1 Press Release With the support of the WAPES executive secretariat, on October 29 and 30 in Marrakech, Morocco, the National Employment and Skills Promotion Agency (Agence Nationale pour la Promotion de l Emploi et des Compétences (ANAPEC) is holding an International Conference for the Middle East and Arab Countries Region on the theme: Youth employment: cross channel, a successful strategy The conference will be honored by the presence of : Mr. Abdeslam Seddiki, Minister of Employment and Social Affairs ; Mr. Mohamed Faouzi, Wali of the region Marrakech-Tensift-El Haouz ; Mr. Hafid KAMAL, General Director of the National Employment and Skills Promotion Agency ; Mrs. Elizabet Arp, Director of International Affairs at Arbeitformedlingen Sweden, and reprsentative of the presidency of WAPES; General Directors of Public Employment Services ; Representatives of International Organisations specialized in the promotion of employment ; Representatives of interested public institutions, particularly economic and social actors. This conference, that comes in a time where youth employment has become a priority everywhere, welcomes 400 participants from 30 countries and different continents, and 10 international organisations (World Bank, African Development Bank, Bureau of International Labor, Arab Labor Organisation, ). The purpose is to exchange best practices regarding motivational measures and innovative distance services for youth employment, understand the role of distance services in giving a more effective impact, and discuss what distance systems are available for the benefit of specific target clients (international emigration applicants, the handicapped, the long-term unemployed, etc.). Organized as round tables, national contributors, PES experts, partners and international organisations will tackle this subject area: Round table No. 1: «What innovative delivery channels exist for the implementation of services (accompaniment, assistance, ) for youth employment?» Round table No. 2: What distance systems are available for the benefit of specific target clients? 3 About the Conference With the support of the WAPES executive secretariat, on October 29 and 30 in Marrakech, Morocco, the National Employment and Skills Promotion Agency (Agence Nationale pour la Promotion de l Emploi et des Compétences - ANAPEC) is holding an International Conference for the Middle East and Arab Countries Region on the theme Youth employment: cross channel, a successful strategy in a time where youth employment has become a worldwide priority. The purpose of the conference is to exchange best practices regarding motivational measures and innovative distance services for youth employment, understand the role of distance services in giving a more effective impact, and discuss what distance systems are available for the benefit of specific target. Two round tables are organized: Round table No. 1: «What innovative delivery channels exist for the implementation of services (accompaniment, assistance, ) for youth employment?» The purpose of this first round table is to present innovative measures aimed at improving employability, self-employment, streamlining access to the first job and individual and joint services with a proven impact. Innovation will also be concerned with the machinery behind the measure and the service as much as the deployment systems (territorially-based partnership, funding sharing, and so on); Round table No. 2: What distance systems are available for the benefit of specific target clients? The second round table deals with examples of the application of distance services to specific client categories like international emigration applicants, the handicapped, the long-term unemployed, and persons with low educational qualifications. The intention is to identify distance services suited to these various client categories and the systems and technologies available to deliver them as effectively as possible.
4 About ANAPEC The National Employment and Skills Promotion Agency (ANAPEC) was able to consolidate its position as a nationally and internationally recognized operator on the labour market. It reached a major milestone in the construction and the structuring of its business model, resources and leadership. In fact, recruitments made by the ANAPEC have tripled between 2004 and 2012 with an average annual evolution rate of 10%. In addition, more than half of the recruitments in 2012 nationwide have passed by the ANAPEC. These achievements are the result of the professionalism and commitment of the human resources of the Agency, which constitute its most valuable asset. - Achievement rate: 105% - Recruitments tripled since Beyond its achievements regarding recruitments, the ANAPEC has become a company that is ready to tackle the ambitious project set by the 3rd progress contract of By the end of 2012, The ANAPEC: Has a confirmed notoriety nationally and internationally ; Has sustained improvements in its achievements ; Has a positioning on strategic sectors (offshoring, aeronautics, automotive industry, electronics, tourism, private education ), big investment projects (Renault, Morocco Mall, Axa ), and national projects (INDH ) ; Has a network of 77 modern local agencies in compliance with international standards, and 300 desks for the support of auto-employment projects ; Has a modern management system with an uncomplicated and client oriented organization and modern mana gement tools, a regionalized action, and competence and performance-centered resources management ; Gives services that meet the expectations expressed in various client satisfaction surveys including: 1. Self-services for the job seekers ; 2. A website for e-intermediation in employment and many distance services ; 3. Proximity support for entrepreneurs with self-employment project ; 4. Support for companies in hiring ; 5. Labour market monitoring and anticipation by means of sector programmes. Moreover, the ANAPEC has a: Positioning in promising sectors (private education, offshoring, aeronautics, automotive industry, electronics, distri bution,...) and the support of structuring projects (Tanger-Med port, P2I, Casanearshore, Rabat Technopolis,...) and big investment projects (Renault Maroc, MoroccoMall,...) ; An international influence with a programme for international recruitment that managed more than employment contracts since 2006, and an internationally approved expertise in assisting African, Arab and Latin American countries. The future development plan will allow the ANAPEC, in concordance with the governmental statement, to consolidate its achievements and reinforce its leadership in the labour market. Thus, its vision for 2016 is to be an acclaimed operator in the labour market intermediation with a network of excellent agencies to accompany the national strategies, be deeply rooted in its territory, and provide proximity services that are up to the expectations of its various categories of clients. Its human resources are its most valuable asset.
5 About WAPES WAPES is the World Association of Public Employment Services. The members are public employment services all over the world. It is a network of 94 Public Employment Services (PES) that encourages the exchange of good practices between labour market and employment actors, and unites the expertise of over staff around the world managing labour markets with varying characteristics. The Association was founded in 1988/89 by six public employment services: Canada, France, Germany, the Netherlands, Sweden, and the USA, together with the International Labour Office (ILO). Meanwhile the number of countries members has grown to 90. The ILO remains an observer to the Association. WAPES promotes the exchange of best practices and information between Public Employment Services facing similar challenges, encourages cooperation between institutions, and provides services of public interest like surveys, studies, training and upgrade, congresses, conferences, workshops and seminars about matters of public interest.
