Program Overview July 2010, Emergency Ambulance Services 118 Foundation, Dustira Hospital supported by Asia Disaster Preparedness Center (ADPC) - USAID provided Hospital Preparedness for Emergency and Disaster (HOPE) course to 32 participants that for Directors and Managers of Hospital because they are the key of change for regulations and could make the decision in responding day to day emergencies and disaster. In order to increasing communities awareness to receive quality health services, especially in day to day emergency and disaster, it is important to increase medical professionalism. We are preparing and improving key human resources knowledge and skill through training which will allow these personnel to deliver quality health services effectively and efficiently to victims and/or patients in order to minimize morbidity and mortality and to gain one perception and mind set about procedures in emergency situation. The HOPE training provides the knowledge to the responder on how to assess the situation and victim, and then provide the right services quickly. Course Objectives a. The Participants could analyze the effect of hazard impact upon operations. b. The Participants could Apply planning process c. Prepare individual and group hospital preparedness action plans d. The participants could identify management issues in hospital evacuation and examine the implication of evacuation for hospital planning, training and operation. e. The participants could discuss practical problems in the implementation of triage and identify debriefing requirements. f. The participants could identify the elements of comprehensive and integrated disaster management system.

Methodology HOPE course will be delivering by instructors and facilitators with various backgrounds, they were Surgeons, Engineer, fromer directors of hospitals, and administrations are Paramedic from 118 Emergency Ambulance Service (118 EAS) through interactive lectures in class room and practical skills by: Class Presentation Group Discussion Practical table top B. Program Implementation 1. Time and Place : HOPE course was conducted in Dustira Hospital in Conference Room. The course was held on July July Target : The participants who attend the course were 32 persons. The participants who attended the course were Managers, Emergency Physician, Emergency Nurse of hospitals. Total participants are 32 persons from Different Hospital in West Java, Borneo Island and Sumatra Island. (please seen the details for list of participants in annex 2). 3. Trainers and Facilitators: 1. Prof. Dr. dr. Aryono D. Pusponegoro SpB-KBD is the chairman of 118 EAS. 2. Mr. Teddy Bunanta he is the engineer. 3. Dr. M. Adib Yahya, MARS, He is the chairman of Asia Hospitals Association. 4. Dr Nurdin Perdana PhD former Director of Wahidin Hospital Makasar. 5. Dr Nurhayat, Chairman of Surgery Department oh Hasan Sadikin Hospital in Bandung. 6. Asti Puspitarini, she is the Course Coordinator of HOPE 7. Instructors Instructors were highly dedicated and expert on disasters and usually distributing the method in order to improve the awareness of the disasters itself. They interacted with other participants during class lectures, asked questions, evaluated activities, and provided feedback. (Details on the instructors training evaluation is shown in annex 3). b. Participants Most of participants were enthusiast and quite satisfied with the course. Most of participants have a medical background, Many of them have not receive the HOPE course before related to emergencies in the past and Participants were disciplines with time table. The post test was not carried out at the end of the course because the aim of HOPE course is to change the perception of participants about disaster and could manage or handle to disaster. c. Training Supplies and Facilities 118 EAS had prepared a Laptop and additional LCD for class lecture. Based on interviewing the participants informed that building facility to carry out practical skills where comfort. Further, participants satisfied with the facilities inside training class and during skill station session. According to the lecture that given to the participants, they were could open their eyes and accept the knowledge about the disasters and could have their own disaster plan and could do something if there is disaster. d. Training Materials Participants received training manuals which already translated in Bahasa, stationery which they found comprehensive and target oriented. Most participants reported that they also receive a soft copy of the reference materials that given. e. Training Result The participant must know how to make disaster plan, and perform triage and attended the entire course. f.
