2 PILOT EXERCISE BY MOH & HDB TO TENDER OUT SELECTED SHOP UNIT FOR GENERAL PRACTITIONER (GP) CLINIC MOH and HDB are jointly working on a pilot project to let out selected shop units in HDB estates for use as General Practitioner(GP) Clinics, with the requirement to participate in MOH s Community Health Assist Scheme (CHAS), Chronic Disease Management Programme (CDMP) and Public Health Preparedness Clinics (PHPC) scheme. 6 Frequently Asked Questions for Pilot GP Clinic Tender S/n FAQ Answer 1 What is the purpose of this pilot tender exercise? The purpose of the pilot tender exercise is to award the selected unit to the GP clinic that focuses on providing primary care services and which will participate in key MOH schemes, particularly the Community Health Assist Scheme (CHAS), Chronic Disease Management Programme (CDMP) and Public Health Preparedness Clinics (PHPC) scheme. 2 Why are MOH and HDB imposing the additional conditions on the new clinic that HDB is letting out? For clinic spaces located in HDB precinct shop spaces, MOH and HDB would like these clinics to concentrate on core primary care work to better meet the needs of residents, and to participate in MOH schemes to provide convenient access to subsidies and Medisave use for covered services. 3 Why is the specific unit selected for the pilot exercise? 4 What are CHAS, CDMP and PHPC? Based on the available units, we have selected a unit in an area with a relatively low supply of existing GP clinics. The Community Health Assist Scheme (CHAS) enables Singapore Citizens from lowerto middle- income households to receive subsidies for medical and dental care at participating General Practitioners (GPs) and dental clinics. The Chronic Disease Management Programme (CDMP) allows patients with chronic conditions to tap on Medisave for the outpatient treatment of 19 common chronic conditions. As the same set of chronic conditions is covered under both CHAS Chronic and CDMP, eligible patients can also enjoy CHAS subsidies for treatment of these chronic conditions. The Public Health Preparedness Clinics (PHPC) scheme is a consolidation of the previous Pandemic Preparedness Clinics (PPC) scheme and Haze Subsidy Scheme, to provide a single scheme to cover public health emergencies. PHPCs will be activated in the event of public health emergencies such as an influenza pandemic or severe haze, and would be responsible for providing medications/vaccinations and administering subsidised treatments to eligible Singaporeans in the above-mentioned situations and during other public health emergencies, as appropriate. As part of the scheme, PHPCs will be supported by MOH, such as in terms of personal protective equipment and training. 1

The tenant should submit the relevant documentation showing his enrolment in the stipulated MOH schemes within 6 months from the date of clinic licensing. CHAS GP clinics are able to offer subsidised care to CHAS and Pioneer Generation cardholders, as well as make subsidised referrals for these patients to public hospital Specialist Outpatient Clinics (SOCs). Participating in schemes like CDMP, CHAS and PHPC entails some administrative work, such as for claims submission. The extent of this on operating costs depends on the clinic s business model, such as the number and proportion of its patients making claims, and its choice of platform (e.g. web portal or Smart Clinic Management System) and resources (e.g. existing clinic assistant or additional staff) deployed for claims submission. Depending on the clinic s case mix, patient load and charges, the additional operating costs may be more than offset by an increase in revenue from an increased number of patients drawn to the clinic for access to these schemes. Administrative load due to scheme participation is generally not an issue for the vast majority of the more than 950 GP clinics participating in CHAS, as only 8 GP clinics have ever withdrawn from CHAS citing this as their reason. Nonetheless, various efforts by MOH and IHiS are underway to reduce the administrative load associated with scheme participation, e.g. improving the user-friendliness of the portal used to submit claims, and developing GPConnect as an integrated IT solution for GP clinics. 2

8 9 Can I practice aesthetics? The tenant should focus on providing core medical treatment for acute and chronic conditions, follow-up and continuing care after discharge from hospital, preventive health services and health education. This is to ensure that residents have good access to these essential primary care services, rather than aesthetic services, at GP clinics near their home. The scope of aesthetic practice is based on that defined in the prevailing Guidelines on Aesthetic Practices for Doctors issued by the Singapore Medical Council, and Listed at edition%20-%20guidelines%20on%20aesthetic%20practices%20for%20doctors.pdf 10 What would happen if I fail to obtain the necessary accreditations after 6 months? 11 At the end of each term of tenancy, will these sites be granted tenancy renewal automatically? Tender requirements to obtain the necessary accreditations will form part of the legal contract between HDB and the tenant. Should the tenant fail to obtain and maintain the requisite accreditations after 6 months from the date of clinic licensing, HDB reserves the right to take enforcement action against the tenant and/or terminate or not to renew the tenancy, without prejudice to any other rights. Renewal is subject to the terms of the tenancy agreement. The tenant is further required to obtain MOH s prior support before he is allowed to renew his tenancy. If the tenant does not comply with the prevailing requirements set out for the GP clinic, MOH can withhold their support and tenancy renewal may not be granted. 12 Who should I contact for more information about this pilot project, bidding procedures and tenancy conditions?
