2 The Organization Straub Medical Center Founded in 1921, Straub Medical Center is a fully integrated not-for-profit health care provider with a 159-bed medical center in Honolulu, a network of neighborhood clinics and a visiting specialist program that reaches throughout the state of Hawai i. With more than 400 employed or contracted physicians who are leaders in their fields, Straub provides its patients with expert diagnoses and treatments for more than 32 different medical specialties, including bone and joint, heart, cancer, endocrinology/diabetes, family medicine, gastroenterology, geriatric medicine, internal medicine, women s health, vascular and urology. Straub is home to the Pacific Region s only multi-disciplinary burn treatment center. The medical center consistently brings new technologies and innovative medical practices to Hawai i, such as minimally invasive cardiac surgery and total joint replacement. History Straub Medical Center was founded in 1921 as The Clinic by Dr. George F. Straub. Dr. Straub conceived the idea of forming a group of physicians to provide better, morespecialized care for his patients. 5 Kapi olani Medical Center for Women & Children Kapi olani Medical Center for Women & Children is well recognized as Hawai i s leader in the care of women, infants and children. It is Hawai i s only maternity, newborn and pediatric specialty hospital. It is also a tertiary care, medical teaching and research facility. Specialty services for patients throughout Hawai i and the Pacific Region include intensive care for infants and children, 24- hour emergency pediatric and adult care, critical care air transport, and high-risk perinatal care. In 1978, the two hospitals merged to become Kapi olani Medical Center for Women & Children. 6 Kapi olani Medical Specialists Kapi olani Medical Specialists is a specialty physicians group at Kapi olani Medical Center for Women & Children that provides pediatric and women s specialty care. It partners with the University of Hawai i John A. Burns School of Medicine to conduct research and education, and train medical students and specialists. Kapi olani Medical Specialists physicians also provide patient care at outreach clinics and community health centers throughout Hawai i. A significant portion of care provided at Kapi olani Medical Center to the underinsured and patients who are unable to pay for their care is provided by Kapi olani Medical Specialists. Pali Momi Medical Center Pali Momi Medical Center is a not-for-profit medical center located in Aiea, serving Central and West O ahu. With private rooms, 118 beds and more than 450 physicians on its medical staff, Pali Momi offers a full range of services. It has delivered many medical firsts for the community, including West O ahu s only interventional cardiac catheterization units for the detection and treatment of heart disease and the largest comprehensive center for cancer care. Among HPH s successes to improve quality performance include reducing the rate of hospital readmissions. Nurses began a pilot program in which they contact discharged patients at home to ensure they have the information and resources they need to stay healthy. Patients are also encouraged to participate in more cancer screenings, diabetes education programs, and other preventative health tools. Over the last five years, quality scores have seen a significant increase across a wide range of measurable outcomes. 7

9 Electronic Medical Records HPH is a nationally recognized innovator in information technology. In Fiscal Year 2012, HPH was honored to be ranked among the top five percent of hospitals and health systems nationwide in the adoption of electronic health records. A system-wide Epic implementation has enabled its hospitals, clinics and physicians to provide integrated, coordinated care throughout the state. MyHealthAdvantage More than 26,000 patients played an active role in managing their health using MyHealthAdvantage, a free online tool that allows patients to securely access their health information using their smart phones, tablets or personal computers. Through this online portal, patients are able to schedule appointments, view test results, request prescription refills and send secure messages to their doctors. HealthAdvantage Connect In Fiscal Year 2012, HPH also saw the implementation of HealthAdvantage Connect, a program that supports independent community physicians in their effort to utilize Epic, HPS s health record system. Through Care Everywhere, HPH worked with other hospitals, including Queens Medical Center and Kaiser Permanente Hawai i, to provide health professionals with instant access to vital medical information, no matter where patients go for treatment. Collaboration HPH s willingness to embrace collaboration and its vision for the future positions them well to help create a sustainable health care system for the state. In Fiscal Year 2012, HPH s leadership continued to work with the state Department of Health and others to address obesity trends, smoking, and other behavior-based health factors that are associated with diabetes, heart conditions and cancer. By better managing these conditions, HPH is better able to reduce chronic disease and lower the utilization of health care resources. Hawai i Health Partners In 2014, HPH and Hawai i Medical Service Association (HMSA) partnered to form a physician-led accountable care organization (ACO) with the goal of providing high quality care, increased efficiency, and optimal patient health. HMSA is a member of the Blue Cross Blue Shield Association covering more than half of the state s population. This partnership is a model that measures and rewards quality of care beyond existing HMSA Patient Centered Medical Home (PCMH) and Pay for Performance programs. This new model aligns hospital and physician incentives to manage the health of a population and meet Triple Aim principles of improving population health and patients experience of care, while reducing costs. 10 Summary of Position Straub Medical Center seeks a talented, dynamic and strong leader to serve as its next Chief Nursing Executive and Vice President for Hospital Operations (CNE-VP). The CNE-VP will strengthen nursing performance, improve the patient care experience, develop staff, encourage exceptional teamwork, and help to grow key services and market share. The CNE-VP oversees and provides strategic direction, planning, and leadership of the Patient Services division as well as other assigned non-nursing operational areas at Straub Medical Center. The CNE-VP ensures that Nursing Standards of Practice and Standards of Care are consistent across patient care areas within Straub Medical Center and meet regulatory requirements. The incoming CNE-VP provides oversight and leads the integration of clinical standards among nursing and other clinical disciplines to achieve quality improvement priorities. Reporting to and serving as a key strategic advisor to the Straub Medical Center COO, the CNE- VP should be a skilled relationship builder, particularly in creating effective physician and nursing partnerships. She/he must be able to lead others in initiatives aimed at improving quality and engagement. The CNE-VP will inspire followership and serve as a role model of professionalism and dedication to the highest levels of patient care. Reporting Relationships The Chief Nursing Executive and Vice President for Hospital Operations reports to Straub Medical Center s Chief Operations Officer (COO) and serves as a member of his leadership team. Direct reports to the CNE and VP include: Director of Hospital Operations Director of Nursing Director of Imaging Director of Inpatient Pharmacy Director of Perioperative Services Respiratory Manager (See attached organizational chart for more information.) Responsibilities Within the context of the broader goals and objectives of Hawaii Pacific Health, collaborates with the hospital and HPH leadership to define, articulate, and implement a vision and strategy for anticipating and responding to the developing needs of the community. Coordinates with the Leadership Team, medical staff, and other system personnel to monitor and structure the organization s patient services and hospital operations functions to compliment system-wide initiatives and objectives. Establish standards for nursing care and nursing practice for Straub Medical Center and oversees assigned clinical areas to assure that quality patient care is delivered to patients in an efficient and effective manner. Ensures that policies, procedures, and nursing standards guide the provision of nursing care to all patients and populations served by the facility as defined by the facility s plan for the provision of care. 9

11 Oversees division operations through operational line managers for each functional area. Establishes performance goals, allocates resources, and assesses policies for direct reports. Provides guidance and direction as needed to include recommending personnel actions, such as selection, evaluation, promotion, staff planning, and discipline up to and including discharge, within the guidelines of Equal Employment Opportunity and Affirmative Action programs, and in accordance with collective bargaining agreements and Human Resource policies. Develops and articulates a clear vision for patient services and other assigned hospital operations functions, specifically addressing customer service, operational/quality/outcomes improvements, and cost reduction initiatives, the changes they entail, and future operational improvements designed to further enhance existing programs, services, and cost reduction efforts. Develops organization-wide patient care programs, policies, procedures, and initiatives that address how individual patients and entire patient populations care needs are assessed, evaluated, and met. Implements an effective and ongoing program to measure, assess, and improve the quality and appropriateness of nursing/patient care delivered to patients. Initiates internal training and development programs for the clinical staff to ensure that the staff maintains clinical competency appropriate to the patient populations served by the facility. Identifies areas for service, quality, and cost improvement initiatives and serves as a resource to medical staff and hospital personnel for process improvement and business reengineering activities related to patient services and hospital operations related functions. Oversees the development and implementation of business development and quality of care enhancement initiatives. Participates in the management and negotiation of patient services related contracts and capital equipment purchases. Monitors total costs for all assigned functional areas, preparing value analyses and providing recommendations for improvements in order to achieve desired financial outcomes, targets, and goals for corporate-wide efficiency, financial viability, and customer satisfaction. Oversees the preparation of appropriate variance analysis and implementation plans to minimize or eliminate similar variances in the future. Manages clinical and non clinical business initiatives to achieve budgeted results or other financial criteria in accordance with system objectives. As a member of the leadership team, participates in the development, implementation, and evaluation of long-range strategic plans to achieve the institution's general objectives and compliment the HPH business plan. Presents a clinical perspective/impact with administrative decisions. Collaborates with assigned Financial Partner to oversee the development of operating and capital budgets for assigned areas and ensures that assigned functions operate within budget. Monitors financial progress of the division and implements corrective action plans, as appropriate. Builds and cultivates collaborative relationships with system managers and the medical staff to ensure delivery of high quality, cost effective medical care and service to system patients. Serves as a resource to the hospital s physician leadership, medical staff, and system management with regard to patient services related issues. 10

12 Initiates and establishes policies and procedures; operational objectives; quality management programs; and safety, environmental, and infection control standards consistent with overall system policies, objectives, and goals. Directs the review, modification, and approval for all corporate-wide patient services related policies and procedures. Consults with appropriate personnel and departments to ensure that resources are made available to ensure successful implementation of new policies/procedures. Ensures overall facility compliance with TJC patient care/nursing standards and other regulations governing hospitals and the rules of accrediting bodies by monitoring operations and initiating changes where required. Complies with all Hawaii Pacific Health Policies and Procedures, Corporate Compliance Program Standards of Conduct, and all applicable statutes, rules, and regulations. Reviews reports of regulatory and accrediting agencies and implements corrective action plans as appropriate. Maintains a work environment that provides maximum safety and health and encourages safety awareness among employees with an ongoing departmental safety program. Reports unsafe conditions and illness/injuries and incidents in a timely manner and ensures that employees perform duties using safe work techniques, in accordance to OSHA health and safety rules and sanitation standards. Participates and serves as a member of various hospital/medical staff committees. Serves as a resource regarding patient services related issues and performance improvement activities and provides guidance to ensure that system-wide objectives are achieved. Negotiates and monitors contracts and working agreements with physicians, nursing schools, and other clinical services. Initiates corrective action as appropriate to ensure that the system s objectives are met. Additional Responsibilities Rotates and serves as monthly administrator on call with other members of the assigned facility s executive operations team. Recommends hospital policy positions regarding legislation, administrative policy, and other matters of public policy. Communicates with Hawaii Pacific Health s executive and senior management teams on all vital patient services/hospital operations related issues and policy decisions. Works with community groups and state agencies to resolve problems and develop resources on behalf of facility patients. Attends and serves on professional/civic service organizations as a system representative and serves as primary liaison between the hospital/medical center(s) and the community. Enhances professional growth and development through participation in educational programs, current literature, in-service meetings, and workshops. Performs other related duties as assigned or requested. 11

Establish a Vision for Nursing: Develop and implement a nursing strategy which reflects the hospital and system s strategies for quality improvement and customer service. The Chief Nurse Executive will be expected to evaluate the current state of nursing and set a strategic direction for the department, consistent with the goals and objectives of the entire organization, that establish a high level of excellence within nursing services. Assess the current nursing structure and identify potential enhancements that will result in the consistently high quality and productivity as well as employee and medical staff satisfaction. Collaboration and Effective Relationships: Build personal and professional credibility with a smooth integration into the organization and develop excellent working relationships with all constituents based on trust and mutual respect at both Straub and HPH; be viewed as a contributing member and integral part of the COO s senior management team. Collaborate regularly and effectively with organizational peers, especially other members of the executive leadership team. Form multidisciplinary teams to address issues affecting throughput, patient safety, quality, and patient satisfaction. Establish working relationships with counterparts in the region and at the system-level. Attain the Highest Levels of Quality, Patient Safety and Service: In partnership with executive, nursing and physician leadership, continue to enhance patient safety, quality and employee engagement, as well as play a key role in ensuring the organization posts superior quality and patient safety performance metrics. Develop and implement accountability measure around quality and service results, especially related to overall patient satisfaction and experience. Create a staffing model that meets the needs of the patient and, at the same time, is financially efficient. Ensure minimum staffing ratios are achieved. Identify and address any issues surrounding recruitment and retention of staff and explore all avenues to reduce turnover. Expand upon current recruitment and retention strategies to increase numbers of 12

14 professional and technical staff as necessary. Develop strong and collegial relationships with nursing educators to facilitate recruiting and encourage research in nursing disciplines. Optimize Operational Performance/Growth Strategies: Develop a culture of excellence at all levels of the organization. Provide leadership and direction for enhancing operational discipline across all clinical areas to drive process improvements in patient experience. Ensure the team meets established operating metrics while continually improving the quality of care, as well as redesigning and retooling operating systems to decrease costs and increase efficiencies. Work with the COO and other key stakeholders to map out strategies for operational optimization and market growth. Develop Outstanding Physician and Nurse Relationships: Be visible with medical staff, communicate openly with them, listening to and addressing concerns in a timely manner. Provide an effective liaison with the employed medical group and other aligned physicians. Collaborate effectively with physicians in the organization, maintaining strong relationships between administration and the medical staff. Ensure a coordinated continuum of care for the organization. As appropriate, discuss new business opportunities and validate physician contributions to the organization. In conjunction with the CEO, COO and CMO, continuously cultivate high physician satisfaction and engagement. Team Leadership and Development: Work with executives and team to proactively identify and develop talent at the supervisor, manager, and director levels of the organization. Develop, mentor and engage staff in hospital and clinic operations; help develop the next generation of leadership. 15 Candidate Qualifications Straub Medical Center is seeking an individual with the following qualifications: Education Must meet educational requirements for licensure as an RN in the state of Hawaii and possess a Master's degree or equivalent combination of education, training, & experience. Degree in Nursing or related field. Current Hawaii RN license. Experience Extensive managerial experience in nursing and/or hospital operations with a strong background in assigned areas of responsibility. The incumbent must also possess strong experience and knowledge in strategic planning and community relations. Previous healthcare senior managerial experience preferred.
