Summit County Ohio. ZMCHD worked closely with our hospitals, health care providers, and first responders to ensure our community was prepared. Area physicians were educated on identifying Ebola in patients and proper testing and quarantine of suspected patients. No cases were diagnosed in Ohio. Pertussis (Whooping Cough) ZMCHD investigated 48 cases of pertussis (whooping cough). CDC recommends the Tdap vaccination in the third trimester of pregnancy. HELP ME GROW Early intervention staff (including partners at Starlight) were trained in a new coaching model for services to families called Primary Service Provider. Staff meet as a group every week for 2-3 hours to discuss referrals, upcoming evaluations, and current cases. This has allowed staff the opportunity to learn more about how Starlight is serving families, allow for better coordination of needed services, and better communication between the two agencies. Home Visiting has gotten stronger with an increase in referrals this year. Home Visitor, Tabatha Willett has a caseload of 30 families that she is seeing to provide intensive, individualized, parenting education. WIC: WOMEN, INFANTS & CHILDREN Claire Gately and Tammy Vaughan-Rogers became Certified Lactation Counselors (CLC). Amber Sheeks became an International Board Certified Lactation Consultant (IBCLC). The Alcohol Screening and Brief Intervention (ASBI) program was initiated to help reduce the risk of moms consuming alcohol during pregnancy and prevent fetal alcohol spectrum disorders. As a result of this initiative, 271 pregnant moms were screened and of those 34 received a full intervention. 639 referrals were also made to area programs.
8 Environmental Health Update NEW ENVIRONMENTAL SOFTWARE Environmental Health launched online access to inspection reports related to Muskingum County restaurants, grocery stores, mobile food units, public swimming pools and spas, and campgrounds at MOSQUITO CONTROL Four confirmed cases of mosquito borne diseases were reported. An individual from Zanesville was diagnosed with West Nile Virus and three children from a family in the Adamsville area were diagnosed with Lacrosse Encephalitis. Area residents were educated on ways to prevent future exposure to mosquitoes. Problem areas were treated to reduce mosquito populations where the transmissions may have occurred. PLUMBING EDUCATION Plumbing inspectors hosted the Annual Backflow Awareness Class. The Ohio Environmental Protection Agency presented on laws and regulations. Local Union 495 Cambridge Ohio presented on backflow science, testing and repair. Representatives from Local Union 55 Cleveland Ohio, the City of Zanesville, and Village of New Concord were also on hand. FOOD & POOL SAFETY EDUCATION Sanitarians presented the Basic Food Safety Course to 29 people from eight different facilities. This course provides information on various food safety topics. Sanitarians along with our epidemiologist presented a Pool Safety Seminar for all licensed pool and spa operators. This seminar provides information on waterborne diseases and proper testing procedures. ZMCHD WELCOMES NEW DIRECTOR Ed Shaffer was promoted to Director of Environmental Health after the retirement of Mike Kirsch in November.
9 Community Health Promotion & Planning HEALTH PROMOTION & PLANNING ZMCHD received a Muskingum County Safe Communities grant from the Ohio Traffic Safety Office to prevent impaired driving, increase seatbelt usage, and promote motorcycle safety. EMERGENCY PREPAREDNESS ZMCHD received funding to coordinate the Local Healthcare Coalition in our region of Morgan, Muskingum & Perry Counties. A heating/cooling trailer and other resources were purchased to be shared within the three counties. ZMCHD continues to work towards becoming a nationally accredited public health department through the Public Health Accreditation Board. Ohio is now requiring local health departments to be accredited by 2020 in order to be eligible to receive funding from ODH. (ORC Section ) ZMCHD continues to work with 11 jurisdictions to develop and integrate all hazards public health response plans. Staff also participated in county and regional drills to test plans, including the annual drive through flu shot clinic in October.
10 Our Work ZMCHD provides a wide range of public health nursing, environmental, and health promotion services. Here are some 2014 highlights of our work. 1,041 inspections of food, pool and tattoo/body art facilities. 2,112 individuals immunized to protect against vaccine preventable diseases. 3,816 children (Maysville & West Muskingum Schools) received resources related to physical activity and nutrition. 238 animals quarantined and 16 animals tested for rabies prevention. 8,398 WIC visits to provide nutrition education, breastfeeding support and supplemental foods for women, infants and children in Muskingum County. 1,783 children in area schools received dental sealants. 756 inspections of residential, commercial and industrial plumbing. 51 senior adults were screened on average per month. 394 children received BCMH (Bureau for Children with Medical Handicaps) services. 20 car seat inspections were conducted, 17 car seats distributed. 6,393 children were served by five school nurses. 1,514 births and 1,122 deaths were registered for Muskingum County. 8,543 certified copies of birth and death records were issued. 2,615 flu shots were given to protect adults, children and the community. 140 treatments were conducted to prevent the spread of mosquito-borne diseases. $10,020 in fresh produce was provided to WIC families at Muskingum County Farmers Markets. 144 inspections of campgrounds, manufactured home parks and school buildings. 469 Help Me Grow referrals were received. 313 for Early Intervention. 128 inspections of private water systems and sewage treatment systems 204 nuisance investigations of housing, sewage and solid waste were conducted. 758 communicable disease investigations were conducted. Chlamydia was the most reported infectious disease with 362 cases reported. 32 smoking investigations were conducted.
