2 Perth and Kinross Youth Employment Action Plan Introduction The Perth and Kinross Youth Employment Action Plan sets out an economic overview of the area including the population profile, key employment sectors and unemployment figures. It brings together the range of provision available across Perth and Kinross linked to the different stages of the Employability pipeline and the work of Partners in mapping the needs of unemployed young people and the resources available. This Action Plan is part of Scottish Governments Opportunities for All which aims to realise a guaranteed offer of a place in education, training or employment for all school leavers in Perth and Kinross. Locally it is part of the Opportunities for All Action Plan which in turn is part of the Employability Strategy Action Plan and links into the SDA and the Single Agreement with SDS and P&K Council. Purpose The aim of the Youth Employment Action Plan is to help all our young people to fulfil their potential by developing the essential skills for life, learning and work, thereby improving outcomes for learners and employers alike. This will be achieved by Identifying the nature of youth unemployment locally including particular concentrations or hotspots. (Community profile). Identifying labour market activity, trends and projections, together with the skills young people require to access and sustain employment opportunities. Mapping and evaluating youth learning and employability provision against the strategic skills and employability pipeline stages 1-5. Broadening our understanding of the barriers facing young people and ensuring access to appropriate provision for those requiring additional support. Highlighting gaps and agreeing specific actions to refocus provision according to need, as part of the wider Perth and Kinross Employability Strategy. Monitoring progress and adjusting actions to reflect the ongoing needs and aspirations of young people, in line with emerging local labour market trends. Overview Perth and Kinross is located in the heart of Scotland encompassing highland and lowland landscapes totalling over 5,286 sq km and inhabited by a population of approximately 138,400 (2005 figures). It is a mix of rural and urban from the main population in Perth city to more rural areas such as Aberfeldy and Pitlochry. The population projections is a decline or those under 16 by 9.3% and those of working age (16-64) of 3.57% but an increase in 65+ and 75+. The total population is expected to grow by 5.98% (all ages). There is also a growing population of migrant workers and although the area is perceived as being relatively prosperous there are real inequalities within the local population. Some of these are due to geographical factors. The SIMD confirms that there are 3 areas in Perth and Kinross which fall within the 15% most deprived datazones in Scotland. These are Muirton, Fairfield in North Perth and Rattray in Eastern Perthshire. It is also recognised that many of the deprivation indicators are also present in Letham/Hillyland also in North Perth.

3 Unemployed Profile Statistics taken from the most recent Nomis profile (January 2013) show the number of JSA claimants by age and duration of unemployment. There are year old, year olds and 1, year olds with year olds. The total JSA claimant count is 2,102, 2.2& against the Scottish figure of 4.1%. In November 2012 the number of unfilled JC+ vacancies was 1,048. School Leaver Destinations for Perth and Kinross Every year SDS completes a school leaver destination statistical return on behalf of the Scottish Government. This work is carried out in September each year with a follow up of the same cohort the following March. The 2011/12 return for Perth and Kinross for leavers from all 10 secondary schools shows that 92.8% of leavers entered a positive destination which is a rise of 2.1% compared to the year before. Perth and Kinross Council sits in 8 th place out of 32 local authorities and is 2.9% above the national average of 89.9%. The trend over the last 10 years is an increase in positive destinations and a decrease in negative destinations. Strategic Skills Pipeline The Scottish Governments definition of Employability is that it encompasses all the things that enable people to increase their chances of getting a job, staying in a job, and progressing further in work. The local provision outlined in this action plan has been updated by a range of partners specifically SDS, P&K Council, JC+ and Perth College. Partners who offer the provision will be expected to keep their own information up to date and an annual review of this action plan will take place by the Opportunities for All Partnership. The provision as outlined is mapped to the relevant stages of the Scottish Governments Strategic Skills Pipeline which has been adopted by Perth and Kinross Opportunities for All Partnership. Stage 1 /Engagement Activity-Examples of this is early engagement activity, identification of client need and development of an action plan. Stage 2 Barrier Removal-Examples of this is barrier removal activities and confidence building, support to develop core skills such as numeracy and literacy, holistic activities linked to individual needs and employability skills. Stage 3 Vocational Activity-Examples of this may include job search, work experience, employability skills and accredited pre-employment training for core skills. Stage 4 Employer Engagement and Job Matching-Activities may include employer engagement through work experience and job matching, mentoring and supporting clients in the work place. Stage 5 In work/aftercare-support to help the client to sustain employment, upskilling/work force development, Mas and support business start up. Stages 2-4 of the pipeline are supported by provision under Employability Fund contracts managed through SDS on behalf of the Scottish Government.

The organisations help to make the step towards returning to work or onto other college or sector courses that will help develop their careers further A range of services designed to tackle the barriers faced by individuals with a history of offending; the aim being to enable access to education, training, voluntary work and employment opportunities. We have experience of working alongside other agencies in a client centred approach. Young people s benefits are not affected by engaging with this service. ECLIPS works specifically with young people who have experience of substance misuse and are relatively stable in their circumstances. ECLIPS offers the following services: E-employability skills, C- confidence building, L-learning opportunities, I-individual action planning, P-person centred approach, S-support workers 16+ young people Young people engaging with ECLIPS should be receiving or recently completed drug or alcohol treatment. Young people can self refer to the service or through other agencies. A Form is completed and an appointment is made. To support the young person to manage/over come their addiction and to give them the skills to support them to move into a positive destination. 13 Employment Initiatives Criminal and Youth Justice Team P&K Council St Martins House North, King Edward Street, Perth PH1 5UT Bill Brown Phone Number The Youth Justice Team works with young people between the ages of 12 and 21, who have come to the attention of the Police, Children s Reporter, Courts or other services Offers protected work placements which are being developed to a level that may be suitable for configuration as apprenticeships. This includes: Property Plus - Community Challenge; Community Challenge 6 week programme where young people volunteer to do a bit of work in the community this includes work in public parks, reclaiming overgrown pathways and general maintenance. There are 15 places available and YP get an allowance of 40 per week. Only if young people attend regularly and successfully complete the course, can they then progress to Property Plus. Property Plus 15 places ( in 3 squads of 5), integrated into the P&K Care and Repair team. These young people are working on P&K social housing stock, upgrading properties and this includes painting and decorating and general maintenance. The service is offered on an individual need basis with the type of support tailored through 1:1 support or accessing small group actiivities. An employment development service is also offered which supports people to access and sustain employment. Young people who have spent up to 8 weeks in a work experience opportunity can have their placement extended by up to 4 weeks where an employer makes an offer to them on an apprenticeship. Customers in receipt of Jobseekers Allowance aged 18 or over. From 18 Feb 2013 Lone Parents claiming Income Support will be able to volunteer fro New Enterprise Allowance. Through NEA, eligible customer will receive the support of a local business mentoring organisation. The mentoring organisation is responsible for assessing the quality of the customer s business idea and its suitability for support through NEA. Customers who have a viable business idea will receive the support of a mentor to develop a business plan. The customers is able to apply for NEA financial support once they have a business plan approved by the mentoring partner organisation and ended their JSA claim to commence trading. The financial support available is a NEA weekly allowance* from Jobcentre Plus and a start-up loan administered by an external provider. Customer engagement with NEA is entirely voluntary. However, once the claimant has agreed to participate and had their first mentor meeting, specific conditions are attached to their NEA participation and a failure to participate may lead to sanctions being applied to their benefit claim. Travel and childcare costs are not available via NEA funding, although Jobcentre Plus may decide these can be funded from local Flexible Support Fund budget. The purpose of a Work Trial is to overcome any remaining suitability doubts an employer and/or disadvantaged customer may have following a formal interview for a vacant post. At the end of the recruitment process, it offers a chance to try before you buy to both the customer and the employer. It is a trial period in an actual job it is NOT a work placement or work experience. Participation is strictly voluntary and customers can leave early or turn down the job if offered. Claimants stay on their normal benefit and receive certain expenses from Jobcentre Plus. Trial duration is determined on a case by case basis. The initial period should only be for a few days and this can be reviewed and extended if necessary. In exceptional circumstances, trials can last up to a maximum of 30 working days (over no more than 6 calendar weeks). Disabled people taking part in a Work trial can apply for advice and support from Access to Work Jobseeker s Allowance (JSA) customers, who have been claiming JSA for 6 months or more, are eligible. JSA customers with either a disability or disadvantaged group marker on their Jobcentre record are eligible from day 1 of their claim.
