1 Health cluster meeting minutes: Date: 21 Apr 2014 Chaired by: Dr. Iman, Emergency/Health Cluster Coordinator Venue: Kabul, OCHA office Participated Organizations: WHO, AADA, ACF, ACTD, ARCS, CAF, CORDAID, CWS P/A, ECHO, EMERGENCY, HNTPO, ICRC, IFRC, IMC, IRA, Johanniter, MoPH, MSF, OCHA, PU AMI, SAF, SDO, SHRDO, TDH, UNFPA, UNICEF, WHH Agenda: briefing on CD situation update from DEWS update on IDP situation due to recent conflicts and disasters in Faryab, Takhar and Nimroz provinces presentation from CWS on "uncovered health facilities in east of Afghanistan" discuss health cluster coordination in the regions WHO annual global campaign "save lives, clean your hands" AOB Description Action Status 1 Introduction All participants introduced themselves; the meeting commenced at 10:00 am and was chaired by Dr. Iman, Emergency/Health Cluster Coordinator. 2 Public health events in Afghanistan in 2014(03 Jan 11 Apr 2014): Dr. Sampath the CSR program manager of WHO None EPHS, BPHS NGOs to share with WHO/DEWS routine vaccination status pertaining to the exact assigned coverage population and the main challenges against vaccination process. Done EPHS, BPHS implements 1
2 described communicable diseases outbreak situation up to 14 th week of 2014 in Afghanistan. Particularly emphasized on measles outbreaks and response activities in high risk provinces (Helmand, Kandahar, Nangarhar, Paktia and Zabul) and requested the agencies to improve the routine and supplementary immunization activities Increasing incidence of water borne diseases also brought to the consideration of the participants WHO to provide detailed analysis of the underlying reasons for low vaccination coverage categorized by urban/rural maybe also displaced Plan to undertake awareness campaigns in the low coverage areas in order to improve the vaccination coverage. Vaccination for the children between 9months to 5 years among all new IDPs also recommended Develop a plan on water and sanitation improvement campaigns with water quality monitoring in high risk provinces for water borne diseases. 3 Public Health emergencies and responses (15 Mar 15 Apr 2014): Dr. Vicky, the epidemiologist for EHA, WHO presented new IDP situations due to conflict and natural disasters during March 15 th To April 15th Armed conflict and IDPs in Qaysar district of Faryab province on 6 th April 2014 The conflict made displacement of civilians from Shakh cluster, Zafran, Ghora, Toimast and Arkalik villages 1 child killed 9 people injured due to different incidence including two landmine blasts 246 families displaced to 12 surrounding villages It s believed another 1000 families displaced to inaccessible villages who were not reachable by the supportive teams Landslide in Takhar province: A light earth quake (4.1) hit around 2:30 am on Saturday the 12th April 2014 associated with heavy Whenever there is an emergency in the coverage area; the Health Partners to update the HC on the event and the actions taken including the challenges they are facing. This should be sent to HC address. Early wash intervention by the wash cluster Eng Fredrick will coordinate the activities Continue the mobile medical care for the IDPs including MCH and nutritional supplementation until resettlement through WHO regional offices and CAF Logistic support for the mobile teams will be provided by EHA/WHO, Afghanistan The local authorities and health facility are capable of managing the situation 2
3 rain caused a landslide in Khuja Khirat and Pusta Mazar villages of Rustaq district in Takhar province 3 men and 1 woman killed 100s of houses damaged 118 families (826 individuals) displaced to Dasht e Qala Displacement during the rainy season, unsafe water, inappropriate shelter facilities and cold weather might cause respiratory and water borne diseases among the displaced. Flood in Nimruz: There was an overflow of Helmand river on 14 th April affected Haji Mola Mohammad Rahim Village of Zaranj district in Nimroz province 22 families displaced 4 CWS presented accessibility to health care services in Nangarhar and Lagman based on their joint assessment with PHD : Based on MoPH report, 43% of population has still poor access to Health services CWS recommended establishing new BHCs and SHPs in some identified locations based on population density and geographical location. It has to be further discussed with BPHS NGOs and submitted to MoPH for approval. 5 Update from Partners on HC data: It was agreed during the meeting that Health NGOs will support WHO to update the Health Cluster Databases regularly as listed below. NGOs monthly activity report(hfs funded by WHO) NGOs will be encouraged to provide PPP on their activities in their province during the next health cluster meetings Health Cluster database will be circulated to NGOs for feedback and update: 3Ws/catchment population Health Stakeholders contact list Not fully updated WHO and NGOs to follow 3

Frederec WHO/WASH officer had a short presentation on WHO global campaign: Aims at promoting and sustaining improvements in hand washing practices at points of patient care 2014: focus on the role of hand hygiene in combatting anti microbial resistance (AMR) Make the WHO 5 moments for hand hygiene part of protecting patients from resistant germs Monthly Activity reports will be updated for last 3 months of 2014 by implementers of WHO emergency health facilities A format will be modified with coordination of MoPH for health care facilities to Join Save lives: clean your hands (SLCYH). Poster of Your 5 moments for hand hygiene will be circulated. Health partners to print and share to health facilities. 8 AOB All agencies who have received CHF funding are requested to provide detailed information on the CHF indicators that will be included in the DASH BOARD. ALL agencies receiving CHF funding are requested to use3 standard curriculum for all trainings (contact WHO for technical support) and provide frequent update on all trainings conducted. All agencies are requested to follow up on all those trained to ensure the use of acquired skills during trainings.
