8 S&T I lessons learnt 36 projects involving 214 EU and ACP institutions in Agriculture, Environment, Health and Energy According to a recent MTR: Capacities of institutions involved enhanced Number of scientific proposals increased North-South and South-South partnerships created Yet: Academic institutions have been main beneficiaries Support to research activities and formal qualifications Little involvement of government and civil society

9 S&T Programme II Strengthen capacities in Science, Technology and Innovation at policy, academic and civil society/business levels Beyond the academic bias, it is not another research programme! Interlinking all levels through participatory approach Tackling local needs through endogenous responses International collaborations to tailor solutions Complementarity with ACP Research, Mobilities and Connect programmes

10 S&T II Expected Results STI goals and priorities are mainstreamed in regional and national policies National and regional STI capacities are reinforced The role of STI for development is acknowledged

11 Priority Areas In line with EU Agenda for Change and ACP Secretariat priorities: Energy access and efficiency Agriculture and food security N.B. Other sectors and/or interdisciplinary approaches are not excluded as long as they are in line with the Programme objectives

12 Types of Action and Activities Formulation of regional and national S&T policies Multi-stakeholders workshops to analyse, monitor, formulate appropriate policies (i.e. IPR, tax incentives, legal frameworks) Strengthening capacities in STI Multi-stakeholders workshops and trainings to exchange practices and enhance capacities to implement STI Increasing awareness on role of STI Organisation of public consultations and debates to disseminate STI and increase public participation

13 Financial Allocation The overall indicative amount is EUR : Lot 1 EDF: EUR Lot 2 Budget: EUR

14 Duration and financing Duration: between 12 and 36 months Budget: between EUR and EUR In exceptional cases the grant budget can be up to EUR for projects in Agriculture and Energy Any grant awarded must be limited to 85% of the estimated total accepted costs

15 Partnerships and partners Applicants and partners must be legal persons At least 3 partners, including the applicant, from at least 2 different ACP States Number of institutions from the ACP States must be greater than the number of institutions from the EU or from other non-acp regions Associates do not need to respect the same eligibility rules as partners but cannot benefit from funding other than travel and per diem

16 List of eligible countries Lot 1 EDF The 79 ACP Member States divided into the six regions 27 EU Member states 3 EEA EFTA states Lot 2 BUDGET Same countries as in Lot 1 except the LDC For the other countries see Annex K of the Guidelines Least Developed Countries (LDC as defined by the UN) OECD/DAC Member Countries (Only when the Action happens in a Least Developed Country)

17 Application Procedure The Applicant sends on behalf of the partnership: Application form + Annexes to S&T PMU, c/o GOPA- Cartermill, Rue de Trèves 45, B1040 Brussels Deadline for submission of proposals: 7 February 2013 (as per postmark) Further information can be asked until 21 days before the deadline to: Call2012@acp-st.eu
