4 2017 National Healthcare Coalition Preparedness Conference Held in late November 2017; 5 th annual conference Have provided copies of two posters from Bronx and Staten Island Coalitions + summary of speech given at conference by Dr. Robert Kadlec, new ASPR Secretary Invite reflections by any EPCC participants who attended the conference

5 Event: Cyberattack at the Bedside Held Tuesday, 1/16 Intended to raise awareness regarding vulnerabilities of hospital systems including medical devices to cyber threats Collaboration between GNYHA, Northwell Health, Infragard, and I Am the Cavalry

7 7 Coastal Storm Preparedness: Health and Medical Executive Advisory Group Priority for 2018 Workgroup 1: Improve Health Facility Data & Compliance (Leads: DOHMH & SDOH) Pursue 100% facility compliance with accurate and timely completion of the NYSDOH Facility Profile application by 3/30/2018 through more intensive and coordinated partner outreach and streamlined facility guidance Conduct targeted and intensive outreach to sending facilities in Zones 1 and 2 to facilitate the completion of realistic send-receive relationships

8 8 Coastal Storm Preparedness: Health and Medical Executive Advisory Group Priority for 2018 Workgroup 2 (Lead: NYCEM) Increase nursing home facility receiving capacity through targeted technical assistance to large out-of-zone providers. Kick-off meeting scheduled for 1/19 Identify and mitigate facility specific barriers such as space, supplies, staff, and financial reimbursement By July 2 nd 2018 complete surge plans for 10 facilities

9 9 Coastal Storm Preparedness: Health and Medical Executive Advisory Group Priority for 2018 Workgroup 3 (Lead: GNYHA) Increase hospital receiving capacity to accept patients from evacuating hospitals as well as community members that cannot be accommodated at Special Medical Needs Shelters. Currently recruiting workgroup members: seeking 5-10 hospital workgroup members from out of zone hospitals and agency representatives from FDNY, REMSCO, NYCEM, DOHMH, and SDOH. Will first focus on medical border issue will consider developing plan of predesignated facilities to accept such patients

10 10 EMS-to-Hospital Protocols: Year 1 Takeaways (August August 2017) Working on Year 1 data summary for NYC hospitals. Highlights include: Only 45% of MCIs produced patients, and only 39% produced patients that were transported to hospitals. Of MCIs producing transports, nearly half produced one patient, and a quarter produced 2-3 patients. 85% of all MCI-related patients were green tagged; 5% were red or orange tagged. Working to improve specificity of MCIs: Due to extremely low number of patient transports, have removed Code 29 (barricaded individual) and Code 43 (suspicious package) as triggers for an MCI. Should result in a lower overall volume of MCI notifications.

11 11 Mass Casualty Response Planning: Other Efforts Will begin work later this year related to patient tracking/family reunification Ensure hospitals understand NYC operations and capabilities, and improve city agency-hospital interface Will be forming workgroup in late spring 2018; please let Jenna know if you d like to join the workgroup MCI Response Planning Toolkit for Hospitals under development Began FDNY Dispatch Center Tours this week; prioritizing trauma centers and then will offer opportunity to all NYC 911-receiving hospitals Information exchange trip to Las Vegas in collaboration with Nevada Hospital Association taking place February 1-2 Upcoming Medical Preparedness and Response to Bombing Incidents Course; 2- day course will be offered 2x in March

12 12 CMS Final Rule on Emergency Preparedness Now in Effect Compliance date of November 15 th NYS surveyors are integrating emergency preparedness regulations into full surveys following a complaint, and during validation surveys Surveyors focusing on the presence of various protocols and processes as defined by CMS, but not the quality thereof Commitment to ongoing dialogue as the survey process begins Any issues thus far? 13 13 Sit Stat 2.0 Implementation GOAL: Build on current Sit Stat platform + increased collaboration within health and medical community to create foundation for a shared situational awareness platform APPROACH: Provide the Intermedix for Health software bundle (EMResource & eics) to all NYS members to support daily operations and manage and document emergency incidents. Emergency Preparedness Bulletin sent to wide range of roles December 21, 2017 Memo sent to CEOs this week

14 14 Kickoff Meeting Held January 9 th Formal launch of initiative; all NYS members invited Overview of Sit Stat 2.0 initiative Introduction of Intermedix team + product information and demonstration Presented draft Participation Agreement

15 15 Have Provided Additional Resources Requested by Members 1. Document outlining IT and security considerations 2. An Executive Briefing document that distills the benefits of the Sit Stat 2.0 system 3. Document that outlines notification capabilities within the EMResource and eics modules vs. Intermedix s mass notification module Alert 4. Document explaining discounted pricing for complementary Intermedix products Making minor adjustments to Participation Agreement; will share updated version soon Also working on interface/integration document

16 16 Next Steps Sit Stat 2.0 Advisory Council Meeting next Tuesday, 1/23, 2-4 pm Seeking a representative from each NYS health system and stand-alone hospital Advisory Council will provide guidance and feedback to GNYHA regarding system configuration; training; minimum use standards; and system enhancements, among other topics. What You Can Do Now Review all available materials and share them with appropriate internal colleagues Ask us questions and share suggestions Request assistance to work through specific implementation issues
