Community Planning - training offered will have to reflect the SOA and local and strategic needs. Scottish Government GCC pivotal partner for delivery of training. Provision of match support through the Commonwealth Apprenticeship Scheme Creative and Cultural Skills Scotland they hope they will engage with the scheme. 2 Scottish Chambers of Commerce Business Mentoring Scotland 32 LA areas across Scotland (including H&I) Targeted at potential and new entrepreneurs and key managers of SMEs, and key staff in social enterprises Stage 5 of the skills pipeline. Provides a structured and monitored mentoring process providing guidance, direction, confidence, enhanced capabilities, motivation and empowerment. ESF not used to fund the mentors they provide time and knowledge free of charge Funding being provided by SE and SG. States discussions with LA will determine what level of support they are able to provide, and their role in referring and promoting the programme. SE sectoral growth businesses and account managers will be key in identifying businesses who would benefit. SCVO and the Scottish Coalition of Social Enterprises have agreed to assist with both the development and referral of suitable customers. States it will support 3000 SMEs over 3 years with each mentor/mentee relationship being directly supported for a full year. 1 st Jan 2011 for 3 years. 1.9m over 3 years. ESF for 2 years would be 45% intervention.
3 SCVO Third Sector Consortium 28 LUPS LA areas 17 national third sector organisations Across all stages with stages 1-3 being delivered in the 13 spatially targeted areas. May request 10% flexibility in adjoining areas with significant levels of deprivation. Target groups indicated are care leavers, NEET, young people with complex barriers (homeless, drug and alcohol abuse) learning disabilities. The pipeline will also provide a range of specialist services for clients of all ages targeting clients with complex barriers to employment, ex offenders, disabilities, mental health problems, long term unemployed. Proposal is made up of 4 elements: Specialist support (particularly focused on clients with multiple and complex barriers to employment) Employability hub specialist signposting service used as a streamlined mechanism for moving clients through the different stages. 5 Skills Development Scotland Local Training Opportunities GRFW 13 spatially targeted areas/ Training for Work all LUPS LA areas. GRFW national work based training framework to provide young people with the confidence and transferable skills need to gain a positive and sustained outcome including continued learning TFW - vocational skills training to enable individuals to access identified job opportunities. This is mainly, but not exclusively, focused on entry level jobs. Co-contracting undertaken with CPPs Outline 7 stage process for co contracting has been provided which includes: o Co-creation of local contracting statements setting out anticipated volumes o National Moderation (of the above) involving SDS and CPPs in line with budget available. The methodology for this to be agreed in advance by partners o Inviting bids from providers SDS will manage. Local areas will receive copy of the bids for their areas o Evaluation of proposals CPP and SDS staff at a local level o Allocation of volumes to providers agreed locally o o Preparation of contract SDS National Team Review performance SDS and local CPP partners will review activities and local economic and labour market changes in year and propose any revisions. Moderated at a national level. Funding provided by SDS 8000 GRFW starts per annum TFW starts per annum Total 36,000 starts 1st April 2011 for 2 years. Total cost 26m per annum / 11.7m per annum. Total ESF requested 23.4m for 2 years. Corresponding bid has been submitted to H&I
6 Scottish Funding Council - Colleges, Investing in Skills for Economic Recovery LUPS 13 spatially targeted areas. Application states that SFC will explore delivery of provision to specific individuals within non spatially targeted areas. Bid provides examples of course that are being delivered this year. The courses should provide individuals with the best employment opportunities according to local demand/job opportunities. SFC will provide all match funding. Provision will be agreed with each CPP in advance of allocating funds to each college In each academic year this project will provide 60,000 WSUMS (where a SUM equate to 40 hours of learning) - approx 3,500 additional places (mainly full time). 1 st August Total cost 30.6m, 13.8m ESF.
