3 1. Approval of Minutes from previous meeting (June 7, 2011) The minutes were approved as submitted. 2. Presentation by Dr Jean Rodrigue Dr Jean Rodrigue, recently appointed Assistant Deputy Minister, presented on the priorities of the MSSS, on the vision of the Direction générale des services de santé et médecine universitaire (DGSSMU), and on the roles of the RUIS. Priorities of the MSSS include: o Respect of the financial context; o Improvement of care at home for the aging population; o Enhancement of access to family physicians; o Strengthening support services following ER visits; o Supporting the computerization of the health care network; o Strengthening cancer related services in Québec; o Encouraging adoption of the Lean methodology; Priorities of the DGSSMU include: o Improvement of first line health care services: including access to family physicians, and to pharmacists; o Development of a continuum of care for meres enfants services; o Expansion of the role of the nurses in first line care and at the hospital; o Promotion of inter-professional and inter-sectorial collaboration; o Review major projects: MUHC, CHUM, Ste Justine; o Reorganization of services for the regions 450 versus 514; Position of the RUIS: Dr Rodrigue reiterated the importance of the RUIS for the health care system in Quebec. He noted that many successes have been realized (i.e.; UMF Gatineau in RUIS McGill) While the RUIS is not expected to organize health care services, he expected the RUIS to: Coordinate tertiary services and ensure provision of secondary care to the RUIS population; Review and put into effect best practices; Promote inter-ruis collaboration; Promote inter-professional collaboration; Further develop corridors de services; Support the development of primary care. Discussion ensued and many comments were received: o Committee members were in agreement with the priorities described. Other comments covered the following subjects: - Importance of evaluation and measurement of results; Sept. 27, 2011 Page 3 of 6
4 - Importance of ensuring that organizations are held responsible and accountable; - Importance of distinguishing the role of the ASSS versus the role of the RUIS; - Importance of clarifying where primary care should be provided: within or outside the hospital; - Importance of upgrading nursing profession. Dr Rodrigue s presentation was greatly appreciated by all participants. S. Benaroya thanked Dr Rodrigue and Dr Dufresne on behalf of the RUIS McGill Steering Committee members. 3. Business arising from previous minutes RUIS McGill Health Network Office update The RUIS McGill Health Network Office Summary Report was distributed with the agenda. RUIS McGill Health Network Office Annual Report The RUIS McGill Health Network Office Draft Annual Report was distributed with the agenda. RUIS McGill committee members appreciated the report and proposed to review it and to provide their input. An electronic version (in word) of the report will be provided to the RUIS McGill Committee members to review it and to provide additional information. The revised document will be submitted to the RUIS McGill Steering committee, at the next meeting for approval. The report will then be sent to the MSSS. RUIS McGill Telehealth Update The RUIS McGill Telehealth Summary Report was distributed with the agenda. J. Desrochers informed the group that the four RUIS will highlight the Telehealth projects during the MSSS and Infoway organized conference on electronic dossiers. The event entitled Vitrine will take place on September 30 th in Montreal. RUIS McGill will present four projects from different regions: Tele-gerontology-psychiatry, Tele-obstetric, Tele- echography and PNAVD S. Benaroya summarized the visit, which took place on September 27, 2011 to Abitibi-Témiscamingue. The meeting was well appreciated by all participants. H. Stern congratulated the Telehealth team for their efforts and achievements. He noted the need to communicate to the MSSS the importance of dedicating Sept. 27, 2011 Page 4 of 6
5 financial resources to Telehealth in the context of the Plan du Nord project in collaboration with Clément Gignac, Minister responsible for the Plan Nord. Telehealth team will be visiting Abitibi-Temiscamingue and will provide training on the CECot to the CPDP of the different institutions of the region. J. Desrochers will draft a letter to the Minister of Health highlighting the importance of dedicating financial resources to Telehealth in the context of the Plan du Nord. Draft letter will be submitted at the next RUIS Executive Committee meeting for approval. 4. RUIS McGill Subcommittees The RUIS McGill Subcommittees Summary Report was distributed with the agenda. 5. Centre d excellence sur le vieillissement A proposal for the designation of a Centre d excellence sur le vieillissement has been submitted to the RUIS McGill Executive Committee for review. The proposal which designates the JGH as the Centre d expertise for the RUIS McGill will be submitted to the MSSS upon approval. The RUIS McGill Executive Committee, will submit the proposal for the designation of a Centre d excellence sur le vieillissement to the MSSS upon its approval at the next Committee meeting. 6. Table sectorielle sur le vieillissement : Candidates J. Rodrigue and L. Dufresne explained that the RUIS and Agences de la santé have been required to propose several names of candidates. 7. Stroke Continuum of Care MSSS has requested RUIS McGill to propose a tertiary centre. While some clarifications are pending, the RUIS McGill will inform the MSSS that the MNH will be the designated center; RUIS McGill will propose to the MSSS that the MNH be designated the tertiary center for the RUIS McGill; 8. Upcoming RUIS McGill Event Day RUIS McGill will hold a symposium of two days on May 28-29, Report Regions A delegation from RUIS McGill visited Abitibi-Temiscamingue on September 27, Sept. 27, 2011 Page 5 of 6

9 J. Emmanuel, Head of Public & Governmental Affairs at the McGill University Health Center, is retiring after six years of service at the RUIS McGill. The Committee members warmly thanked her for her many contributions. 1. Approval of Minutes from previous meeting (September 27, 2011) The minutes were approved as submitted. 2. Introduction of new members S. Benaroya provided an overview of the recent changes in the leadership within McGill and its Teaching Hospital network: - Dr. David Eidelman has been appointed Vice Principal Health Affairs and Dean of the Faculty of Medicine, McGill University. - Dr. Arthur Porter, Executive Director of the MUHC, and President of RUIS McGill, resigned from his position on December 5, Mr. Normand Rinfret has been appointed Interim Executive Director of the MUHC. - Ms. Lynne McVey, has been appointed Executive Director of the Douglas Mental Health University Institute. The Committee members welcomed the new members to the RUIS McGill Steering Committee. 3. Presentation by Dr. Roderick Finlayson: Centre of Expertise in Chronic Pain, RUIS McGill : Élaboration d un projet pilot en support de la première ligne Dr. Roderick Finlayson, Medical Director of the RUIS McGill Centre of Expertise in Chronic Pain, presented on the RUIS McGill Chronic Pain Centre of Expertise activities. He gave a brief historical overview, and summarized the current activities of the Centre of Expertise. He then presented a proposed project on development of links between the Centre of Expertise and primary care providers in the community. An initial pilot project in collaboration with the CSSS Ouest de l Ile has been recently approved and will be launched in April Five regions within RUIS McGill (Montreal, Monteregie, Outaouais, Abitibi-Témiscamingue, and the Cree Board of Health and Social Services of James Bay) have expressed interest in taking part in this project. Dr. Finlayson presented the proposed budget for The proposed budget has been submitted, with a letter of support from RUIS McGill to the MSSS. Dr. Pierre Fréchette, President of the Table Sectorielle on Chronic Pain, mentioned that the project is in alignment with the MSSS priorities and has been well received by the MSSS. The budget proposal is in the process of being evaluated. A formal response to RUIS McGill will be forthcoming. The RUIS McGill Steering Committee members supported the project. 10 The Centre of Expertise in Chronic Pain, RUIS McGill presentation will be circulated to the Committee members 4. Business arising from previous minutes RUIS McGill Health Network Office update No report. RUIS McGill Telehealth Update J. Desrochers provided an update on the following dossiers: Informed consent by the patient: Following the strategy adopted by the RUIS McGill to have patients sign a consent form to agree to a consultation or diagnostic test delivered by Telehealth, a patient brochure explaining Telehealth has been produced. It is available in French and English, and a copy was distributed to participants. The RUIS McGill also provided a copy of this consent form, in response to a request, to the RUIS Laval, since this RUIS is also considering introducing explicit consent for Telehealth. This practice was approved by Diane Bois, legal counsel to the MSSS in the DSQ file. The consent form was also shared with RUIS de Montreal and RUIS Sherbrooke. Adoption targets: When the deployment of the CvSSS was launched, each institution signed an accountability agreement, which indicated that each piece of equipment received as part of the project was to be used at least twice a month for clinical purposes (as required by the donor agency, Canada Health Infoway) or for educational purposes (use allowed by the MSSS). A report of currently deployed equipment indicating the usage volume per institution was distributed. The importance of encouraging clinicians to use Telehealth was reiterated. The co-directors of the CvSSS project are embarking on a promotional tour aimed at all clinical staff throughout the RUIS. Telehealth post-implementation: Concerns regarding non-recurrence of the CECoT operating budget were brought to the Committee s attention. 5. Centre d excellence sur le vieillissement Following a request from the MSSS that RUIS McGill study the feasibility of creating a Centre d excellence on aging, the RUIS McGill Executive Committee mandated Dr. J. Morais, Associate Professor and Director, Division of Geriatric Medicine at McGill University, to create and chair a RUIS McGill Subcommittee on Aging. The Subcommittee recommended the creation of a McGill Center on Aging and Chronic Disease at the JGH. This recommendation was approved by the RUIS McGill Executive Committee. 11 A letter to this effect was addressed to the MSSS. 6. Stroke Continuum of Care S. Benaroya reported that the leadership of the MUHC Neurosciences Mission had agreed that the Montreal Neurological Hospital would be the tertiary center for the RUIS McGill Stroke Program. A letter to this effect was addressed to the MSSS. 7. RUIS McGill Symposium May 28-29, 2012 The RUIS McGill Symposium is scheduled to take place in Montreal on May 28 and May 29, This event will provide an opportunity to meet and network, and discuss challenges and priorities. The first day of the program will cover several themes: Continuum of care (Aging, Mental Health, Mères, enfants et jeunes, Onclology, Chronic Pain); Distributed Education (Campus santé and UMFs); and Patient empowerment and engagement. The second day of the program will focus on Telehealth issues. Details of the preliminary program were distributed with the agenda. S. Benaroya notified the Committee members that an updated invitation to the RUIS McGill Symposium would be forthcoming within the next weeks. It was agreed that the RUIS McGill Steering Committee members will be responsible to circulate and promote the Symposium within their regions. The Committee members will promote the RUIS McGill Symposium within their regions; Questions and comments regarding the Symposium will be addressed to R. Ziadé. 8. Report Regions Issues specific to the regions are being dealt with in dedicated meetings between the RUIS McGill leadership and the regions representatives. Special meetings were held during the past week with the regions of Outaouais and Abitib-Témiscamingue. 9. Plan Nord A letter was addressed by the RUIS McGill to the Premier and the Minister of Health and Social Services emphasizing the need to strengthen collaboration and increase financial resources for Telehealth and other clinical services, in order to serve the population in the context of the Plan Nord. February 21, 2012 Page 5 of 6
12 Committee members summarized their involvement to date with Ministry officials regarding the Plan Nord. Emphasis was placed on the potential major impact that the Plan Nord would have on the local populations. Additional resources, allocation and coordination of activities will be required. The Committee members all agreed that it was imperative to be proactive in this dossier and to develop a coordinated RUIS McGill initiative in this regard. RUIS McGill Executive will discuss and propose an action plan related to the Plan Nord. 10. Medical Education in the Regions: Campus Santé Outaouais S. Benaroya summarized the development of the Campus santé Outaouais, where in the Gatineau region, it has become a major teaching environment for McGill trainees. Undergraduate and post graduate clinical experiences have been created and augmented. The UMF Gatineau has doubled its capacity with the training of family medicine residents. It is to be noted that 80% of the residents graduating from this program establish their practice in the region. 11. Organ Transplants: Programme conjoint de transplantation UdeM-McGill The UdeM-McGill joint solid organ transplant programme has existed for several years and carries out the majority of solid organ transplants in the province. The program supports yearly courses for community practitioners. The objective of these courses is to develop regional expertise in the provision of follow-up care for transplanted patients. The MSSS has been sensitized to the need to provide adequate financial support of regionally based transplant follow-up programs. Such programs would allow patients to be followed closer to their homes and reduce their need to be followed by the tertiary centers. It was suggested that the leaders of the Joint Transplant Program be invited to a future Steering Committee meeting. R. Ziadé will invite Peter Metrakos and Marie-Josee Hebert Co-directors of the Joint UdeM McGill Transplant Program to present at a future meeting. 12. Varia No items were added. 13.
