Article 3, Philippine Labor Code The State shall afford protection to labor, promote full employment, ensure equal work opportunities.

6 Legal Mandates Fundamental Principles in Public Employment Service Article 12, Philippine Labor Code The State should facilitate a free choice of available employment by persons seeking work in conformity with the national interest. Article 6, ILO Convention 88 employment service should be well organized as to ensure effective recruitment and placement of workers.

21 Core Functions of PESO Provision of Labor Market Information (LMI) Labor Market Information constitutes any information that affects the movement of labor supply and demand. Referral and Placement Referral is a process of directing pre-screened jobseekers to employers with vacancies matching their qualifications, while placement is the result of a successful referral.

22 Core Functions of PESO Career Guidance and Employment Coaching Career Guidance and Employment Coaching is a process of assisting people intellectually and psychologically to make decisions about their career and act to realize it. Other DOLE Programs and Services Other programs developed by DOLE to enhance provision of employment assistance to PESO clients.

23 Structure and Management of PESO Local Government Units (LGUs) The operation of and maintenance of PESO is managed by the LGUs. Department of Labor and Employment The DOLE provides technical assistance to the PESOs by capacitating them through workshops and trainings.

24 Assessment of the Performance Operational PESOs of PESOs 1,212 are operational and are reporting to the DOLE on employment service-related accomplishments on a regular basis. Non-Operational PESOs 623 PESOs remain inactive/non-operational due to lack of funding allocation for personnel and equipment or lack of management support from the Local Chief Executive (LCE).
