This study shall use all material produced by 16IFI Astroinformatics Program team (management committee, advisors and expert team), and the information obtained in surveys, interviews and network analysis of key actors in the astroinformatics research & development context organized by the company Mecanismos Sociales ltda; the company awarded this contract will organize this information as market research study. 1

4 1. Introduction Chile is recognized as a privileged location for observatories in the southern hemisphere. It is forecasted 1 that Chile will host 70% of the ground instruments collecting area during the next decade. Thanks to the joint effort of the international community, local research institutions and our government, these astronomical facilities contributed to grow our scientific capacity, strengthening our research institutions productivity and international relevance. Several studies 2 funded by our Government have concluded that our country requires a concerted national strategy to establish ourselves as a more relevant actor in this scenario and broaden the return of Astronomy for Chile. Building on the mentioned conclusions, and the roadmap in the Strategic Program of the Chilean Government (CORFO Smart Industries, 2016), emerges the Astroinformatics Program, consisting in the concept development of worldclass astroinformatics initiatives in Chile, designed for Astronomy in the era of big telescopes and relevant for the future of other data-intensive industries and scientific fields. The program team is composed by the Management Committee, an international group of experts in developing global collaborations, key actors in the global astronomy and astroinformatics network, the Scientific Advisory Council, a group of experts in astroinformatics, and the executive director of the program. 5 1.1. Call for Proposals ACTI A.G. is the management entity hired by CORFO to manage the Astroinformatics Program. ACTI A.G. requires to hire the services of an entity with international capacities and accomplishments in the field of Big Data to deliver a study titled Astroinformatics Business Opportunities (actual offer, future demand, and opportunities for Chile). Section 2 of this document Administrative reference terms, establishes the procedure used by the management entity to select a company for the study. The work by the selected entity will be managed as defined in section 3 of this document Technical reference terms, this will be the basis of the contract between management entity and selected entity. 2. Administrative reference terms 2.1. Important Dates Call for proposals published: September 1st, 2017 Period for questions and answers: September 1st to September 16th, 2017 Proposal submission due date: September 22th, 2017 Evaluation period: September 22th to September 30th, 2017 Contract award date: September 31st, 2017 Start of the work: October 2nd 2.2. Normative This call and its consequent agreements are regulated by the contents of this section together with any answer provided to eventual questions from participants. Both elements will be assumed as understood by every legal person participating in the call Audience We welcome legal persons of all kinds to participate in this call, including but not limited to Chilean and foreign companies, research institutions, and consortia. In the latter case, please include the agreement under which the entities in the consortia are working 5

Everybody is invited to propose in compliance with the requirements defined in section 3 Technical reference terms Instructions for presenting a proposal All legal persons interested in participating shall deliver a letter-size hard copy, together with a digital copy (CD or pendrive) in an envelope, sent to the management entity premises located in 201 Hernando de Aguirre, Office 604, Providencia, Santiago de Chile. The envelope shall have the following information: - Name of the Call: Astroinformatics Program Business Opportunities for Chile (actual offer, future demand, and opportunities for Chile), - Name of the legal representative, - Name, and phone of an official point of contact person. Proposals shall include the following: - Technical Proposal: - Index of contents - Full name and role of all persons in the proposing entity team. - Up to date resume of each member of the proposing entity team highlighting experience relevant for the proposal. - Portfolio of Big Data and/or Astronomy Data and/or Market Research successful projects developed by the proposing entity. - Objectives: an eloquent statement of the objectives that the proposing entity will pursue. - Methodology: a clear and complete exposition of the methodology that the proposing entity will use to achieve the objectives. - Project Plan: a project plan to execute the work needed to achieve objectives and use the proposed methodology including: Gantt chart with activities-responsible-person, activitiesdependency-logic, and critical paths (if any). 6
7 Highlight milestones considering any deliverable linked with expected payments. - Economic Proposal: - We expect an economic proposal containing the total value of the work to be done by the proposing entity, in CLP units, accepting the payment conditions established in this document Proposal processing The reception of proposals is coordinated by the management entity, according to the following conditions. - Reception: Proposals arriving later than the dates in this document won t be considered. Only proposals arriving in time and compliant with requirements in section 3 Technical reference terms will be considered. - The management entity will note the reception of proposals, date and time and any non-compliance with requirements in section 3 Technical reference terms for future reference Questions & Answers All legal persons participating may bring questions about this document until September 16 th, 2017 through an to programaestrategico@acti.cl All questions will be answered no later than 5 work days after September 16th. Each answer will be sent to all participants for their knowledge. Questions sent by any mean different than the one indicated above, won t be answered Proposal Evaluation The proposals will be evaluated following the process below: 1. Once the deadline to submit proposals has come, the program team will study each proposal and evaluate them according section 3.7 Annex 1: Evaluation Criteria 7
8 2. The program team will provide advise to the management entity consisting of a recommendation to award the contract to the proposal that obtains the best evaluation. In case a tie happens, the recommendation will be to award the contract to the proposal with the lowest economical value. 3. The management entity will notify the awarded participant using the contact information in the proposal envelope Legal background of participants The management entity will require the following documentation from the selected entity. The selected entity shall be prepared to deliver this documentation no later than 5 work days after award notification: - Photo-id of the legal representative of the selected entity Total budget The management entity has a total budget available for this Project of $CLP 61,100,000, equivalent to $USD 96,208.8 (using average exchange rate from August 1 st to August 25 th, 2017) Intellectual property The selected entity will transfer all intellectual property rights or other kind of rights derived from the deliverables funded by the management entity to the Astroinformatics Program, in order for it to share the mentioned deliverables. If requested, the program team can licence the deliverables for the use of the selected entity or its dependants for a limited period, both exclusively or non-exclusively. In case that databases produced to achieve Project objectives are protected by property rights according to number 17 on article 3 of the Chilean law 17,336, the paragraph above still applies. In case that databases are not protected by property rights of the law, the selected entity shall provide their content to the Astroinformatics Program, according to the technical specifications and standards of open data of the Chilean Government. 8
9 2.14. Confidentiality The selected entity and its dependants shall obtain the written consent of the program team to be able to share any result derived from their work in this Project to an audience outside of the Astroinformatics Program. 9
10 3. Technical reference terms 3.1. Objectives 3 The main objective of the selected entity will be to identify business opportunities in the field of astroinformatics that are relevant for global astronomy r&d context and where there are local capabilities to address them and become a player in the market. For identifying these opportunities, the selected entity will characterize the main global trends in the industry of astroinformatics, analyze the capabilities of local institutions to provide such services and match the capabilities with the niches of astroinformatics where Chile has most potential to gain market share. In order to help with this process, the program team will make available its expertise and resources such as key stakeholders map, their current activities and plans, and forecast of their future demand for astroinformatics. It is expected that the selected entity uses these as inputs but not as sole sources of information. Specific objectives of the selected entity will be to a) characterize the global computing-intensive astronomy r&d context (current market), including data acquisition & generation, data pre-processing, data analysis and data discovery initiatives going on these days across continents, b) forecast the future demand for computingintensive astronomy over the next years (future market), considering ground and space observatories under construction and planned today, and research community needs, including all areas mentioned, c) analyze the pipeline of key data-intensive telescopes in construction and to be built and in operations in the next 5, 10 and 15 years, the projections of key astroinformatics r&d centers, and the projections of Big Data Global actors such as Google, Amazon, Microsoft, among others; to develop a preliminary estimate of target market size and the capacity required to serve it, including cyberinfrastructure and human resources, d) identify opportunities for Chile (target market) in terms of demand, local capacities and potential to gain market share, e) analyze the potential to negotiate requirements for local data processing and the related negotiation strategy, and d) characterize the potential for knowledge, 3 From Convenio de desempeño Industrias Inteligentes (CORFO), FIE, Julio 2016, agreement number #3, paragraph 2. 10
11 technology, and human capital transference of each opportunity to public and private sector Technical proposal requirements Required deliverables The selected entity shall produce the following deliverables: 1. Astroinformatics Stakeholder Map: considering the most relevant computingintensive astronomical observatories and r&d institutions, their location, their cyberinfrastructure, their software and data products and services to PIs and community, and their computing operations budget. 2. Astroinformatics Stakeholder s Needs, for next years. 3. Map of local capacities to provide astroinformatics services. 4. List of telescopes to be developed in the next 15 years and the data processing and storage requirements and opportunities to offer local astroinformatics to them. 5. List of astroinformatics r&d centers now and opportunities for collaboration (to grow local capacity and connection with Big Data private research and Development) 6. List of Big data private actors working with astroinformatics and astronomy and requirements and opportunities to offer local astroinformatics for innovation in their actual and future products. 7. Requirements analysis framework: including metrics to rate requirements in research and economy domains, and natural advantages for Chile. 8. Astroinformatics Initiatives Level 0 Requirements to achieve astronomy and economy potential from Chile, including but not limited to target market size and potential market share, cyberinfrastructure and human resources needed to serve it. 11
12 9. Use the framework to rate Level 0 Requirements or Opportunities 10. Market entry strategy and proposal for negotiation strategy with new telescopes Methodology requirements The proposal shall consider using the following methodology: - Stakeholders map: in order to address objective a), the selected entity shall generate a map considering the expertise and information provided by the program team (management committee, scientific council, and expert team), as mentioned in next section available resources. - Stakeholder s needs: in order to address objective b), the selected entity shall elicit and analyze the needs for astroinformatics of each actor in the Stakeholder map, in particular of telescopes in operations and to be built in the coming 5-15 years, including data acquisition & generation, data pre-processing, data analysis and data discovery initiatives needs. For this, the selected entity shall consider the expertise and information provided by the program team (management committee, scientific council, and expert team), as mentioned in next section available resources. - Level 0 Requirements to achieve astronomy and economy potential: in order to achieve objective c), the selected entity shall derive level 0 requirements from the Stakeholder s needs, including but not limited to target market size and potential market share and strategy to start business with telescopes, cyberinfrastructure and human resources needed to serve them. - Level 0 Requirements analysis framework: in order to achieve objective d), the selected entity shall develop a framework including metrics to quantify the potential relevance for astronomy and for economy of each requirement Available resources The selected entity will have the following resources available for their work: 12
13 1. An initial stakeholder map with informal data about the key stakeholders, that needs to be validated by the selected entity. 2. An initial Stakeholder s needs matrix, that needs to be validated by the selected entity. 3. Access to expertise and information provided by the program team composed by the Management Committee and the Scientific Advisory Council (a presentation of these groups can be seen in section 1 Introduction ) Team requirements The selected entity team members shall be proficient in market research studies, with experience in big data industry both for public and private sector. The proficiency shall be demonstrated 4 with information about the team history, projects they have delivered and their clients, or by other means the selected entity chooses Timeline requirements The selected entity shall finish this work within 3 months from the start of the contract, considering the following milestones: 1. Presentation at first month from the contract signature including: a. Validated Stakeholder Map b. 50% progress in validation of Stakeholder Needs. 2. Presentation at second month from the contract signature including: a. Validation of Stakeholder needs b. Level 0 Requirements as mentioned in methodology c.
