PRIORIDADES DE PAÍS Terms of Reference - HRH Observatory Steering Committee The HRH Observatory Steering Committee is chaired by: PAPU Representative, Dr. Robert Tucker It is co-chaired by NHI/SSB Representative as nominated by MOH on October 19 th, 2011, Dr. Natalia Rodriquez Technical Expertise (Ex-Officio member) PAHO/WHO Representative and UNDP Representative The HRH Steering Committee consists of representatives as follows: The 4 Regional Managers : Central, Northern, Southern and Western Representative from the National (1) and Regional University (1) 1 Public Service Representative (Director of Human Resource & Development) 1 Representative Ministry of Education 1 Representative MOFA/CSME 1 Representative M0F 1 Representative Ministry of National Security
7 The HRH Observatory Steering Committee will be tasked with the following deliverables: Liaises with the Ministry of Health, other government, ministries, NGO s, professional associations, academia, international organizations, and PAHO; among others, to share information, data, research, and expertise toward informing decisions, recommending policy considerations, educating and exchanging best practices. Monitoring and evaluating. Create networking and strategic alliances with institutions and organizations concerning Human resources in Health Monitor and evaluate RHS internal and external migration Conduct and Identify research in the field of training, work, and professional technical practices in health Facilitate relevant information for decision making in the development of human resources in health Coordinate discussion forums on the issue of human resources in health Coordinate guidelines for the design and implementation of systems of incentives and permanent education to guarantee quality and equity in the provision of health care services Develop TOR with budget for a MOH National Human Resource Coordinator responsible for Human Resources within the Health Sector (completed) Annual reporting to provide feedback and updates to the Observatory
8 Plan Operacional ACTIVITY 1.1.2: Implementation of long range guidelines, institutionalization of processes for monitoring and evaluation, and wide dissemination of plans and their evaluations. (LONG RANGE POLICIES & PLANS) MOH - HRH Unit Indicators for: Belize s Health Workforce Strategic Plan Ministries Affected disseminated widely by end of Development, sensitization, and publication of the Belize s Health Workforce Operational Plan launched in 2012 with the Ministry of Public Service and Ministry of Finance. MOH, MPH, & MOF 2. Sensitization of 80% of the BZ Health Care Workforce before Jan The Belize Health Workforce Strategic Plan launched in % Interaction with the Private Sector ACTIVITY2.1.1: Reviewed and modified job descriptions for various categories of MOH workforce to determine whether it would be useful to have a single job description. (RIGHT PEOPLE in the RIGHT PLACES) MOH - HRH Unit Indicators for: developing appropriate Job Description to insure the Right People in Ministries affected the Right Places by the end of 2011 Workshop to Sensitize MOH, MPS, MOF, and other stakeholders of revised Job Description by August MOH, MPS, & MOF Tasks 2011 Implement the new job descriptions by August 2012, (50% in December 2011 and the remaining 50% by MOH June 2012) MOH, MPS, & MOF Monitor and Evaluate the effectiveness of the new job descriptions.
9 Plan Operacional Activity 3.1.1: Policy developed regarding national self-sufficiency in HRH for Belize. (MIGRATION) MOH - HRH Unit Indicators for: Migration of Human Resources for Health monitored and Ministries affected analyzed - Policy on national self-sufficiency in HRH approved by the end of University of Belize, MPS, MOH 1. Conduct an annual assessment to determine the number of health care personnel produced Hdqrs, MOH Health Regions, and locally in comparison to the number of health care personnel brought in externally via bilateral MOH Technical Units aid and/or foreign supported. Funded Consultant in collaboration 2. Perform an Impact Analysis on the differences between health personnel produced locally with the MOH HRH Unit versus those brought in externally through foreign assistance. MOH s HRH Unit, MPS, MOE HRH Unit, MOH Administrative Officers, and respective foreign training institutions. MOH Regional and District Health Centers & KHMH Computer Centers, BHIS BHIS MFA & MOH s HRH Unit NEMC, MPS, MOF 3. Develop policy to reduce Belize s dependency on foreign medical staff/support. 4. Develop a utilization policy/strategy for the effective Use of foreign medical brigades, and foreign medical teams. 5. Maximum usage of online training to address the area of needs/priority. 6. Use of virtual library on BHIS for training. 7. Ministry of foreign affairs to secure scholarship to meet the needs of the shortage in the medical field. 8. Institutionalize NEMC standards on Medical Equipment and Maintenance. ACTIVITY 4.1.4: National focal points along ministerial/institutional lines for identification of Occupational Safety and Health Committees. (HEALTHY WORKPLACES) MOH - HRH Unit Indicators for having: At least five focal point individuals representing different Ministries affected ministries/institutions appointed by March of 2011 MOH, MOL, MPS, MOF, MED, MOH and stakeholders (MOL, MPS, MOF, MED, SSB) establishes the OSHA Committee SSB
10 Plano de Operacional ACTIVITY 5.3.1: Strengthened capacity and infrastructure of nursing, midwifery, and allied health education programs in Belize (TRAINING & HEALTH SERVICE INSTITUTIONS) MOH - HRH Unit Indicators for: Increased number of Licensed Professional Health Workers in Belize Ministries affected by Establish working Standards with other Latin American and Caribbean Countries in the development of licensing for nursing, midwifery, pharmacy, medical technology, geriatric care, and environmental health sciences. 2. Strengthen the physical and teaching capacity at UB, UWI, and MOE so as to provide quality education for licensing requirements in nursing, midwifery, pharmacy, medical technology, geriatric care, and environmental health areas. UB, UWI, MOH 3. Improve other academic resources in terms adequate number of performance based scholarships, increasing library and computer capacity, and other support mechanisms needed for licensing requirements. 4. Work with the GOB/MOE, Allied Health Council, and other public and private healthcare institutions in upgrading, Nursing, Midwifery, Pharmacy, Med Lab, Geriatrics, and Environmental Health to the bachelor s level. HECOPAB, UB, MOH Certified Community Health Workers (CHW) trained. UB, MOH, UWI & Licensing Establish BELIZE Allied Health Council Accreditation Bodies (LCBs)
11 Los Proximos Pasos: Ahorita: a) Belize is laying the foundation for CHANGE, based on verifiable information. b) Belize will be positioning new Belizean General Practitioners returning from training in Cuba. c) However now is when the REAL work begins changing the system, with a Reinvigorated Steering Committee. Proceso: a) Call a Belize HRH Observatory Meeting with the objective of informing them of the challenges ahead. b) And, How to best Politically change the scenery to implement the following: Priorities: a) Implementing the Operational Plan with Monitoring and Evaluation of OP b) Working with the Belize political machinery c) Recruitment and Retention El Proximo Paso: a) Continuar trabajando con los ministerios de MPS, MOF, MHD, y MED, b) Trabajo con los educational institutions (UB, UWI, y las escuelas profesionales de COMISCA) c) Continuar trajando con nuestro HRH Steering Comite y Observatorio. d) Continuar trajando en mejorando nuestro situacion y nivel de salud en Belice, Centroamerica y Republica Dominicana!
