3 Welcome! Today marks an important and exciting milestone in the lifecycle of this project, where the build and design of the MN-CMS system will be demonstrated for the first time. This is the result of significant work over the last 10 months by the MN-CMS National Project Team (NPT), the various work streams, which comprised of representation of the 19 maternity units and the Cerner team. The implementation of the MN-CMS does not in any way take away from the key focus of caring for mother and baby. This system will provide accurate and up to date information to all those involved in the care of mother and baby in the maternity units. The long term vision is to continue to develop the system to meet the ongoing changes within maternity services and to work closely with other national systems and initiatives, to capture and provide key information, including but not limited to; National Medical Laboratory Information System (MedLIS), Individual Health Identifier (IHI), National Immunisation and Child Health Information System (NICIS). The Project Board is greatly impressed by the dedication and work done to date by the NPT, work streams and input received from the 19 maternity units and encourages all maternity units to engage with the MN-CMS project and help in the ongoing development and deployment of the system. Cerner has successfully delivered similar maternity solutions to over 345 health care partners across the world. Over the last year our Cerner team has been delighted to work with you all, shaping this system to reflect how midwives, nurses, physicians, and other healthcare providers deliver care to Ireland s mothers and babies. 10 Introduction to the Maternal & Newborn Clinical Management System (MN-CMS) Project What is the MN-CMS project? The MN-CMS Project is the design and implementation of an Electronic Health Record (EHR) for all women and babies in maternity services in Ireland. Cerner are the EHR provider chosen to deliver the system. The solution is called Cerner Millennium. The benefits of the MN-CMS project This project will provide a seamless, complete and reliable source of all the information clinicians require to quickly and to accurately make care decisions for the optimal well-being of mothers and infants across Ireland. The key overall benefits of the MN-CMS project include: Improved patient care as a result of better communication, supported decision making and effective planning of care. More effective and efficient recording of information reflecting best standards in documentation. Enhanced clinical audit and research locally as a result of better quality data. Informed business intelligence that will drive local and national management decisions. You can see more detailed benefits in the next section. Implementation of the MN-CMS Phase 1 of this project is focused on the design of the national MN-CMS and its initial roll out to the following four sites in 2016: Cork University Maternity Hospital Kerry General Hospital The Rotunda Hospital The National Maternity Hospital. The system will then be deployed to the remaining 15 hospitals on a phased basis from 2016 onwards. Page / 10

12 Benefits of the MN-CMS The MN-CMS project has four high level benefits which are continuing to be defined. These benefits are broken into more detail below: 1. Improved patient care as a result of better communication, supported decision making and effective planning of care: Easy to access, single record on mother and baby that is electronically accessible from all over the hospital/care setting. Ability to share information on mother and baby across all maternity hospitals. Reduction in adverse drug events through clinical decision support and features such as drug interaction and allergy checking. Alerts can be set up to support clinical decision making e.g. imews. Real time tracking of patient requests/orders from placement of order until result is back. Reduced time chasing results via phone or on paper as results will be in the EHR. Results can be sent directly to the midwife/consultant/ consultant team s message centre for review or consults. effective and efficient recording of information reflecting best standards in documentation: No written transcribing from mums to babies record. The Result Copy button will allow midwives to pick relevant information in mums chart and copy it immediately to the new baby s chart. In the NICU, integrated ventilators and monitors will chart information directly into the patients record. Fetal monitoring will also be integrated and viewable in mums record. Discharge letters to GPs and PHNs will be compiled and can be printed or communicated digitally. 2.More Page / 12

13 3. Enhanced clinical audit and research locally as a result of better quality data: Patient information is recorded directly into the EHR in real-time. Local reports can be run to pull out relevant audit and research information for use. The PowerTrials functionality can support clinicians in identifying suitable patients for inclusion in research trials and manage the trial in the patients electronic chart. local and national management decisions: Local and national reports can be run to support management decisions. 4.Informed business intelligence that will drive

15 About Future State Validation (FSV) What is Future State Validation? The Future State Validation event is about showing you the MN-CMS as it has been designed by the HSE teams to date. During the FSV event, the MN-CMS and National Project team will present the system and workflows as you have developed them. You will also get some hands on use of the system and gain an understanding of how it will work in your hospital, as well the next steps in the project e.g. testing, training, communicating to your peers and demonstrating the MN-CMS locally. Why are you here? We invited you to this FSV event because you have been identified as someone who: Has led or participated in an aspect of a MN-CMS work stream or helped with data collection workbook; Has been involved in the development of the system and the agreed future state workflows; Has played an active part in understanding your local Maternity, NICU, Lab, Allied Health, or Specialist workflows and processes; Have been involved in Clinical Reporting & Clinical Research; or Will be involved with the MN-CMS project Local Implementation Team (LIT). What should you expect to see? During the FSV event, you will see: Demonstrations of the MN-CMS led by your clinical colleagues. Highlighted workflow designs that support the benefits you expect from the MN-CMS. Various elements of the MN-CMS workflows and how they will work in your clinical setting. Page / 15

17 Local Implementation of the Project So, what happens next in the MN-CMS project? We re now moving from the Design to Implementation phase. The Future State Validation event will showcase the system and workflows as it was developed and is the final task in the Design Phase. Moving into implementation means that Local Implementation Teams (LIT) in each of the four Phase 1 sites will now take ownership locally and become fully engaged with, and lead, the implementation process in their hospitals. In addition, the remaining 15 maternity units who will form part of subsequent phased roll outs now need to consider resourcing their own LIT so they are prepared to fully realise the benefits offered by the MN-CMS. Who are the Local Implementation Teams? Each hospital LIT will contain dedicated representatives from clinical, administrative, bio-med and ICT staff and is led by the local MN-CMS Project Manager. In addition, the LIT will be supported by the HSE National Project Team (NPT) and the Cerner team. Both the HSE and Cerner teams have leads across key areas such as change management, migration, testing, training and reporting. What roles will the LIT undertake? LIT s will incorporate these roles: - Project Management - Change Management - Data Migration (Hospital specific) - Testing - Training - System Reporting & Research - Local Infrastructure deployment - Communication - Back Office (support) - Go-Live Preparation - Go-Live - Post Go-Live Support How will they achieve this? By working to a national and local Project Plan; Close collaboration between the LIT, HSE NPT and the Cerner team; Regular LIT/HSE NPT/Cerner team meetings and teleconferences; Regular inter-departmental meetings and teleconferences; By identifying Super Users and Change Champions. 18 What Should I Expect To Do Next? Spread the word! Communicate to your colleagues about what you ve seen at the event and about the upcoming implementation phase in your hospital. Consider, and prepare for, the impact of this system on your existing processes, workflows, policies and procedures. Be prepared to validate the MN-CMS during system and integration testing. Communicate the benefits the system will bring to you, your colleagues and your patients. Continue to be involved in the MN-CMS project and support future events.
