Habia has similar responsibilities to Sector Skills Councils in the Skills for Business Network sector information, standards setting, qualifications approval and learning frameworks. It is a revision of the framework that was first introduced in England and Wales in June 2005 This framework takes account of an incremental change is the National Occupational Standards in Beauty Therapy. 10 3 Overview of the Framework 3.1 Rationale for Framework Apprenticeships are an employer led government initiative aimed at developing intermediate level skilled staff, particularly at technical levels. They connect the employer and the apprentice supported by the Learning and Skills Council and Habia. With an increasing number of young people staying on at school, the Foundation Modern Apprenticeship /Apprenticeship and Modern Apprenticeship /Advanced Apprenticeship in Beauty Therapy provides quality alternatives leading to the achievement of NVQ Level 2 and/or Level 3. In the UK there are 4,800 beauty salons, 36,000 hairdressing salons (5,800 of which offer beauty therapy treatment, for example, those that are in hotels and leisure centres). There has been significant growth in the number of independent nail salons and spa facilities, also in the number of existing beauty therapy salons now offering an extended range of services including nail services and spa facilities. Prior to the development of this framework, those who wanted to work in a Level 2 beauty therapy job role had to achieve the NVQ by attending a full time college based programme. This framework will allow for an alternative work based learning route from training in full time education for the beauty therapy industry at Level 2. The Beauty Therapy NVQs provide the option for apprentices to select discrete development pathways including General Beauty Therapy and Make-Up at Level 2 and General Beauty Therapy, Make-Up and Massage at Level 3. The Foundation Modern Apprenticeship / Apprentice will have the opportunity to fulfil the role of a junior beauty therapist or skin care and make up consultant. Their careers may take place in a variety of locations including within hospitals, care homes, beauty salons, spas and health clubs, both in this country and abroad. The Modern Apprenticeship / Advanced Apprentice will have the opportunity to fulfil the role of a beauty therapist, electrolysist, masseur and make-up artist. It is expected that the Foundation Modern Apprenticeship / Apprenticeship in Beauty Therapy will attract 200 apprentices in England and Wales. Where apprentices are not employed, there must be a clear link to an employer. Employed status is mandatory for Modern Apprenticeship / Advanced Apprentices. 10

11 The Foundation Modern Apprenticeship / Apprenticeship and the Modern Apprenticeship / Advanced Apprenticeship is achievable if you rent a treatment room in a salon. If a person renting a treatment room in a salon meets the Apprenticeship criteria and wishes to take up an apprenticeship place, this should be acceptable provided the salon owner agrees to act as the employer and a training provider or employer holding an apprenticeship contract oversees the training plan. Due to the lack of employer involvement, neither the Foundation Modern Apprenticeship / Apprenticeship nor the Modern Apprenticeship /Advanced Apprenticeship is achievable if you operate on a freelance basis. 11

15 4 Content of Framework 4.1 NVQ(s) Foundation Modern Apprenticeship /Apprenticeship in Beauty Therapy NVQ Level 2 Beauty Therapy Within the NVQ at Level 2 there are two career pathways. General Beauty Therapy and Make-Up, some of which are used as a foundation for the skills that can be developed for NVQ Level 3. There are other units that are only part of NVQ Level 2 and are required for the specific job role for Level 2 (for example waxing). Each pathway consists of three core units, mandatory units and a number of mandatory and optional units. The full lists of NVQ Level 2 units are given in Annex A. The structure of the Beauty Therapy Level 2 NVQ provides employers, industry and apprentices with choice, a breadth of skill and flexibility all of which will help to address local skill shortages and meet employer and industry needs. 16 4.2 Key Skills The Foundation Modern Apprenticeship / Apprenticeship in Beauty Therapy in England and Wales requires the following key skills to be separately certificated. Mandatory Communication Level 1 Application of Number Level 1 Optional Information Technology Level 1 The Advanced Apprenticeship in Beauty Therapy in England requires the following key skills to be separately certificated. Mandatory Communication Level 2 Application of Number Level 2 Optional Information Technology Level 1 The Modern Apprenticeship in Beauty Therapy in Wales requires the following key skills to be separately certificated. Mandatory Communication Level 2 Application of Number Level 1 Information Technology Level 1 Key skills are recognised as essential employability skills, which apprentices require in order to perform their job role effectively. Although IT is an optional requirement Habia will encourage and recommend that training providers deliver IT within the Apprenticeship programme. In England Key Skills can be attained in three ways: 1. through the key skills qualification, which is strongly recommended 2. through a proxy qualification, for example, a GCSE in an appropriate subject at A*- C is an exemption from the key skill external test at Level 2. D-G is an exemption from the key skill external test at Level 1. Proxy qualifications assess the same knowledge and skills as aspects of the key skills qualifications. A portfolio is also required for key skill achievement 3. those who have achieved A*-C in GCSE English, Welsh, Maths or ICT will not be asked to undertake the related key skill qualification(s) at Level 2* In Wales Key Skills can be attained in two ways: 1. through the key skills qualification, which is strongly recommended. Achievement of the key skill in Wales is by the use of portfolio only evidence. 2. those who have achieved A*-C in GCSE English, Welsh, Maths or ICT will not be asked to undertake the related key skill qualification(s) at Level 2* 16

17 Concessions *If a candidate has achieved A*-C in English, Welsh, Maths or ICT, Habia will accept a certified true copy of the GCSE certificate to show attainment has been met for the key skill requirement and therefore a framework completion certificate will be awarded. This concession applies only to candidates registered from 1 June 2004 and there is a time limit. The GCSE A*-C can only be claimed against the whole Level 2 Key Skill for up to five years (i.e. from the date of the GCSE certification to the date of registration for Apprenticeship programme), in which case, GCSEs taken from Summer 1999 can be used. Proxies There is a time limit for proxy qualifications. Exemptions must be made no longer than three years from the date of the award to the date of the claim for the particular Key Skill qualification. A full list of proxy qualifications, which provide exemptions from key skills external examinations and are all accepted by Habia, can be obtained from the QCA website, Further information can be found in the Key Skills Policy and Practice on the QCA website, Technical Certificates There is no requirement for a separate technical certificate as the knowledge element is delivered and independently assessed through the NVQ Level 2 and 3 Beauty Therapy. 4.4 Additional Employer Requirement There are no additional employer requirements for the Apprenticeship or Advanced Apprenticeship Frameworks. 4.5 Employment Rights and Responsibilities For the Apprenticeship and Advanced Apprenticeship Framework Employment Rights and Responsibilities includes: Employment Rights and Obligations for Recruitment which will include Equal Opportunities Employment Rights on Employment Working Time Regulations and Minimum Wage Health & Safety Beauty Therapy Career Pathways and Industry Structure Evidence of delivery of ERR is required for all completion certificates. 17

18 5 Implementation of Framework 5.1 Entry Requirements The aim of the Foundation Modern Apprenticeship / Apprenticeship and Modern Apprenticeship / Advanced Apprenticeship Framework is to attract higher calibre young people into the beauty therapy industry and to raise its current profile from being regarded as somewhat of a last resort to that of a respected profession with a range of prospective career routes. The selection of a young person for a Foundation Modern Apprenticeship / Apprenticeship and Modern Apprenticeship/ Advanced Apprenticeship place is the responsibility of the employer with the assistance of Connexions/Career Wales and the training provider (when involved). The key criteria will be assessing whether the young person is likely to be capable of achieving NVQ Level 2 or NVQ Level 3. To assist employers in this process, the characteristics and attributes listed below should be considered. They include reference to disposition towards practical skills and to certain grades at GCSE level as indicators of a person s ability to cope with the competencies at Level 2 and/or 3. Personal Presentation Issues Potential apprentices need to be aware that the beauty therapy industry is a fashion and service industry and, therefore, it is particularly important to present themselves appropriately and reflect the image of the salon. They will, therefore, need to be able to demonstrate that whilst they are working in the salon their clothing, hair, hands and personal hygiene will be of an appropriate standard. Disposition A good sense of humour or amicable nature is important in all service industries whether dealing face to face with clients or speaking on the telephone. Beauty therapy services rely heavily on repeat business from satisfied clients so patience, tolerance and a good sense of humour are important. Circumstances Willingness to work flexible hours and days of the week as laid down in the Contract of Employment when this applies. The apprentice needs to be aware that there are likely to be peaks and troughs in customer demand (e.g. busy evenings, longer working hours in December) and that, naturally, therapists must remain at the salon until their client s services are completed. However, we would wish employers to offer family friendly employment policies wherever possible. There may be sources of local support for example, the local LSC or voluntary organisations may be able to advise on sources of childcare. Attainment The ever increasing complexity of techniques, products and the operation of a business mean that good educational achievement at school will be a good indicator of likely future success. However, some successful therapists have no formal qualifications prior to entering the industry. NVQ Level 2 and NVQ Level 3 requires evidence to be generated and collated in a 18

19 portfolio, this demands that the apprentice has the ability to organise their own work. Foundation Modern Apprenticeship /Apprenticeship - Important attributes Occupational knowledge i.e. an awareness of the different roles found within the beauty therapy industry. Willingness/desire to work in the beauty therapy industry. Foundation Modern Apprenticeship /Apprenticeship - Desirable attributes Previous work experience in beauty therapy 3 GCSEs or equivalent (e.g. GNVQs) at or above Grade D in a range of relevant subjects such as English Language, Maths, Science, Art or Human Biology. Modern Apprenticeship /Advanced Apprenticeship Desirable Attributes Previous work experience in the beauty industry or other service industry where customer service and/or retail skills may be acquired 4 GCSEs at Grade C or above or equivalent Excellent customer service and retail skills Special Aptitudes Beauty therapy is a practical skills based industry, so having good hand/eye co-ordination is important. This needs to be ideally combined with interpersonal skills and the capability to complete the knowledge requirements of NVQ Level 2 and/or NVQ Level 3 and key skills. Other Important Attributes for Apprentices Disposition towards practical, organisational and social skills. Good verbal communication skills. High degree of dexterity e.g. the ability to use and manipulate your hands and fingers in a sequence of movements. Appreciation and understanding of the personal and sometimes clinical nature of the beauty industry with the ability to demonstrate tact and diplomacy. Recognition that the role has a clinical aspect and that attention to hygiene and detail is essential. 19

20 5.2 On and Off the Job Learning To enable Apprentices to acquire the skills and knowledge to achieve the NVQ(s) and Key Skills they require off the job training. Off the job training can mean any of the following: time spent away from the salon in a college or with a training provider training in the workplace (guided learning in the salon for the NVQ and/or Key Skills) a combination of time away from the salon at a college or with a training provider supported by further training in the workplace 5.3 Minimum Duration of Training To ensure completion of the full framework, the recommended amount of off the job training is 288 hours for each year of the Apprenticeship. This equates to 8 hours each week for 36 weeks attendance off the job and 6 hours each week for 48 weeks attendance off the job. Following consultation, Habia estimates that the Foundation Modern Apprenticeship /Apprentice Framework will take a new starter an average of 1 year and 6 months to achieve. Following consultation, Habia estimates that the Modern Apprenticeship /Advanced Apprentice Framework will take a new starter an average of 2 years to achieve if the potential apprentice already has NVQ Level 2 in beauty therapy before beginning the apprenticeship, or 3 years and 6 months to achieve if the potential apprentice has to achieve both NVQ Level 2 and NVQ Level 3 in Beauty Therapy. 20

21 5.4 Health & Safety Health & Safety are integral to the training programmes that lead to NVQ assessment. Implementation is monitored through Environmental Health Officers and Awarding Body systems. Within the NVQ Level 2 and Level 3 there is a separate unit defining the Health & Safety competence, in addition health & safety is a consistent theme in all units and therefore inclusive within the whole training programme. At the commencement of the Apprenticeship the induction process should take account of elements of health & safety, including, organisation s safety policy encompassing the responsibilities of the employer and employees; procedures for accidents, fire and emergencies; restrictions on any activities, equipment or products; correct and safe use of equipment and protective clothing; risk assessments of relevant processes. For additional information regarding the application of health & safety legislation to salon operations, contact Habia or your local Environmental Health Officer. All partners involved in the implementation of Apprenticeships must adhere to their statutory responsibilities for health & safety as follows: a safe working environment for apprentices must be provided whilst they are at work or in training appropriate training on health & safety in the workplace must be given to each Apprentice awareness of and compliance with legislation relating to the Health & Safety at Work Act 1974, the Working Time Regulations 1988 and other relevant legislation must be demonstrated the apprentice must be aware of and comply with their statutory responsibility for health & safety at work. This relates to their own safety and to the safety of others in the workplace. They must also be aware of and comply with any additional health & safety procedures laid down by their employer/provider Local LSCs/ DELLs are responsible for monitoring the compliance of partners with their statutory health and safety obligations and will carry this out through their Quality Assurance procedures. 5.5 Equality and Inclusion Habia and the Government are committed to Equal Opportunities in their training programmes and ensuring everyone has the best chance of success in their chosen profession. Apprenticeships shall be open to all candidates who satisfy the entry criteria regardless of race, gender or disability except where disability is a barrier to being able to carry out usual duties in the beauty industry. Males are currently under-represented in the beauty therapy industry. However, the 21

22 development of the new National Occupational Standards, particularly in massage and spa therapy, should help to address this. At Level 2 males are more likely to opt for the Assist with Spa Treatments or the skin care consultant role if they do not wish to progress to the Advanced Apprenticeship or NVQ Level 3. At NVQ Level 3 males are more likely to opt for Body Massage at Level 3. It is important that any marketing materials produced for Apprenticeships in Beauty Therapy equally represent different races and genders. Particular attention should be made to avoiding stereotypes traditionally associated with the beauty therapy sector. Equality of opportunity in Apprenticeships is monitored and supported by the LSC, training provider and/or employer. Any enquires regarding equal opportunities should be made to the LSC/DELL in the first instance. Additional information may also be obtained from the following websites: Whilst equal opportunities have been identified under a separate heading, the principles relate to all those systems and procedures which have the potential to discriminate against Apprentices at any point during the programme from recruitment and selection and induction, through to successful completion. There should be open recruitment of apprentices to the programme, which is available to all young people, regardless of gender, ethnic origin, religion, belief, sexual orientation or disability who meet the stated selection criteria. All partners involved in the delivery of the Apprenticeship local LSCs, providers, providers, assessment centres and employers must be committed to a policy of equal opportunities and must have a stated equal opportunities policy and procedure. Employers/providers must be able to demonstrate that there are no overt or covert discriminatory practices in selection and employment. All promotional, selection and training activities must comply with the relevant legislation such as: The Sex Discrimination Act, 1975 and Code of Practice The Race Relations Act, 1976 and Code of Practice The Disability Discrimination Act, 1995 and Code of Practice Equal Opportunities Monitoring Procedures Providers will monitor equality of opportunity, practice and procedures within their own organisation and take positive action when necessary. It is also recommended that employers/providers conduct an exit interview if the apprentice leaves the programme before completion. Local LSCs have overall responsibility to monitor practice to ensure that providers meet the criteria specified in their quality management systems. This includes monitoring the representation of apprentices in terms of gender, ethnicity and disability to ensure that it 22

23 reflects, as far as possible, the levels of representation within the local community Habia will retain overall responsibility for the development of the Apprenticeship and for monitoring equality of opportunity, primarily by the analysis of the Learning and Skills Council statistical returns. Where questions arise concerning policy and practice, Habia will work closely with the local LSC(s) concerned to identify causes and to implement positive action where appropriate. Monitoring and Reviews The Individual Learning Plan and the progress of apprentices should be reviewed regularly and at a minimum of every 13 weeks. The reviews should take place more frequently where lack of progress or other factors are causing concern. Any change to the Individual Learning Plan must be agreed with the Apprentice. Where additional help has been identified, the review will include the extent to which extra support is successfully addressing those needs. Complaints Procedure for Apprentices Occasionally an apprentice may wish to make a formal complaint or grievance during their training. All Apprentices: have the right to complain have the right to investigation of genuine complaints must be informed of the complaints procedure by their provider must be informed of the outcome of their complaints The LSC has issued guidance for local LSCs and NCS (National Contracting Service) on handling complaints against providers, local LSC/NCS and the LSC National Council. Where an apprentice has a complaint against their employer regarding employment issues, this is a matter for the employer and employee where employment law provides appropriate remedies. Providers must ensure that apprentices are fully informed of the complaints procedures and are given every support throughout the complaints process. The LSC/NCS will expect the apprentice to have exhausted the provider s complaints process before approaching them unless the provider is being unreasonable. Entry Requirement Indicators The indicators are intended to offer an overview of factors that potential apprentices, their employers and careers advisors should consider when a young person is considering a career as a beauty therapist. Therefore, although these are listed as Entry Requirements, employers are expected to make all reasonable adjustments to support as wide a range of people to participate on the programme as possible. There are additional sources of help available for people who are assessed as suitable for an Apprenticeship but need additional support, through the local LSC or, where the issue is linked to disability, Jobcentre Plus Disability Employment Advisors (DEAs). You can access their help through the local Jobcentre Plus office. 23

24 5.6 Transfer Arrangements From Previous Framework Young people transferring from a programme of full time study or from an Indentured Apprenticeship onto an Apprenticeship or Advanced Apprenticeship under the arrangements described in Entry Requirements above, should have their capabilities of achieving the framework outcomes judged on their individual merits. Habia recommends that all learners who began a framework, which includes a technical certificate, should complete that framework. However, in exceptional circumstances, where an Advanced Apprentices may be unable to complete the technical certificate they should be allowed to transfer, providing the change is in the best interest of the apprentice and that the apprentice agrees to the transfer. 24

25 6 Achievement and Progression 6.1 Certification The successful apprentice will receive a Foundation Modern Apprenticeship / Apprenticeship or Modern Apprenticeship /Advanced Apprenticeship Completion Certificate from Habia. This is separate from and in addition to those certificates awarded for the achievement of the individual components of the framework e.g. NVQ and key skills. Providers are responsible for claiming the National Completion Certificate from Habia and for providing evidence of completion of the mandatory outcomes. They are also responsible for ensuring that the Apprentice receives the completion certificate when awarded by Habia. Habia requires the following in order to claim the National Completion Certificate: copy of the NVQ certificate(s) at the right level evidence of the achievement of the required key skills at the appropriate level or evidence of key skill attainment (A*-C in English, Welsh, Maths or IT) cheque or signed college purchase order for evidence of the delivery of ERR the completion application form link in Annex B or can be downloaded from the Habia website Progression The roles available to Apprentices within the beauty industry are far ranging. Salon based opportunities include beauty therapist or skin care and make up consultant. Progression can be to the Advanced Apprenticeship where there would be an opportunity to progress to senior therapist, junior management and extending technical skills. With further experience there are opportunities to become involved in training and education, working for manufacturers of beauty products or have the opportunity to travel using their skills and experience on board cruise ships or in other countries. Further progression for Advanced Apprentices with management potential would be to take a management qualification or progress to a Foundation Degree. As the underpinning knowledge for the NVQ is taught, delivered and tested, the transfer of Advanced Apprentices onto Foundation Degrees will not be affected by the removal of the technical certificate for this framework. Habia is actively working with a number of HE institutions and their partners in the development of Foundation Degrees within the beauty industry.
