3 THE RESPIRATORY TRACT Non-Ventilator Hospital- Acquired Pneumonia Risk Affects All Ages Non-vent-associated HAP risk occurs in all hospital units; risk extends even to low-risk/younger patients Non-ventilator hospital-acquired pneumonia (NV-HAP) is a significant burden in U.S. acute care hospitals and poses a risk to nonelderly, non-intensive unit (ICU) patients, according to research published in the January issue of the American Journal of Infection Control. In an effort to determine the incidence and overall burden of NV-HAP, Dian Baker, Ph.D., R.N., from California State University in Sacramento, and Barbara Quinn, R.N., from Sutter Medical Center in Sacramento, retrospectively reviewed the charts of NV- HAP cases at 21 U.S. hospitals and searched for 2014 International Classification of Diseases, Ninth Revision, Clinical Modification codes for pneumonia not present on admission. Across the 21 hospitals, the researchers identified 1,300 patients with NV-HAP (rate, 0.12 to 2.28 per 1,000 patient days). The majority of NV-HAP infections (70.8 percent) were acquired outside of ICUs, but 18.8 percent of cases required transfer into the ICU. Most of the cases did not have interventions aimed at pneumonia prevention in the 24 hours prior to diagnosis. "We found that NV-HAP occurred on every hospital unit, including in younger, healthy patients. This indicates that although some patients are clearly at higher risk, all patients carry some NV-HAP risk," the authors write. 4 THE RESPIRATORY TRACT SPRINGFIELD REPORT By Terry Steczo, Government Strategy Associates What A Difference A Session Makes uring the summer the Governor raised the ire of many of the more conservative wing of the Republican Party by signing House Bill 40, an abortion-related piece of legislation. A few other of his bill approvals didn t help matters any. As a consequence there was much speculation that the just concluded veto session could be a difficult one for him. That conjecture rang true as it appeared that the Governor s iron fist was tinged with rust. D Looking back at the legislative session, Democrats enjoyed veto-proof majorities in both the House and Senate, yet during those two years 85 out of 86 vetoes or amendatory vetoes (98.8%) were sustained, an impressive track record. And the one override was pretty much done with the Governor s wink and nod. As a result of the 2016 elections Democrats lost their veto-proof majority in the House so should it not have been a snap for the Governor to see his vetoes hold? Not so. Of the 49 bills that the Governor vetoes or amendatory vetoed in 2017 the legislature overrode 17 (34.6%); a far cry from the near infallibility of the previous two years. will be 49 weeks of positioning, charges, counter charges, airwaves saturated with political advertising, etc. The first wave will occur between now and March 20 when the Illinois Primary occurs. In the interim we will be treated to various intraparty squabbles on both sides of the ballot. In the General Assembly races, there are 39 seats up for election in the Senate, 21 Democratic and 18 Republican, as well as all 118 seats in the Illinois House. Democrats hold a veto-proof margin in the Senate and a margin in the House. Six senators and 19 representatives have announced their retirements so there will be a lot of new faces that will be elected in November. There could be more depending on the results of the primary elections. While many of the 15 Republican legislators who crossed over and voted for the budget and income tax bills have announced their intention to retire five are seeking reelection, and most, if not all, are expected to have well funded primary election opposition. So get pencils and scorecards ready for what could be a very interesting 49 weeks. Session Schedule/Deadline Dates The next legislative session will begin in late January. It s too early to tell if the Governor's iron grip has loosened permanently or whether or not the bipartisan overrides were a temporary departure. A 49 Week Year Has Begun Monday, November 27 was New Year s Day for all the political types in the state of Illinois as it marked the first day of filing for candidates for state and local offices. 5 THE RESPIRATORY TRACT The American Association for Respiratory Care (AARC) just released a new Pulmonary Rehabilitation Certificate Course. Through a partnership with the American Association of Cardiovascular and Pulmonary Rehabilitation (AACVPR), the class offers respiratory therapists the opportunity to earn a specialized certificate in Pulmonary Rehabilitation. They will also increase their value as a respiratory therapist by helping patients experience the benefits of a comprehensive pulmonary rehab program. SIGN UP ONLINE TODAY! The content was developed by leaders in the field and aligns with the AACVPR best practices. Pulmonary rehabilitation is an important aspect of managing chronic pulmonary disease. It can help improve quality of life, increase exercise capacity, improve symptoms of shortness of breath, and help manage anxiety and depression for persons with chronic respiratory diseases. A vital part of a successful pulmonary rehabilitation program is the skill and knowledge of its healthcare providers. This program, developed jointly by the AARC and AACVPR, provides pulmonary rehabilitation specialists the knowledge necessary to be an effective member of the pulmonary rehabilitation team. Successful completion of the course can earn attendees 12 hours of Continuing Respiratory Care Education. 6 THE RESPIRATORY TRACT NBRC Names New CEO Lori Tinkler now CEO of the U.S. credentialing board for respiratory care practitioners The National Board for Respiratory Care, Inc. (NBRC) has named Lori M. Tinkler, MBA, as chief executive officer effective January 1, Tinkler has a 26+ year tenure with the organization and succeeds Gary A. Smith, who served in various leadership roles during his 34 years with the NBRC, including his position as CEO for the last 16 years. Tinkler joined the NBRC in 1991 and served as chief operating officer since She also led and helped grow the NBRC subsidiary, Applied Measurement Professionals, Inc. (AMP), a national assessment company. Since the sale of AMP in 2015, the NBRC has focused solely on its mission of developing high-quality examinations and awarding credentials for the respiratory care profession.
