1 San Mateo County Health System invites applications for the position of EMERGENCY MEDICAL SERVICES ADMINISTRATOR $145, ,270 Annually The San Mateo County Health System is seeking an experienced individual for the position of Emergency Medical Services Administrator (EMS Administrator). The EMS Administrator reports to the Chief or the Deputy Chief of the Health System. This position provides direct management of the EMS Division comprised of the Health System Emergency Preparedness Program Unit and the EMS Unit. There are approximately twelve staff members: administrative support, clinical services manager nursing, program manager, management analysts, public health nurse, community program specialists, emergency planners and fiscal analyst. In addition the Division works closely with consultants and contract service providers. The EMS Administrator will plan, coordinate, organize, direct and implement a large regional County wide Emergency Medical Services System; recommend, develop, implement and evaluate goals, objectives, policies and procedures related to EMS services; provide leadership and coordination to public and private agencies, advisory boards and volunteers in planning and implementing EMS programs; coordinate with government and non-governmental disaster response agencies; communicate with elected officials, community groups and the media regarding emergency medical services; and provide highly complex staff support to senior level management within the EMS field. The San Mateo County Health System s Emergency Medical Services (EMS) system has the following key features: Centralized dispatch for all 911 medical emergencies including fire service, first response and emergency ambulance; A performance-based contract for emergency ambulance and paramedic fire response; Supportive and involved emergency department physicians and nurses ; Specialty Care Systems for STEMI, Stroke and Trauma; Strong regional collaboration and partnerships; Supportive environment to foster organizational excellence using LEAN principles.

2 Challenges & Opportunities Plan, direct, monitor and evaluate the effectiveness of comprehensive County-wide EMS services and programs, including needs assessment, program design and planning, implementation, evaluation and regulatory enforcement. Direct, coordinate, and participate in the development and implementation of program goals, objectives, policies, procedures and priorities that balance both mandated services and community health care needs. Develop and implement long range program planning for current operations to meet future needs. Act as liaison between senior level management, advisory boards and commissions, regulatory bodies and program staff to ensure that all appropriate policies and guidelines are followed, and that programs are funded with adequate resources to maintain mandated and expected levels of service. Maintain an effective working relationship with a variety of public and private organizations, including the State Emergency Medical Authority, other Health System staff, City and County departments and other agencies. Consult with other program managers on relevant program issues; develop alternative strategies for dealing with EMS service delivery needs and assist in the implementation of solutions as necessary. Participate in the Medical Health Operational Coordination (MHOAC) Program, emergency / disaster response and planning and assume leadership role within Incident Command System.

3 Qualifications The ideal candidate will possess experience in a health, social, community or emergency medical services organization, including at least two years of significant responsibility for program and budget development, funding, utilization, coordination of community resources or program evaluation. Knowledge of: Principles and practices of public administration, and program management, including planning, budgeting, implementation and evaluation and reporting; Principles and methods of EMS services and disaster health response, including current trends in education, research, treatment, prevention, environmental health or related services; Laws, codes and regulations governing EMS systems services and knowledge of County, state and federal Skill and ability to: Identify and analyze complex community health issues and problems; Plan, organize, and coordinate programs and services on a comprehensive, County-wide level to meet community needs; Foster collaboration within disparate groups to achieve consensus; enforce regulations in an effective and positive manner; Integrate a variety of activities and services to achieve program goals, objectives, and priorities; Apply principles and techniques of community organization; Speak effectively to diverse audiences, including clinical, professional, civic and citizen groups; Train staff and coordinate activities of contractors, volunteer groups and staff; legislative developments applicable to contemporary EMS issues; Organizational, personnel and fiscal management within a multi-faceted, community-based program setting; Community resources and public/private services and funding sources; Paramedic and EMT practices and techniques in a field setting. Maintain cooperative working relationships with other program managers and staff, other agencies and the community; Negotiate and monitor contracts with providers of emergency health care services; analyze and evaluate current and pending legislation related to EMS programs; establish standards, review and monitor education, training and certification requirements for pre-hospital care personnel; Enlist and mobilize community support for programs; establish and maintain effective working relationships with physicians, nurses, hospital administrators, pre-hospital providers, officials for public and private service agencies and the public; prepare complex and detailed written reports, program policies, procedures and contracts.

4 Salary and Benefits Annual salary range for this position is $145,787 $182,270. In addition to salary, the County offers an excellent benefits package that is available to spouses, domestic partners, and other dependents. Insurance: Choice of three medical and two dental plans with the majority of the premium paid for employee and eligible family members plus Flexible Spending Account option. The vision care is fully paid for employee and eligible dependents. The County provides $50,000 of Basic Life Insurance. Additional Insurance: Family Death, Disability and Supplemental Life Insurance policies are available to employees. Long Term Disability benefits fully paid by the County. Vacation: 13 paid vacation days a year for the first 5 years of service. Additional days added with increased years of service. Holidays: 12 paid holidays per year. Administrative Leave: Management employees accrue 130 hours per year to use as time off. In April of each year, employees have the opportunity to convert 50% of their current Administrative Leave hours balance for a cash payment.
